You brought up a treaty the US hasn't and Iran hasn't signed to tell us why the straight is governed by international law when even if it was governed by that treaty the US is yet to sign, Iran would still be at war and by that treaty would have the right to restrict navigation to certain vessels if it chose.

That's the reason Trump was a colossal idiot to do what he did. Because it is going to be tremendously difficult to control that strait or have it open indefinitely without the support of Iran because of how close it is to Iran (at is narrowest the water extends 21 miles from Iran).
And the US will have to make a case that it has the right to control water that is right next to another country based on a treaty it didn't sign because the US was concerned about its own sovereignty.
