This is absolutely nonsense economically. This is Islamic economic way of development. Private sector infrastructural development is more efficient and transformational. Underdeveloping regions which are economical viable and resource rich, and developing regions which are more or less economical unviable due to religious/tribal affiliations, but with all regions mutually under one GDP is primitive and stupid.
