There are stages a community of people pass through before kingdoms are established (it takes centuries) not a stroke of pen. And please note that monarchy in Igboland is not for the people, they are Civil servants of the Federal Republic of Nigeria under the direct command of the State Governor(chieftaincy edict). Because they know or just realised that they are fighting for NOTHING Unlike Boko Haram, ISWAP, UGM, Bandits, Herdsmen etc. No matter how you put it.
