NIGERIAN AIR FORCE INDUCTS NEW BELL 412 HELICOPTER The Chief of the Air Staff, Air Marshal Sadique Abubakar, on 1 November 2017, inducted a brand new Bell 412 Helicopter into the Nigerian Air Force (NAF). The newly inducted helicopter is one of the 2 handed over to the NAF by the Federal Government earlier this year. Having been in containers for about 2 years as at the time of the handover, the major systems of the 2 helicopters and the surveillance cameras had to be sent to the USA and Canada for overhaul and repairs to restore their airworthiness. The helicopter’s major systems were later reassembled at the NAF’s 631 Aircraft Maintenance Depot (ACMD) Ikeja thereby providing an opportunity for the attachment of NAF engineers and technicians towards further building their technical capacities. The second Bell 412 Helicopter is still undergoing reactivation at 631 ACMD and would be inducted into the NAF immediately after reactivation. In his keynote address at the induction ceremony, the CAS stated that the new helicopter comes with a surveillance camera and has night capability, amongst other capabilities. He added that the NAF had already trained its pilots, engineers and technicians to operate and maintain the new helicopter. Furthermore, adequate arrangements had been made to ensure the availability of spares and Ground Support Equipment for the Bell 412 Helicopters. Accordingly, he announced that the new helicopter was going to be deployed to the Northeast as part of the efforts to strengthen the counterterrorism campaign. The CAS then thanked Mr President for directing that the forfeited helicopters be transferred to the NAF, adding that it was an eloquent testimony of his commitment to the development of the NAF. Air Marshal Abubakar charged the pilots and engineers to demonstrate competence, proficiency and professionalism as they operate and maintain the new helicopter. He also thanked NAF’s technical partners with respect to the Bell 412 Helicopters, Messrs Africair, and expressed his hope that the partnership would last and be worthwhile. In his earlier welcome address, the Air Officer Commanding Logistics Command, Air Vice Marshal (AVM) Ibrahim Yahaya, had commended all the government agencies whose efforts facilitated the successful induction of the Bell Helicopter into the NAF. The CAS later inspected the Machine Tools/Structure Workshop at 631 ACMD after which he directed the Unit Commander to immediately submit the requirements to make the workshop fully functional to enable the Service derive maximum benefits from it. In addition, he inspected the ongoing efforts to extend the service life of one of the NAF’s C-130H aircraft, which when completed would increase the strategic lift capability of the NAF. Furthermore, he took time to inspect the ATR-42 aircraft, one of the NAF’s Intelligence, Surveillance and Reconnaissance platforms, whose engine was undergoing Hot Section Inspection, as being facilitated by Messrs Overland Airways of Nigeria. He added that the decision to engage the local outfit in the maintenance of the ATR-42 aircraft was part of the NAF’s efforts at synergizing with local companies in the fight against insurgency. A recurring feature in all the ongoing aircraft reactivation works was the attachment of NAF engineers and technicians, as part of the NAF leadership’s commitment to human capacity building. The climax of the induction ceremony was the fly-pass by the newly inducted Bell 412 Helicopter. To the admiration of those present, Air Marshal Abubakar as well as the representatives of the Chief of Army Staff and the Chief of Naval Staff went aboard the helicopter and thus participated in the fly-pass. Meanwhile, immediately upon landing in Lagos, the CAS had earlier paid a condolence visit on the family of late AVM Olufunsho Martins, a retired senior officer, who reportedly died in a road traffic accident on 28 October 2017. RE: EXPOSED: CORRUPTION IN THE ARMY - HOW A WOUNDED SOLDIER WAS ABANDONED BY THE NIGERIAN ARMY AND HAD HIS SALARY AND ALLOWANCES STOPPED The Nigerian Army’s attention has been drawn to an allegation by Mr. Ahmed Idris of the Citizens United for Peace and Stability (CUPS) titled “Exposed: Corruption in the Nigerian Army-How a Wounded Soldier was Abandoned by the Nigerian Army and had his Salary and Allowances Stopped” which he posted on his Facebook wall. The Nigerian Army being a responsive organization, has thoroughly investigated the allegation and wish to state that it is unfounded, erroneous, malicious and intended to cast aspersions on the leadership and reputation of the Nigerian Army typical of Mr. Ahmed Idris. We wish to state that there is no such case of corruption or abandonment of any Nigerian Army soldier least of all 13NA/70/6592 Private Abdulrauf Aliyu as alleged. The Nigerian Army is not a conscript Army. Interested persons voluntarily enlist to serve and must abide by the rules that governed the organization. It has standard and established procedure for treatment of wounded officers and soldiers from the scene of any incident or theatre of war. This could start from first aid to evacuation to Regimental Aid Post, Field Medical Services/Ambulance, up to Divisional Medical Service and Hospital, as well as Nigerian Army Reference Hospitals, University Teaching Hospitals and other Specialist Hospitals within Nigeria. More serious cases are further evacuated abroad for due and necessary management they deserve. The case of Private Abdulrauf Aliyu is not different from that of any other gallant officers and soldiers of the Nigerian Army that were wounded in action. Furthermore, Commanders have no direct say or access to their personnel pay and Allowances. The hasty generalization of labelling commanders corrupt is unfounded, nauseating and libelous. For the avoidance of doubt, Private Abdulrauf Aliyu was posted to 1 Division Garrison on 18th December 2013 after 6 months military training at Depot Nigerian Army, Zaria, Kaduna State, for military duties. On 11th December 2015, Private Abdulrauf Aliyu was nominated to beef up 158 Task Force Battalion at the Nigerian Army School of Infantry (NASI), Jaji. The unit was later deployed to the North East. Private Abdulrauf Aliyu's unit was unfortunately attacked on the 18th April 2016 at Kareto by Boko Haram, during the attack, he sustained abdomen injury which after First Aid treatment he was evacuated to 7 Division Hospital and Medical Services for treatment. The soldier was later transferred to the University of Maiduguri Teaching Hospital for expert review and care. He has not been seen on several visits to both 7 Division Hospital and Medical Services and University of Maiduguri Teaching Hospital. All efforts to trace the whereabouts of Private Abdulrauf Aliyu proved abortive as he failed to return to either 158 Task Force Battalion nor 1 Division Garrison unit till this moment. It is important to note that he was neither discharged by any of the aforementioned hospitals, nor was he granted official pass by any Commander. Consequent upon this, his unit had no option other than to initiate Absent Without Leave (AWOL) and disciplinary procedures against him leading to stoppage of his pay and allowance in accordance with extant laws and procedures of the Nigerian Army. He was declared AWOL on 24th June 2016 and has spent a total of 183 days as at the time the Board of Inquiry (BOI) on his continued absence was set up. Therefore, BOI recommended that the soldier be Struck Off Strength (SOS), which was done on 16th August 2016. From the foregoing, this is a clear case of a deserter from the Nigerian Army trying to run a campaign of calumny against the Nigerian Army on Social Media through willing accomplice as Mr. Ahmed Idris. Sections 59-63 of the Armed Forces Act Cap A20 Laws of the Federation of Nigeria 2004 are very clear about Absent Without Leave and Desertion in the Nigerian Army and indeed, Armed Forces of Nigeria. In addition, it is obvious that the Facebook post by Mr. Ahmed Idris lacks merit and is replete with half-truths and misinformation intended to whip public sentiments, as well as malign the Nigerian Army in a clear case of criminal misconduct by a soldier. Therefore Mr. Ahmed Idris, is strongly advised to please always eschew rushing to malign persons and organizations without proper investigation. You should allow whatever sentiment or malice you harbour against anybody or the Nigerian Army not to becloud your sense of judgements. You should stop misleading the public through unfounded and baseless allegations. As it is now the soldier in question is a deserter who, if seen, should be apprehended and handed over to the nearest military unit or police station. To that extent, your write up is malicious and baselessly uninformed. You are inadvertently either ignorantly or deliberately promoting and encouraging acts of indiscipline and cowardice amongst troops and most importantly, corruption which you professed to fight against. The general public should ignore this campaign of calumny by Mr. Ahmed Idris aimed at tarnishing the good reputation of the Nigerian Army. Additionally, every Nigerian is duty bound to apprehend or report any officer or soldier that unlawfully abscond from the Service as provided by the Law. Mr. Ahmed Idris should surrender the deserter soldier or he will be liable for aiding and abetting desertion of a soldier which is a criminal offence. Brigadier General Sani Kukasheka Usman Director Army Public Relations 30th October 2017. |
PRESS RELEASE RE- HOW INACTION BY NIGERIAN AIRFORCE CAUSED UNTIMELY DEATH OF ARMY OFFICER EIGHT SOLDIERS IN YOBE BOKO HARAM ATTACK 1. The attention of the Defence Headquarters has been drawn to a falsehood published in some online media that the inaction of Nigerian Air Force caused untimely death of an army officer and 8 soldiers, in Yobe Boko Haram attack. The ill motivated news against the Nigerian Air Force in particular and the Military in general should be disregarded by the general public as it lacks merit. 2. It should be recalled that the Nigerian Air Force conducted Operation RUWAN WUTA 1 in September this year in support of the Nigerian Army, which recorded massive successes in further eliminating remnants of Boko Haram Terrorists in the North East. As a result, the Air Force re-strategized and embarked on operations RUWAN WUTA II which is ongoing alongside clearance operations with the Nigerian Army, all under Operation LAFIYA DOLE. Hence, it is not possible for the Nigerian Air Force to refuse to provide air cover to the Nigerian Army at this moment of its peak air activity. 3. The Nigeria Army, Navy and Air Force have always been operating jointly and equally synergized in their common spheres of influence to bring the necessary force to bear, on all targets in operations and battle field. 4. Therefore, the ill motivated story should be discarded.

NAF COMMISSIONS ADDITIONAL ACCOMMODATION FOR FRONTLINE TROOPS, EXPANDS APRON AT BASE IN MAIDUGURI The Nigerian Air Force (NAF), on 26 October 2017, commissioned another 30 units of 3 x 10 bedrooms for its frontline personnel at the NAF Base in Yola. The Chief of Administration at NAF Headquarters Abuja, Air Vice Marshal (AVM) Lawal Alao, commissioned the new accommodation for the personnel in Yola on behalf of the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar. According to AVM Alao, NAF Base Yola is critical to the ongoing counterterrorism and hence, the need to ensure that the personnel are properly accommodated. He also seized the opportunity to commend the dedication of the commanders and their personnel, adding “your commitment and daily sacrifices to the fight against the Boko Haram terrorists is a pride to the Service and indeed, the Nation”. On 27 October 2017, the CAS equally commissioned 3 blocks of 10 and 1 x 30 studio apartments for the frontline personnel serving at the NAF Base Maiduguri. He said that the additional accommodation was to emplace a conducive residential environment as a way of encouraging the personnel in their arduous task in the frontline. In addition, Air Marshal Abubakar commissioned the newly extended flight line apron at the NAF 105 Composite Group Maiduguri. The total expanded area of the apron is 9175m2, as reported by Flight Lieutenant Musa, who supervised the project. The CAS said the apron was extended to increase the space available for holding and maneuvering all aircraft detailed for operations in the Northeast. “This is especially considering that more platforms are being reactivated and new ones are being expected to further prosecute the counterterrorism campaign”, he said. The CAS also assured the personnel that Mr President was doing everything humanly possible to restore the past glory of the NAF as a leading air force on the Continent. Furthermore, he commended the gallant personnel for their sacrifices and efforts, which had led to the dislodging of the Boko Haram combatants from their hideouts. In his welcome address at the commissioning ceremony in Maiduguri, the Air Officer Commanding Tactical Air Command, AVM Mohammed Idris, praised the ability of the CAS to consistently strike the right balance between the management of warfare and the management of the personnel welfare, in a bid to enhance professional competence. He further stated that the consistent provision of accommodation to meet the needs of the frontline personnel had improved the living standards of the personnel and enhanced their productivity. He then mentioned some of the ongoing projects in the Unit including the construction of additional Single Officers’ Quarters, a multipurpose hall, gymnasium as well as the renovation of the Air Force Primary School, remarking that the personnel’s morale would be further boosted once the projects are completed. The newly commissioned projects are intended to provide the necessary thrust for the frontline personnel to continue to contribute meaningfully towards the collective efforts at meeting the demands of National Security.
