Now that we all have chosen Jesus and his salvation there will be no need for any rules in heaven because we will have a perfect body without sin once again...

The judgement on evil ones is everlasting in the sense that there is no reversal or resurrection hopes for them. Their sentence of death (everlasting destruction) is everlasting or Forever

How God will mere his judgement, I don't know but it won't be by flood cos he has promised not to do that again. He is judge and will decide for himself
