TRANSPARENCY INTERNATIONAL COMMENDS NAF EFFORTS IN CURBING CORRUPTION

The Transparency International (TI) has lauded the efforts of the Nigerian Air Force (NAF) towards fighting corruption and eliminating waste to improve service delivery. The commendation was made on 10 August 2017 by the Representative of TI on Defence and Security Programme, Sir Ian Andrews, during a one-day leadership workshop held at the Headquarters NAF Abuja, in collaboration with the Civil Society Legislative Advocacy Centre. Sir Andrews also commended the NAF for overhauling its procurement process and adhering to international best practices in procurement procedures. The workshop was aimed at building the capacity of NAF personnel and to further strengthen the NAF’s procurement procedures.

Making reference to global efforts in addressing the challenge of corruption, Sir Andrews commended the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, for setting an example of what an institution should do towards stemming the tide of corruption and promoting transparency not only in procurement but in other areas. He praised the NAF’s initiative in introducing mortgage scheme for new recruits and young officers. According to him, the initiative would enable the young personnel to gradually contribute towards owning their individual houses by the time they are exiting the Service. Consequently, this laudable effort would go a long way in enabling NAF personnel to focus on efficient and effective service delivery without being distracted by the worries of house ownership, a major cause of corruption.

In his remarks, the CAS stated that the NAF had initiated many changes in the procurement process within the ambit of the Public Procurement Act 2007 to enhance transparency and integrity in the procurement system. “This led to the establishment of a Directorate of Procurement tasked with the responsibility of coordinating activities in the NAF”, he said. The CAS therefore thanked TI for facilitating the workshop, which he believed would further improve transparency in the procurement process. “For us in the NAF, we are committed to following through on all lessons learnt to ensure the achievement of the goal of a transparent and corruption-free procurement process,” he further said.

Participants at the leadership workshop identified some immediate and remote causes of corruption in the society to include lack of integrity and trust among other factors. The need to build strong institutions as part of measures to prevent corruption was equally noted.

RE-INVASION OF UNITED NATIONS HOUSE IN MAIDUGURI

1. The Defence Headquarters wishes to clarify the news through some media outlets that troops of Operation LAFIA DOLE invaded United Nations house in Maiduguri, which is not true. It was a cordon and search operation conducted in that general area in line with the re-invigorated effort of the Military on Counter Terrorism operations in the North East as a whole.

2. It is noteworthy that, the house being referred to as United Nations building, is an unmarked accommodation without any sign that it was occupied by United Nations. Notwithstanding, the search operation was conducted peacefully at the premises, when the troops were allowed into it, just like other buildings.

3. Furthermore, the relationship between the Nigerian Military and United Nations has been cordial, aimed at working towards a more secured world in general and Nigeria in particular, which will be sustained. Thus, everything will be done by the Nigerian Military to ensure that United Nations activities and interests are given adequate protection and encouragement.

4. Therefore, the general public is hereby requested to disregard the information that “United Nations building in Maiduguri was raided by troops of Operation LAFIYA DOLE”.

Russia Selling Su-30 Fighters to Nigeria
According to Russian media, the Nigeria is buying twelve Su-30 fighter jets from Russia, two of which have already been delivered. The aircraft has two seats for long-range missions and is known for its high maneuverability. It is is manufactured by the Sukhoi Aviation Company. There has been no public announcement of the cost or how Nigeria will pay for them, but, according to past transactions, the fighter jet can cost upwards of $30 million each. Su-30’s have be seen in sub-Sahara Africa before: according to the Stockholm International Peace Research Institute, Uganda and Angola inked deals to purchase the fighters within the last decade. The Su-30 fighters, and their subsequent iterations, remain a mainstay of the Russian air force and have seen considerable action in Syria.
Among other things, the Su-30 fighter is used in air-to-ground operations. Presumably, the Nigerian government is buying them for use against Boko Haram, the Jihadist terrorist group in the north. They might also be used against Niger delta militants operating in the country’s oil patch.
Details are sparse, but from the Sukhoi Aviation Company’s perspective, this appears to be a straight commercial deal. Nigeria has also sought aircraft from the United States, most recently the A-29 Super Tucano, a light, turbo-prop (propeller-driven) aircraft that specializes in air-to-ground operations. However, there has been opposition among some members of Congress and within the human rights community to the sale because of concern about Nigerian military human rights abuses along with questions about the operational appropriateness of such aircraft. (The Trump administration has since
reportedly given the twelve-plane sale the green light, but congressional opposition remains.). With respect to the Su-30 fighters, thereis congressional concern about possible civilian casualties from their use in the fight against Boko Haram. In the past, Nigeria has turned to Russia or China for weapons if its efforts were blocked elsewhere. A lesson for U.S. policy makers from this arms sale might be that there is always a willing seller of arms for a willing buyer—unless the technology is so advanced that only the United States can provide it. That is not the case with the S-30 fighter jet.

PRESS STATEMENT

OPERATION LAFIYA DOLE INTENSIFIES CORDON AND SEARCH OPERATIONS FOR BOKO HARAM TERRORISTS IN MAIDUGURI

As part of ongoing counter insurgency operations, the Theatre Command Operation LAFIYA DOLE has been conducting several clearance as well as cordon and search operations in urban and rural areas within the Theatre. The clearance operations effort has been yielding several successes. It has forced the Boko Haram Terrorists (BHTs) to change tactics and resort to employment of suicide bombers to target military locations and the populace. This necessitated the need to intensify Cordon and Search in Maiduguri metropolis and environment.

In the last one week cordon and search operations were conducted in Jiddari –Polo, Muna Garage, Jakana amongst several other areas. On 10th August 2017, Theatre Command received information from one of its credible sources that some high value BHT suspects had infiltrated into Pompomari Bye Pass. It therefore became expedient to take preemptive action by combing the general area through a cordon and search operations. The operation was successfully conducted as over 30 houses were searched. One of such included a property which was said to be occupied by United Nations Staff, although the property did not carry a UN designation. On the whole, operation in the general area was successfully concluded but no arrest was made because the suspects were not found.

The command wishes to assure the general public that these operations are being conducted to safeguard lives and properties but not targeted at any individual or group. The general public is cautioned to avoid peddling rumours which may cause disaffection and to remain law abiding.
You are please requested to disseminate the information to the general public.

CAS HOSTS NAF GRADUATES OF NDC AND EQUIVALENT COURSES

The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, on 9 August 2017, hosted Nigerian Air Force (NAF) officers who recently graduated from the National Defence College (NDC) and other officers who completed equivalent courses. The decision of the CAS to personally host the 28 senior officers stemmed from their generally remarkable performance during their courses. Of the 28 senior officers, 17 Group Captains graduated from the NDC, 3 from the National Institute of Policy and Strategic Studies (NIPSS) while 8 others graduated from equivalent foreign defence colleges.

The performance of the NAF senior officers at the various institutions was an impressive improvement over the previous set of officers, who attended the same courses. In his remarks while hosting the senior officers, the CAS stated how elated he was when he learnt of the outstanding performance of the officers. He added that the NAF Air War College was established, in addition to other measures, in a bid to further enhancing the performance of NAF officers attending defence colleges. He expressed his happiness at seeing that the additional measures taken to improve the performance of NAF officers had started yielding fruits. He then urged the new graduates to work hard with a view to adding value to the NAF.

Group Captain Adebayo Kehinde was the best graduating NAF participant for NDC Course 25 while Group Captain Patrick Obeya won the CAS Award for the Best Research Project on Air Operations. Similarly, Group Captain UC Nwagwu got a B grading at NIPSS while the research papers by Group Captains Ahmed Bakari and Ebimobo Ebiowe won outstanding awards at the Air War College, Alabama, USA and the Royal College of Defence Studies, London respectively.

@Algerian lovely video only its in French. There are two things I want to clarify. 1st why is it that its the only Cameroonian BIR we only see battling bokoharam sect's, don't they have regular infantry men. Second question: I have not seeing these Cameroonian soldiers with track vehicle's or tanks before except for wheeled vehicle's only.

One thing to learn from and take note from the Cameroonian BIR is that they are always well geared up, 24/7.

GALLANT TROOPS OF 29 BATTALION IN OPERATION LAFIYA DOLE ROTATED

In line with the Chief of Army Staff (COAS) Lieutenant General TY Buratai’s determination of rotating overstayed troops operating in the northeast as part of Operation LAFIYA DOLE, soldiers of 29 Battalion based in Port Harcourt, have been rotated and returned to their main unit amidst cheers and jubilation from their families and colleagues.

The troops have served in various units under Operation LAFIYA DOLE where they contributed immensely to the successes of routing out and defeat of the Boko Haram terrorists in the North East.

In his address to the returnee troops, the General Officer Commanding (GOC) 6 Division Nigerian Army, Major General EO Udoh, welcomed the troops back to their unit after a successful tour of duty in the North East and applauded them for their selfless sacrifices to the nation.

He further enjoined them to pray for their colleagues who are still in the theatre for God’s protection and continued victory over the remnants of the enemies of our great nation, Boko Haram terrorists.

The GOC further reassured the troops on their welfare and that of their families. He also enjoined the troops to remain professional in discharging their duties with the love of their country at heart as they would soon be deployed for the Division’s routine operations after their disembarkation leave.

The rotation of overstayed soldiers in Operation LAFIYA DOLE is ongoing as more troops are being inducted while those that stayed long are de-inducted from the theatre of operations.

You are please requested to disseminate this information to the public through your medium.

Thank you for your kind cooperation.

NAF OFFERS FREE MEDICAL SERVICES TO IDPs IN BAKASSI

The Nigerian Air Force (NAF) has extended its medical outreach programme to the Internally Displaced Persons (IDP) camps in the Bakassi Peninsula. The 4-day medical outreach designed to address the healthcare needs of the displaced Nigerians is targeted at over 4,000 returnees located at the Ikot-Effiom and Ekpri-Obutong IDP camps in Bakassi Local Government Area of Cross-River State. Moved by the plights of the IDPs, the Chief of Air Staff (CAS), Air Marshal Sadique Abubakar directed the NAF Medical Services to conduct a medical outreach in the two camps especially for women and children in order to attend to their healthcare needs.

The first phase of the outreach programme, which was conducted between 8-9 August 2017, at the Ikot-Effiom witnessed the provision of healthcare services to about 1,500 IDPs in the camp in addition to indigenes of the host community who trooped out in large numbers to benefit from the NAF humanitarian services. The people were offered a wide range of free medical tests and treatment for malaria and blood pressure in addition to fasting, random sugar level and eye tests. Other medical checks carried out on the IDPs included those for various diseases and infections while treatment and drugs were administered freely to the patients. Also, treated mosquito nets were distributed to women and children. Those with complicated medical cases were referred to the NAF medical facilities in Calabar for secondary healthcare management.

Meanwhile, the NAF 305 Special Mobility Group in Calabar is also involved in the Joint Internal Security Operations in Cross-River State, codenamed "Operation Skolombo" with a mandate to checkmate criminality including the protection of the IDPs.
It is also worthy of note that the NAF has been in the forefront of providing free medical cares for IDPs and host communities of NAF Units across the nation as part of its corporate social responsibilities, notably in the North East, South-West, South-East and now the South-South.

Someone gotta spread that information, and that's the media, mostly
The army spokesman can write articles/journals on these, then its the role of the media to propagate such legacy. But the army has to take a bold step of letting us know much about such issues.
