The dartford tunnel you referenced has many alternative non tolled routes. E.g woolwich tunnel.

I am guessing the utlitmate question remains. Is it legal to force drivers to ply a tolled road. If it is legal I might As well open a LCC hosiptal.

I am neutral, rarely use the route and agree that somebody has to pay for development.  From my own understanding and recent law publications i have read, I understand that when commissioning  a toll road that is it mandatory to provide  an alternative route or one exists and it is also against  the law to force people to buy your product ( as the only choice is a tolled road )

Please somebody clarify.
