A fair assessment would be government needs to check these kind of interstate travels.
NB if you travel by road in Nigeria you'll know that this form of economic migration is common this season. Before the Sallah break you'll see these guys heading Northwards on bikes from the South to go and celebrate the holidays with their family. Some times during planting season these form of movements happen back and forth between urban and rural regions. With the current spate of insecurity this is a strategic failure on the part of government - horde of unemployed youths whose main source of engagement is OKADA, security concerns as bandits use this mode of transport too, if you ban the OKADA what do you do with the horde it leaves behind ? It seems this country lack thinkers and people with foresight to do strategic scenario analysis of policies. Did you see the part where they are carrying ammunition? Or that's also normal to you.
