EXERCISE THUNDER BOLT The Nigerian Air Force (NAF) today held a second counter terrorist exercise codenamed “Thunder Bolt” at the Murtala Muhammed International Airport, Lagos. As usual, the exercise objective was to ascertain the readiness of the NAF to foil terrorist attack and hostage taking at any of the nation’s airports. The exercise scenario centred on hostage taking by a terrorist group and likeliness of reinforcing to inflict damage on air assets and other facilities. The rescue operation was conducted in two phases. Phase One involved dropping troops on top of the airport terminal building from a helicopter and accessing the building from the roof top as well as deployment of assault and sniper teams at vantage positions around the airport to subdue terrorists within the terminal building. Phase Two was targeted at stopping would-be terrorist reinforcement from gaining access to the airside. The goal here is to stop external support from reaching the terrorists in order to safeguard air assets packed on the apron and other airport facilities from being destroyed. In a situation where airport perimeter fence has been breached and the Mobile Air Defence Team (MADT), which usually is integral to the standard airport defence arrangement, is unable to effectively contain a large number of advancing terrorists, the exercise incorporated provision of reinforcement to MADT by way of closed air support (CAS) strike by Alpha Jet, as well as rappelling of additional troops behind the terrorists in addition to mop-up by NAF helicopter gunship. The Exercise, which essentially is aimed at exercising the NAF’s counter terrorist tactics and coordination with other agencies was adjudged satisfactory by the Chief of the Air Staff, Air Mshl Sadique Abubakar, and the Secretary to the Government of Lagos State, Mr Tunji Bello. While fielding questions from journalists at the end of the exercise, Air Mshl Abubakar was quick to add that areas of lapses or gaps observed would be addressed with a view to perfect subsequent exercises. Other agencies that participated in the exercise include the Department of State Services (DSS), Nigeria Police Force (NPF), Nigeria Security and Civil Defence Corps (NSCDC), Federal Airport Authority of Nigeria (FAAN) as well as Federal and State Emergency Management Agencies. Recall that the NAF held the first counter terrorist exercise in Abuja at the Nnamdi Azikiwe International Airport on 7 September 2016. The NAF plans to conduct the exercise in all the major airports across the country.

FICTITIOUS VANGUARD NEWSPAPER INTERVIEW WITH THE CHIEF OF ARMY STAFF The attention of the Nigerian Army has been drawn to a fictitious interview with the Chief of Army Staff (COAS), Lieutenant General Tukur Yusufu Buratai by a cloned Vanguard newspaper online page by unknown individuals or group with the headline, “Buratai blames Col. Ali’s death on President Buhari, hails Goodluck”, circulating on the Social Media. This is false and a figment of their imagination resulting from their jaundiced and unjustified hatred of the person of the COAS and the Nigerian Army. The publication is also a calculated mischief by some unknown individuals designed to achieve some ulterior motives. The content of that mischievous publication exists only in their imagination. There has never been anytime or occasion where the Chief of Army Staff stated that. For the avoidance of doubt, the Chief of Army Staff could never have said something like that. He remains absolutely loyal to the President, Commander-in-Chief of the Armed Forces Federal Republic of Nigeria. He remains resolute in the fight against terrorism and insurgency in our country and no amount of distraction or unwarranted attacks would change that. While we are making efforts to unravel those behind this publication and decipher their motive and objectives we urge the public to disregard the publication in its entirety. We would also like to advise the management of Vanguard newspaper of this mischief and for it to formally dissociate itself from the publication. Thank you for your kind cooperation. The fierce counter also saw some insurgents fleeing with gunshot wounds and abandoning logistics and weapons. The troops also neutralized 2 Hilux vehicles belonging to the insurgents and recovered the following; a Hilux vehicle, 1 Browning Machine Gun (BMG), 1 Anti Aircraft Gun (AAG), 2 General Purpose Machine Guns (GPMG), 1 Light Machine Gun (LMG), 2 Rocket Propelled Guns Seven (RPG 7) tubes and bombs, 5 AK-47 Rifles and 550 Rounds of Anti-Aircraft Gun ammunition. 16 stowaways arrested on US bound ship Sixteen stowaways, 15 of them Nigerians and one a Liberian, have been arrested by the Search and Rescue personnel of the Nigerian Maritime Administration and Safety Agency (NIMASA). The stowaways were apprehended, in conjunction with officers and men of the Nigerian Navy. on a United States bound cargo vessel, MV Columbia River. The arrest which was effected on Friday November 4, at the Lagos fairway buoy was sequel to a distress signal sent to the Regional Search and Rescue Coordination Centre based in NIMASA which in turn alerted the Nigerian Navy. The Navy immediately sent its vessel NNS Karaduwa to the location of MV Columbia River where 16 stowaways were apprehended and one of them sustained an injury on the shoulder while attempting to escape arrest. The injured stowaway was immediately taken away by the NIMASA Search and Rescue team on its vessel NIMASA Benue to the Agency’s Search and Rescue Base Clinic for treatment while the others were taken away by the Navy for profiling and subsequent hand over to the Security Agencies for further investigation. The crew of the Hong Kong flagged vessel had originally thought that they were under attack by armed pirates but preliminary investigation showed that the persons on board the vessel were only intruders who hid in the vessel to leave the shores of Nigeria in search of greener pastures in the US. The stowaways who included one Liberian national are in custody and will be handed over to the Nigerian Immigration Service for further action. Piracy and related activities have drastically reduced in Nigerian waters as a result of the combined efforts of the Nigerian Navy, NIMASA and other stakeholders with Lagos accounting for zero incident in the last six months. |

Nigerian military topples Sierra Leone junta Following a nine-day offensive and a bombardment of the city of Freetown, Nigerian military forces succeeded in toppling the military junta which seized power in the West African state of Sierra Leone in May of last year. Nigerian troops, operating under the auspices of a West African peace-keeping force known as ECOMOG, took control of Freetown on February 13. The fighting left thousands dead and wounded and turned tens of thousands into refugees. Sierra Leone faces the most severe famine threat of any African country, with as many as half a million in danger of starving. Looting broke out in the capital and other cities and there were reports of crowds killing supporters of the junta in the streets. This is the second major intervention by Nigerian forces in West Africa in the guise of peace-keepers. ECOMOG was created as the vehicle for Nigeria's intervention into the eight-year-long civil war in Liberia. It began its Liberian intervention in 1990 with the principal aim of preventing warlord Charles Taylor from coming to power. After seven years of fighting and tens of thousands of deaths, the mission was declared a success following elections which placed Taylor, who had reached an understanding with Nigeria's ruling clique, in the presidency. In Sierra Leone, the stated mission of the Nigerian-dominated peace-keepers was to restore the country's elected president Alhaji Ahmad Tejan Kabbah to power. Kabbah was overthrown on May 25 of last year, in the third coup attempt launched by the military during his 14 months in office. Nigerian commanders claimed that the decision to launch a final offensive against the military junta of Major Johnny-Paul Koromah was provoked by an incident in which a Nigerian soldier stepped on a land mine. In reality, Nigeria had grown increasingly impatient with the junta's stalling on an accord reached last October calling for the disarming and demobilization of both the junta's forces and militias backing Kabbah, and the reinstatement of Kabbah's government by April 22. Nigeria has assumed its internationally-recognized role as the chief enforcer of constitutional order in West Africa despite the fact that the country itself is ruled by a corrupt and despotic military regime. Headed by General Sani Abacha, this dictatorship came to power following the abrogation of the election won by Moshood Abiola five years ago. Abiola remains imprisoned as do hundreds of other opposition leaders, trade union officials, journalists and accused military opponents of the regime. To retain its power the regime has resorted to mass arrests, terror and executions, such as the 1995 hanging of Ken Saro-Wiwa and his associates, as well as assassinations, as in the case of Abiola's wife. For Abacha and his cronies, the peace-keeping role has proven a godsend. Just as their regime has robbed Nigeria of staggering amounts of wealth, so too it has managed to turn war into a very profitable business. Nigerian business interests connected with the military have carved out a major role in Liberia and are doubtless pursuing a similar path in Sierra Leone. Others have grown rich through war profiteering, supplying arms, food, fuel and other supplies both to the ECOMOG forces and the various factions in the war-torn West African countries themselves. Nigeria's function as peacekeeper has likewise helped legitimize the regime internationally. There might seem to be a contradiction in Abacha playing the role of chief enforcer of United Nations Security Council resolutions in West Africa at the same time as the Clinton administration is denouncing Saddam Hussein as a "tyrant" and invoking the resolutions of the Security Council as a pretext for launching an attack on Iraq. One word, oil, goes a long way toward explaining this apparent anomaly. In the case of Iraq, military action helps solidify US control over the vast reserves in the Persian Gulf. In Nigeria, however, Abacha is already safeguarding the profits of the US oil conglomerates, while the fate of the other impoverished countries of West Africa is of little consequence to Washington. However, as Saddam Hussein's case proves, there is nothing permanent in such relations. Abacha may find himself one day transformed into Washington's bogeyman and a target for US attack, should the interests of the US-based multinationals so require. Most of the approximately $12 billion in oil pumped out of Nigeria every year goes to the US. Oil accounts for 95 percent of Nigeria's foreign earnings. The exploitation of this natural resource, however, has benefited only the oil companies and Nigeria's ruling clique, at the expense of the country's 90 million people. More than 30 percent of Nigeria's national income presently goes to service a $30 billion foreign debt, incurred under a structural adjustment program imposed by the International Monetary Fund. Unemployment has soared as the value of the Nigerian currency has plummeted. Under the Abacha regime Chevron and Mobil oil, which are tied to Bank of America and Citibank respectively, have managed to strengthen their grip over Nigerian oil, at the expense of their French, British and Italian competitors. As long as these interests are served, the Clinton administration and Congress are content to use Nigeria as a regional policeman and instrument for suppressing the strivings of the Nigerian workers and oppressed. |
