In the news by Vanguard, it was claimed that the money was ferried from the account of state government to Lagos but the same news did not tell us how many people were arrested because at least the money was found with some people, the contractor and the Peter Obi's driver were the prime suspects. The two of them were supposed to be arrested and detained for interrogation but that was not done.
Meanwhile, you claimed in your comment that money has exchanged hands, that Peter Obi bribed the house and that was why they exonerated him. This is why I said, hiding under a closed forum like this and spreading lie against people it doesn't make sense. Be bold enough and give details of your identity and say it in loud voice that the Anambra House Assembly collected bribe from Peter Obi to exonerate him and let us see what would happen. Mr. man, is it the same house that impeached Peter Obi twice in his first term or the order one you're talking about that they collected bribe? You don't know what you're saying. I am even cog sure that you don't even open the link to read the content, how the house was divided when they were deliberating on the issue. The same house that was looking for ways to cut down his influence in the state as the gubernatorial election was approaching., is the same house that would be collecting bribe. Please buy sense, it's very cheap.
You even went lying that Peter Obi crossed to PDP. Please at what stage did Peter Obi defected to PDP? Peter Obi defected to PDP in 2014 while the said case happened in 2009. Can't you just leave lying? Lying is the ministry of the devil, don't take after him.

If a project is bidded for and the money has not been appropriated, a contractor can go and source for money and execute the project till the money is appropriated and matured to be cashed. Go and verify this from those getting contracts from government. That is what they do. They use their personal money to do project fro government in many instances till they recoup their money back when the money is either appropriated or matured to cash. Please go and learn before you wallowing in ignorance.
If all your assertions were true, I think his political opponents would have leverage in them because it is an issue of crime which has no time limit based of administration of criminal justice. For you info, the money does not belong to the state government of Anambra but it was contractor's money that Obi's driver followed to Lagos to withdraw for a project the contractor bidded for, which the state government had not released money to the contractor as at that time and he went to his bank to source for the money to do the project.
