Firstly in epidemiology there is nothing like 'death rate'. There are many metrics to measure mortality, but the two most common are Case fatality and mortality rates.

Case fatality rate = total dead/total infected (alive or dead) x 100

Mortality rate (cause specific) = total dead/population at risk. X 100.

Once a person is tested positive, whether alive, dead or cured, such ALWAYS INCLUDED in the denominator when doing such calculation.

Hence if you check NCDC website you will see the current CFR as 3.3% which was obtained using the formula above.

The death rate (more correctly, the Case Fatality Rate) is just about 3.5%. I don't know where you got 22% from.

Even morality rate which looks at the entire population as a whole is even far lower.
