SAD KILLING OF MAJOR TIMOTHY FAMBIYA, SHOT FROM BEHIND

Major Timothy Fambiya’s story is known to military commanders because the operation in which he took part was both strategic and very sensitive.

Fambiya was a native of Gwoza in Yobe State. He was a Christian.

Intel extracted from and some made available by detained members of Boko Haram suggested that their leader, Abubakar Shekau, was hiding somewhere around the hills in Gwoza. Top military commanders brain-stormed and, after hours of thinking out how to approach the battle, an action plan was hatched. But because of the hilly nature of some parts of Gwoza and the need to be dexterous in prosecuting the operation, someone with a good knowledge of the area of operation needed to be part of or lead the operation.

Enter Major Fambiya.

Now, here was a young man who was on a course at Nigeria’s Command and Staff College, Jaji, in far away Kaduna. Words got to him that Shekau may be hiding around the hills of Gwoza but the top commanders were hamstrung in proceeding. This was in July, 2014.

“That was how Fambiya came into the picture. Because he was very familiar with the topography of this town, he volunteered to be part of the operation. The idea was to capture Shekau alive. Unfortunately, as in some of our operations, we believe some people from within, even among the officer corps, may have leaked the information to the terrorists”, a source said.

Mind you, it was from this battle that the story of Shekau’s killing filtered out. There were conflicting reports that he was injured during the gun battle and that he died but was quickly buried. Other reports claimed he fled with gunshot injuries to neighbouring Cameroun.


Worse still, Sunday Vanguard gathered that it was after this battle that Fambiya was shot in the head from behind.

A top military source lamented: “In Fambiya’s death, Nigeria lost one of her best Special Forces officer”.

The source went on: “We suspect that Major Fambiya may have been killed by one of his men because he was shot in the head from behind. FICTITIOUS VANGUARD NEWSPAPER INTERVIEW WITH THE CHIEF OF ARMY STAFF

The attention of the Nigerian Army has been drawn to a fictitious interview with the Chief of Army Staff (COAS), Lieutenant General Tukur Yusufu Buratai by a cloned Vanguard newspaper online page by unknown individuals or group with the headline, “Buratai blames Col. Ali’s death on President Buhari, hails Goodluck”, circulating on the Social Media.

This is false and a figment of their imagination resulting from their jaundiced and unjustified hatred of the person of the COAS and the Nigerian Army.

The publication is also a calculated mischief by some unknown individuals designed to achieve some ulterior motives.

The content of that mischievous publication exists only in their imagination. There has never been anytime or occasion where the Chief of Army Staff stated that.

For the avoidance of doubt, the Chief of Army Staff could never have said something like that. He remains absolutely loyal to the President, Commander-in-Chief of the Armed Forces Federal Republic of Nigeria.

He remains resolute in the fight against terrorism and insurgency in our country and no amount of distraction or unwarranted attacks would change that.

While we are making efforts to unravel those behind this publication and decipher their motive and objectives we urge the public to disregard the publication in its entirety.

We would also like to advise the management of Vanguard newspaper of this mischief and for it to formally dissociate itself from the publication.

EXERCISE THUNDER BOLT

The Nigerian Air Force (NAF) today held a second counter terrorist exercise codenamed “Thunder Bolt” at the Murtala Muhammed International Airport, Lagos. As usual, the exercise objective was to ascertain the readiness of the NAF to foil terrorist attack and hostage taking at any of the nation’s airports. The exercise scenario centred on hostage taking by a terrorist group and likeliness of reinforcing to inflict damage on air assets and other facilities.

The rescue operation was conducted in two phases. Phase One involved dropping troops on top of the airport terminal building from a helicopter and accessing the building from the roof top as well as deployment of assault and sniper teams at vantage positions around the airport to subdue terrorists within the terminal building. Phase Two was targeted at stopping would-be terrorist reinforcement from gaining access to the airside. The goal here is to stop external support from reaching the terrorists in order to safeguard air assets packed on the apron and other airport facilities from being destroyed. In a situation where airport perimeter fence has been breached and the Mobile Air Defence Team (MADT), which usually is integral to the standard airport defence arrangement, is unable to effectively contain a large number of advancing terrorists, the exercise incorporated provision of reinforcement to MADT by way of closed air support (CAS) strike by Alpha Jet, as well as rappelling of additional troops behind the terrorists in addition to mop-up by NAF helicopter gunship.

The Exercise, which essentially is aimed at exercising the NAF’s counter terrorist tactics and coordination with other agencies was adjudged satisfactory by the Chief of the Air Staff, Air Mshl Sadique Abubakar, and the Secretary to the Government of Lagos State, Mr Tunji Bello. While fielding questions from journalists at the end of the exercise, Air Mshl Abubakar was quick to add that areas of lapses or gaps observed would be addressed with a view to perfect subsequent exercises. Other agencies that participated in the exercise include the Department of State Services (DSS), Nigeria Police Force (NPF), Nigeria Security and Civil Defence Corps (NSCDC), Federal Airport Authority of Nigeria (FAAN) as well as Federal and State Emergency Management Agencies.

Recall that the NAF held the first counter terrorist exercise in Abuja at the Nnamdi Azikiwe International Airport on 7 September 2016. The NAF plans to conduct the exercise in all the major airports across the country.

Pray we find a perfect replace for him. I just hope we are documenting the war, because he is such a great asset, highly experienced and full of gallantry.

The investigation sorrounding his death should be started in earnest, the saboteur(s) should be dealt with. Can't be going on like this losing our Finest Officers to moles.
The military needs to be 'sanitized and sieved' so that traitors and conspirators that had infiltrated can be filtered out.

Al Shabaab launches separate attacks in Southern Somalia


The Al Qaeda-affiliated Islamist militant group Al shabaab has carried separate attacks in Lower Shabelle province in southern Somalia on Wednesday, Garowe Online reports.

The Al shabaab fighters have fired mortars on Somali troops' base in Balli-Doogle area, where U.S. military experts are reportedly train Somali army cadets.

In separate incident, heavy fighting between militants and Somali government troops broke out near KM-50 area on Wednesday, after Al shabaab staged ambush on Somali National Army (SNA) base.

There was no immediate indication of Somali army personnel deaths or injuries as a result of Wednesday's Al Shabaab attacks in Lower Shabelle region in southern Somalia.

The volatile region has been beset by insecurity, series of Al Shabaab attacks in government controlled areas and recurrent clan battles over the past few years.

Despite being defeated militarily, the militant group has recaptured several towns in central and southern Somalia in the past weeks, from the African Union peacekeeping troops (AMISOM) following their withdrawal from their outpost.

Nigerian Defense Minister Laments Late Release of Funds


The Minister of Defence, Mansor Dan-Ali, yesterday lamented that the major challenge facing his ministry in carrying out its mandate is the late release of funds, despite having received 96 percent of overheads and 71 percent of capital in the 2016 budget as at October 31, 2016.

The minister disclosed this in Abuja while hosting the Senate Committee on Defence in his office.

He said the total sum of twenty-eight billion, nine and eighteen million naira (N28, 918,538,000.00) was appropriated for the ministry for its personnel, overhead and capital expenditure for 2016.

According to him, “As at October 31, 2016, the following funds have been released to the ministry. Total amount released represents 96 percent of overhead appropriation and 71 percent of capital. “

He disclosed further that the approved budget for overhead was N1,613,461,370 while the total release was N1,555,766,937.56, (96 percent) and capital approved budget was N9,456, 744,170 and total release was N6,724,858,626.00 amounting to (71 percent) .

The minister noted that “late release of funds has been the major challenge facing the ministry in carrying out its mandate. Secondly, the overhead cost is inadequate to maintain the essential services of the ministry.”

Continuing, he said: “A case in point is the sum of One billion, twenty-five million , forty-four thousand, eight hundred naira (N1,025,044,800) provided for the Brigade of Guards in the 2016 appropriation while the actual expenditure as of now is over N1.3billion.”

He revealed that, “18 projects have been advertised and are currently processed by MTB for award. An overall assessment is almost completed.”

The minister stressed further that projects on barracks’ rehabilitation in the six zones of the federation have been advertised recently.

Dan-Ali also said on the ministry’s efforts to continuously ensure transparency, it intends to commence the metering of barracks from 2017 on zonal basis.

Responding, the Committee Chairman, Senator Ahmed Lawal, said when the All Progressives Congress (APC)-led government came to power 2015, three issues were considered very important in which security was part of.

He however assured the ministry that the committee would ensure that the ministry has whatever is due to it since the present administration considers security important.

US Attaché to South Africa Visits South African Naval Headquarters

As part of enhancing and improving strategic relationship between the South African Navy (SAN) and United States Navy, the newly appointed USA Attaché, Captain S. Morgenfeld, accompanied by Major A.J. Segal, visited the SAN Headquarters on 7 November 2016. The primary purpose was to introduce himself to the top leadership of the South African Navy and also creating solid foundation for future engagements on various naval related issues.

Rear Admiral S.L. Pillay, Chief Director Maritime Strategy (CDMS), hosted the visit. In his welcoming speech, CDMS introduced Rear Admiral (JG) N.S. Gogi, Director Maritime Intelligence together with Cdr M.M. Carelse and unpacked linkages between DMI and Naval Foreign Relations. In the discussion CDMS took an opportunity to clarify channels of command to be followed, should Captain S. Morgenfeld intends to submit any request to the SAN. This clarification was critical to ensure some delays identified in the discussion are avoided in future.

Captain S. Morgenfed is the new broom in South Africa as Attaché and is still trying to adapt to new terrain and to understand its dynamics. He however confirmed that he had already attended critical events such as AAD, which gave him a picture of what to expect as attaché in South African battle space.

Kenya Prepares for USHIRIKIANO IMARA Exercise


Kenyan Major General George Owino, Exercise “USHIRIKIANO IMARA” Director, visited the Exercise Headquarters and Contingent forces located in parts of Kwale County on Tuesday 8th November 2016.

During his visit, Major General Owino took a familiarization tour around the contingents to see on-going preparations for the exercise to be officially launched on 11th November 2016 by the Defence Cabinet Secretary Amb. Raychelle Omamo.

Close to 2000 troops will take part in the field training exercise held in pursuant to EAC partner states protocol on cooperation in Defence Affairs. It brings together forces from five partner states comprising of Kenya, Burundi, Tanzania, Rwanda and Uganda.

The director also toured the sites where the Kenya Defence Forces Engineers brigade is currently conducting CIMIC activities.
