It's a measure of academic works but not much weight in terms of general comparison. A school like University of Ibadan will likely have an advantage over a Covenant Uni or Unilag due to faculties like Agriculture and some legacy departments that you don't have in other universities.

All they have to do is keep encouraging their Agric or Guidance & Counseling lecturers/faculty among others to write & consistently churn out lots of academic papers and that will lift their rating points as a university.

Some Universities are very lean as they don't have or encourage lots of courses that are no longer relevant in 2021.
