The real question is simple What exact children’s feeding program was halted or gutted?

Yes I agree, you can clean up some programs while they are live. I agree with that. But that depends on the level of fraud, the structure of the program, and whether money is still reaching the right people.
In some cases you audit while running. In some cases you pause parts of it, remove the rot, then continue. The goal should be accountability, not blind cutting.
