An 11-year-old girl was delivered of a baby girl on Friday in Asuncion, Paraguay, in a case that sparked outrage from numerous observers. The family’s lawyer, Elizabeth Torales, told the press at the Reina Sofia hospital that the child mother was delivered of the baby through Cesarean Section and that both the mother and the baby were well. She said that the baby would remain in hospital for a few days and her mother and grandmother had applied for custody. Torales said the horrifying details surrounding the young girl’s pregnancy were clouding the future. She noted that when the case first broke out earlier this year, it was widely reported that the girl had been raped by her stepfather when she was 10. The lawyer said the man had since been charged and the case was pending in court. Torales said the 11-year-old’s mother was facing charges of negligence, which would most likely impact her bid for custody of the newborn. She, however, said the worse news yet came after the government turned down a petition by the mother on behalf of the pregnant girl for an abortion. Paraguay takes stringent line on abortion, ruling it out in all cases except when the mother’s life is in danger. Meanwhile, Amnesty International had released a statement following the birth and expressed relief that the mother and the child were healthy, but slammed the government. It said, “The fact that she did not die does not excuse the human rights violations she suffered.’’ A doctor from Reina Sofia hospital complained that teenage pregnancy is rampant in Paraguay. The Auditor-General of the Federation, Mr. Samuel Ukura, on Wednesday recommended the recovery of about N183bn being funds meant for the development of Niger Delta but which was allegedly diverted for other purposes. Ukura stated this when he submitted three special audit reports to the clerk to the National Assembly, Alhaji Salisu Maikasuwa. The Auditor-General explained that the amount was discovered in the periodic checks carried out by his office on the activities and programmes of the Niger Delta Development Commission between 2008 and 2012. He said N70.4bn was paid as mobilisation to various contractors who never reported to site while N90.4 was the extra-budgetary expenditure for head and Sub-heads without approval by the legal authorities. He also said N10bn was tax deductions without evidence of remittance to the Federal Inland Revenue Service; N5.8bn was payment to contractors for projects not executed, stalled or abandoned, while N1.2bn was undeducted taxes from contractors. Ukura added that N3.1bn was transfer made to unauthorised accounts; N1.7bn was staff outstanding staff advances which were never accounted for and N785m out of N1.1bn meant for the supply of furniture to various schools in Delta State was diverted. He explained that the funds for the furniture supply was certified paid whereas inspection carried out by the Auditor-General’s office revealed that no single chair was distributed during the period under review. The Auditor-General noted that there would be the desired peace, progress and development required in the Niger Delta if all activities and programmes of the NDDC were well implemented. Ukura, who also submitted two special audit reports on the environmental activities in the Lake Chad region, raised the alarm that the water was drying up and asked relevant government agencies to address it before the situation would degenerate. He said, “The key message of the National Audit Report of Nigeria is that Lake Chad is drying up very fast from 250,000 square kilometers in 1960 to just 1,500 square kilometers at the moment. We must save Lake Chad from extinction.” He said the submission of special audit reports is different from the submission of annual report of the Auditor-General for the Federation at the end of every financial year which had been submitted up to 2013 while that of 2014 was in progress. The House of Representatives on Wednesday asked the Nigerian Communications Commission to halt certain “unfair practices” by mobile telecommunication service providers in the country. The House cited the increasing cases of “unsolicited caller tunes” and text messages to subscribers by service providers as one example that the NCC must stop immediately. In a resolution in Abuja, lawmakers observed that the caller tunes and promotional text messages were not only unsolicited but also carried charges. They noted that such charges were deducted from the airtime of subscribers in most cases without their knowledge. “In the recent past, mobile telephone service providers in Nigeria started charging their subscribers for caller tunes unsolicited in contravention of the NCC Act, 2003,” Mr. Ali Madaki, who moved a motion on the issue, told the House. Madaki, an All Progressives Congress member from Kano State, informed his colleagues that he once took his phone to a service provider’s office in Kano to have an unsolicited caller tune cancelled and his money returned. However, he became dramatic, sending his colleagues to laugh heartily when Madaki revealed how another unsolicited “embarrassing” caller tune played on his phone a few days later. “Mr. Speaker, they played a caller tune, ‘My Sweetie, my lover’. “It is immoral to do such a thing by sending such tunes to subscribers who did not subscribe to them,” Madaki added. The hilarious manner he made his presentation, forced members to burst into laughter. House Majority Leader, Mr. Femi Gbajabiamila, described such acts carried out by service providers as “harassment and invasion of privacy.” He reminded the House that besides the powers conferred on NCC by the enabling Act, there were laws that guaranteed the privacy of Nigerians. Gbajabiamila cited Section 37 of the 1999 Constitution (as amended), noting that when the privacy of individuals was invaded, they could seek the protection of the law. “If you invade my telephone with unsolicited information, there should be a penalty for it,” he said. A member from Kogi State, Mr. Tajudeen Yusuf, pointed out another instance of “deceiving” subscribers to participate in promotions with promises of non-existing prizes. “People buy airtime and soon realise that the entire money is taken. “This is illegal and it must stop,” he added. *Congo president sacks ministers for opposing third-term bid. Congolese President Denis Sassou Nguesso has replaced two ministers who last month kicked against constitutional changes that would pave the way for him to seek a third term in office. The removal of civil service minister Guy Brice Parfait Kolelas and trade minister Claudine Munari was announced late on Monday. No official reasons were given. Sassou Nguesso, 71, who has ruled oil-producing Congo for a total of 31 years in two separate spells in office, is banned by the current constitution from seeking another term, Reuters says. However, last month he called a national forum to discuss reforms including raising the maximum age for presidential candidates and scrapping the two-term limit, further feeding expectations he will seek to extend his rule in polls next year. Kolelas and Munari were not present at the forum, choosing instead to attend an alternative, opposition-organised meeting that called for resistance to the proposed changes. Gilbert Mokoki, previously deputy transport minister, was named to replace Kolelas as civil service minister, while Kolelas’ brother Euloge Landry Kolelas, deputy mayor of the capital Brazzaville, takes over from Munari as trade minister. A number of veteran African leaders have triggered protests with plans to extend their time in office. During a speech at the African Union in Ethiopia last month, United States President, Barack Obama, admonished African leaders trying to change constitutional term limits, warning they threatened democracy on the continent.
