The 1-storey would be done in a way that the down would be built first, then anytime in future am able to afford and save more money, i can come back and continue with the top. You know that kind building where the Down stairs is about 5 years old and the Up stairs might be 2 years old.

Concerning luxury finishes, the kinda plumbing materials, tiles, roofing materials, paint, fittings, doors, windows etc all have effects on price. For example, you can decide to go for a Nigerian Tiles compared to Spanish tiles, you can choose whether u want Aluminium roofing sheets compare to stone coated ones, you can design to go for normal emulsion paints compare to other luxury ones, u can decide use PVC pipes compare to the other expensive one, u can even decide not to use POP and many more. All this have effect on the final cost of the project.
