NAF TO STRENGTHEN TIES WITH BANGLADESH FOR CAPACITY BUILDING IN PILOT TRAINING, OTHERS

The Nigerian Air Force (NAF) is set to strengthen already existing ties with the Peoples’ Republic of Bangladesh to enhance its capacity building drive. This was revealed today, 25 July 2019, by the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, while playing host to the Bangladesh Ambassador to Nigeria, His Excellency Md. Shameem Ahsan, in his office at the Headquarters NAF, Abuja. The areas of collaboration to be explored include basic fighter pilot training, helicopter pilot training, research and development (R&D), and training of Aviation Medicine personnel as well as other relevant fields that would enhance service delivery.

While expressing delight to receive the Ambassador in his office, Air Marshal Abubakar noted that Bangladesh has always been a friend of the NAF and has been providing training opportunities for selected NAF personnel for Junior and Senior Staff Courses as well as the National Defence Course. He added that the NAF was willing to take the collaboration further so as to glean from Bangladesh’s experience in other areas including pilot training and R&D. He equally observed that the NAF was willing to embark on Faculty exchange programmes between the Air Force War College Makurdi and her counterparts in Bangladesh. Additionally, the CAS noted that, due to the ongoing rapid expansion of the NAF Medical Services Branch to provide better healthcare services for its personnel, their families and host communities, the NAF had established a Reference Hospital in Bauchi and upgraded the NAF Hospitals in Port Harcourt and Lagos to Reference Hospitals, and was on the verge of commissioning a new Reference Hospital in Daura. He said the Service would therefore like to take advantage of opportunities in Bangladesh to bolster the capacity of its medical personnel to enable them more effectively man these facilities.

Responding, the Bangladesh Ambassador expressed his country’s readiness to further deepen the already existing cordial relationship between Nigeria and Bangladesh. He assured the CAS of the Bangladesh Government’s commitment to continue to collaborate with the NAF in all the areas of mutual interest.

MEDIA BRIEF ON ACTIVITIES OF OPERATION HADARIN DAJI AND OPERATION THUNDER STRIKE FROM 10 MAY - JULY 2019

1. Gentlemen of the press, I welcome you to this important media brief on the activities of Operation HADARIN DAJI (OPHD) and Operation THUNDER STRIKE (OPTS). These operations were launched in responsive compliance with the strategic directive by the Commander-in-Chief of the Armed Forces of Nigeria (AFN), President Muhammadu Buhari to effectively tackle the spate of security challenges confronting some states in the North Western part of the country. The Defence Headquarters (DHQ) after careful evaluation of the security situation, reinvigorated its anti-banditry operations with the launch of Operation HADARIN DAJI (OPHD) and Joint Task Force Operation THUNDER STRIKE (JTF OPTS). This media brief will therefore, acquaint the general public with the activities of OPHD and OPTS.

OPERATION HADARIN DAJI
2. The Defence Headquarters on 10 May 2019, reorganized operation SHARAN DAJI which was launched to curtail armed banditry, kidnapping and other sundry crimes within Zamfara state and its environ. The new operation was reorganized and reinvigorated with the acquisition and injection of new platforms and additional manpower. This new operation therefore subsumed earlier independent operations by the services and other agencies. Thus, presenting a common and united front for joint operations by the Armed Forces and other security agencies (including the Nigeria Police, Department of State Service and the Nigeria Security and Civil Defence Corps) in tackling armed banditry in North Western part of the country. In order to reflect the jointness of the new security outfit, the nomenclature was changed from Operation SHARAN DAJI to Operation HADARIN DAJI and a Force Commander in the person of Major General Jide Ogunlade was appointed to command the Joint Operations.
3. This reorganization is already yielding results as the joint troops of Operation HADARIN DAJI have recorded several significant achievements in the theatre of operations. Since inception, troops of OPHD have recorded strings of successes against the criminals, including a daring rescue operation in which troops neutralized 54 armed bandits in an encounter in fortified enclaves in Moriki, Madada and Dumburum forests in Zamfara state. Several assorted fire arms were also recovered from the bandits.
4. It will suffice to mention that in the last 2 months, since the commencement of the joint operations, the gallant troops of Operation HADARIN DAJI have in series of successful encounters rescued over 50 kidnapped victims and neutralized about 78 armed bandits from various fortified enclaves in Zamfara and contiguous states. The troops have also recovered a total of 39 firearms which include 16 AK 47 rifles, 1 Light Machine Gun, 14 Dane guns, 2 Pump action rifles, 3 semi-automatic rifles, 3 pistols and 2,437 rounds of 7.62mm special ammunition. Additionally, over 25 suspected armed bandits have been arrested and recovered 14 motor cycles used by them. The bandits are currently undergoing preliminary investigations, after which they will be handed over to appropriate prosecuting agencies.
5. On the realization, that bandits were generating financial resources through cattle rustling to fund their criminality, troops of OPHD also embarked on anti-cattle rustling operations, which led to the interception and stalling of cattle rustling activities. This culminated in the recovery of 2,278 cows, which have been duly returned to their respective owners.
6. Presently, the troops are jointly dominating flashpoints with aggressive land and aerial patrols, amongst others to deny the bandits freedom of action. It should not go without mention, that the aggressive operations of the joint troops of OPHD has restored some sanity in the security situation in Zamfara and its environ, which has dovetailed into the ongoing peace process and reconciliatory engagements in the region. Additionally, OPHD is currently shaping the environment to make the state conducive for reactivation of farming and other socio-economic activities. This has so far, contributed immensely to the gradual restoration of economic progress of the state.
OPERATIONAL ACTIVITIES OF JOINT TASK FORCE OPERATION THUNDER STRIKE
7. The problems of insecurity orchestrated by kidnappers, bandits, cattle rustlers, and other criminal activities along major highways and adjoining villages around Kaduna-Abuja axis reached alarming proposition some few months back. This necessitated several security operations and exercises to assist the Nigerian Police in tackling these criminal menaces. Realizing the gaps in these earlier measures, the Defence Headquarters (DHQ) under the leadership of the Chief of Defence State (CDS) General Abayomi Gabriel Olonisakin, constituted the Joint Task Force Operation THUNDER STRIKE (JTF OPTS). The operation had the mandate to reorganize and coordinate the existing security structures along the road and rail line in order to bring the situation under control.
8. The JTF OPTS has so far recorded some milestone successes, as several suspected kidnappers and bandits have been arrested, with arms and ammunition recovered from the criminals in the last 2 months of operation. In the conduct of the operations, troops of JTF OPTS were able to identify a number of black spots along Abuja-Kaduna highway, such as Jere, Katare, Rijana, Kurmi-karshi, Gidan-mamman Black-gold and Gidan-guza, where criminals unleashed attacks on unsuspecting and innocent road users. Premised on this discovery, troops embarked on series of fighting patrols to dominate the highway and rail line. Cordon and search operations were also carried out to mop up illegally acquired fire arms in the hands of identified criminal gangs, while security escorts were provided for farmers and road users. These operations led to the successful interception and arrest of 14 suspected kidnappers, while 6 bandits were neutralized. In a unique occurrence, troops while on aggressive patrol along Abuja-Kaduna highway discovered a group of bandits dressed in military camouflage who would have been ordinarily perceived by unsuspecting members of the public as military personnel on routine checks along the highway mounted an illegal road block. The courageous troops moved tactically to the scene, engaged them in a fire fight and neutralized the bandits.
9. The troops have so far recovered a total of 38 firearms comprising, 11 AK 47 rifles, 1 Semi-automatic rifle, 1 Revolver Pistol, 23 Dane guns, 2 locally made pistols, 157 rounds of 7.62 mm Special ammunition, 8 cartridges, 2 AK 47 magazines, 5 Mobile phones and 4 solar panels. Other recoveries made by the troops include 7 Motor cycles used by bandits and 695 cattle. The cows have been returned to their respective owners.
10. May I at this juncture, use this window of opportunity to reassure Nigerians, particularly, inhabitants of Kaduna, Zamfara and the contiguous states that the military and the security agencies are fully committed to guaranteeing your safety and security. I equally wish to encourage members of the public not to be intimidated, but to promptly report suspicious movements and activities in your localities to the nearest security agency. I urge you to please remember to “say something, when you see something”. Together we can collectively rid our nation of criminality and promote peaceful coexistence. Thank you for your attention.

UI DISTINGUISHED PERSONALITY LECTURE: CAS HONOURED AS FELLOW OF SPSP, DISTINGUISHED ALUMNUS OF IPSS

The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, has been honoured as a Distinguished Alumnus of Institute of Peace and Strategic Studies (IPSS) of the University of Ibadan (UI) and a Fellow of the School of Peace Studies and Practice (SPSP) of the University. The investiture and presentation of awards, which were done in recognition of Air Marshal Abubakar’s contributions to the sustenance of peace across the Country, took place in Ibadan today, 22 July 2019, during the IPSS 2nd Distinguished Personality Lecture on the topic; “Roles of the Nigerian Air Force (NAF) in Internal Security (IS) Operations in Nigeria” delivered by the CAS.

In his lecture, the CAS advocated for the emplacement of a robust military industrial complex as well as the provision of alternate source of funds for the military to effectively tackle current and emerging security challenges in the country. He stated that in a bid to secure territorial integrity and sovereignty of a country, the need to leverage the military industrial complex to equip the Armed Forces cannot be overemphasized; noting that the absence of a military industrial complex in the country has made the NAF dependent on foreign countries for the purchase of most of its defence equipment. This, he said, has economic and security implications for the nation, especially in terms of depletion of foreign exchange and low operational readiness.

Air Marshal Abubakar stated further that additional funding could be provided for the Service through extra budgetary appropriations and medium term budget expenditure framework. This, according to him, would ensure that funds for capital projects such as procurement of aircraft and other equipment, which are usually over extended periods, are already appropriated for the duration of the contract. It would also ensure that funds are available for short, medium and long term needs of the Service with the result that the NAF would be able to meet its operational and other challenges more efficiently.

The CAS noted that in managing the threats to internal security, various methods and approaches such as peace talks and confidence building measures had been adopted and implemented. However, due to the amorphous nature of the security challenges coupled with the use of violence by unscrupulous elements, the Armed Forces of Nigeria, including the NAF, had been involved and, in many cases, become the vanguard in resolving internal security problems. In this regard, he highlighted some of the roles of the NAF to include; offensive and defensive counter air operations, close air support, air interdiction, air transport operations, casualty evacuation, maritime air operations, intelligence, surveillance and reconnaissance (ISR) as well as search and rescue. The CAS stated that the NAF has been involved in a range of IS Operations, which include Operation DELTA SAFE to provide real-time ISR to support effective coverage and monitoring as well as security of Nigeria’s oil and gas infrastructure, and ensure the safety of law-abiding citizens of the Niger Delta Region. Also notable are the NAF's contributions to Operation LAFIYA DOLE, with the establishment of the Air Task Force (ATF), which supports the ground forces. The air effort in OP LAFIYA DOLE, the CAS noted, has been critical in shaping the environment for the surface forces and in the successes that have been achieved so far in the on-going counter-insurgency operation. The NAF, he said, has flown over 50,000 hours in support of Operation LAFIYA DOLE in the last 4 years. Other Operations include DIRAN MIKIYA, now collapsed into Operation HADARIN DAJI, aimed at identifying and neutralizing armed bandits as well as deterring them from carrying out attacks on affected communities in the North West. In the same vein, the NAF has also participated in Operation AWATSE, aimed at curbing the menace of hoodlums and petroleum pipeline vandalism in the densely forested swamps around Arepo, Elepete, Abule Oba and Gbaga communities located in Lagos and Ogun States, as well as Operation WHIRL STROKE to curb the security threats in the North Central States.

Air Marshal Abubakar said the NAF has also engaged 'soft power' approaches to tackling various security challenges in the country. These include humanitarian programmes to win the hearts and minds of the people, such as provision of water supply, school feeding, donation of food items as well as the conduct of medical outreaches in various host communities and conflict areas. According to him, “Since the inception of the current leadership of the NAF in July 2015, the Service has conducted over 57 medical outreaches with a total of 308,226 patients treated by the NAF Medical teams during these interventions. This number comprises 705 general surgeries, 863 eye surgeries and 306,655 medical checkups and screenings. The NAF has also established and maintains a Level 2 Hospital at each of the IDP Camps in Dalori and Bama in Borno State. These Hospitals provide both preventive and therapeutic services to the displaced persons”, the CAS said.

The CAS, who was first received at UI by the Director IPSS, Professor Tajudeen Akanji, and conducted on a tour of facilities at the Institute, had earlier paid a courtesy call on the UI Vice Chancellor (VC), Professor Idowu Olayinka. Represented by the Deputy VC Administration, Professor Emmanuel Adebowale, the VC stated that he was highly delighted to receive the CAS back home. He commended the CAS for the remarkable achievements and successes recorded in the fight against terrorism in the Northeast as well as other internal security threats. He noted that the University was extremely proud of the achievements recorded by the NAF, under Air Marshal Abubakar’s leadership, in the areas of capacity building, infrastructural development, acquisition and reactivation of platforms, and particularly in Research and Development (R&grin). He specifically commended the NAF’s commitment to leverage the technological knowledge and skills of Nigerian Universities through its Memoranda of Understanding (MOUs) with 15 Universities, which included UI. The CAS expressed his extreme delight to be so honoured by none other than Nigeria’s premier Academic Institution which has been at the forefront of tertiary education in the country for over 70 years. He pledged that he would continue to make UI and IPSS proud.

Other dignitaries at the event included a representative of the Chief Judge of Oyo State and other members of the State Judiciary; UI, IPSS and SPSP Principal Officers; the Air Officer Commanding Logistics Command; General Officer Commanding 2 Division Nigerian Army; Commadant Armed Forces Resettlement Centre Oshodi; senior serving and retired military officers as well as heads of security agencies, amongst others.
