LAGOS, Nigeria (AP) — MTN Group telecommunication's stock plunged 12.5 percent on the Johannesburg Stock Exchange Monday on the news that its most lucrative subsidiary, in Nigeria, has been fined $5.2 billion for failing to disconnect millions of unregistered cellphone subscribers.

The Nigerian Communications Commission confirmed the penalty based on 200,000 naira ($1,000) for each of 5.1 million cellphone SIM cards that had not been registered and should have been disconnected by an August deadline.

On Aug. 7, the commission issued an ultimatum ordering all cellphone providers to de-activate unregistered cards within seven days "or face severe sanctions." All the other cellphone companies in Nigeria complied, the commission said.

The South African company said in a statement Monday that it is in talks with Nigeria's regulatory body "to resolve the matter."

The $5.2 billion fine is equivalent to at least two average years' profit for MTN Nigeria and nearly three times the $1.8 billion that it has invested in the West African country, according to the company's website. Africa's leading cellphone service provider, MTN paid $285 million for one of four GSM licenses in Nigeria in 2001.

Before the cut, MTN said it had about 62 million customers among Nigeria's 170 million people in September, by far the group's biggest market.

Nigeria has about 150 million active mobile phone lines, 90 million mobile Internet users and imports 4 million cellphones each month, according to Nigeria's Federal Ministry of Communications.

There are two forms of critics to a government, those who criticize for better output and those who criticize out of pain that they are supposed to be there. Buhari is not God so there's no way he will not be messing up and he surely needs critics to sound it into his ears constantly. Even Obama is heavily criticized but not by people who wants his government to crumble so they can go mount the treasury for more plundering. Criticism has not even started, after one year and we are not seeing meaningful developments we will shout out loud. If we start seeing senseless looting of the treasury like we had under Jonathan then there will be the real version of WAILING WAILERS, then you will see civil societies and all what not.

Conclusively, Nigeria couldn't have survived another one year of Goodluck Jonathan. That's the key thing.

Contrary to the perception that kidnapping is more prevalent in the South East and South South geo-political zones, a recent survey shows that people are more likely to be kidnapped in the South West than any other region in Nigeria.

The 2013 National Crime Victimisation and Safety Survey conducted by CLEEN Foundation with support from the United States based Macarthur Foundation shows that the South West has the highest incidents of kidnapping with 5 per cent of the respondents from the region saying they have either been kidnapped or attempts have been made to kidnap them.

The South South and the South East closely follows with a 4 per cent kidnap rate. The region with the lowest rate of kidnapping is the North Central region with 2 per cent.

 Rape and Attempted Rape

With a 10 per cent incident of rape or attempted rape, the South South region is the rape capital of the country followed by the North East (6 per cent) and the South West and North West (4 per cent each). The South East is the region with the lowest propensity for rape with just 1 per cent.

The survey also shows that the national incidence of rape almost doubled from 3 per cent in 2011 to 5 per cent in 2013. Most of the respondents who claimed to have been raped said they were raped in and around their homes. Thirty-three per cent said they were raped nearest to their homes; 19 per cent were raped in their homes while 13 per cent of cases of rape occurred in schools or places of work.

The Court of Appeal sitting in Lagos upheld the election of Lagos State Governor, Akinwunmi Ambode stating that the non-use of the card readers or the dysfunctional nature of the card readers cannot invalidate the Lagos State Governorship Election.

However in the Rivers Tribunal sitting in Abuja nullified the election of Rivers State Governor, Nyesom Wike stating that the non-use of the card readers or the dysfunctional nature of the card readers can invalidate the Rivers State Governorship Election.
