Why shouldn't a jr mining company sell ore to their buyers? The demand for product is outside the country afterall. I agree with we should add value. Now go smelt the ore for them. The 250-tonne shipment is spread across 10 containers and pending export clearance it is expected to depart on a vessel within days.
The first cargo caps off a rapid start-up for the 60%-owned Imperial joint Venture with Goidel Resources (40%), which began commissioning the processing plant just a month ago and started mining in May.
CEO Tim Wither said the modest maiden shipment marked the beginning of a ramp up to steady-state production of 450,000t per month of DSO zinc plus a saleable lead product.
He expected the mine would quickly reach more consistent high-grade material as the pit deepened beneath historical artisanal workings that have diluted the upper ore zones, and as processing and logistic channels were bedded-down.
Macy is the first industrial-scale mining operation opened in Nigeria for several years.
Mining rates were said to be above expectations, and there had been positive signs with head grades meeting expectations.
The project is based on a mid-year scoping study that predicted a A$20 million cash flow for the 12-month life-of-mine based on the production of 38,100t comprising 28,250t zinc, 2,900t lead and 6,950t of mixed product.
Capital requirements for development were just $3.8 million.
Symbol is finalising a sales contract with an off-take partner and cornerstone shareholder Noble Resources with an 85% pre-payment expected within five days of the Lagos loading, generating Symbol’s first revenue.
The orebody has the maiden resource of some 114,000 tonnes at 23% zinc and 9200t at 30.6% lead based on drilling conducted in 2015 to 60m, and remains open at depth and to the north.
Symbol shares (ASX: SL1) were up 4.6% to A2.3c, valuing the company at $13.4 million.

CROSS River State has insisted that there are large deposits of oil in its soil and should, therefore, be listed as one of the oil-producing states in Nigeria.
Special Adviser to the Governor on Gas Resources, Mr. Maurice Ekong, who made this known yesterday in Calabar, while addressing the technical session of the 3rd National Council on Hydrocarbon, said research has proven that there are large quantities of oil in the state.
His words: “A team of professors and doctors have carried out exploration in various parts of the state and established that oil deposits exist in parts of the state that meet the international standard.
“Fossil burial sites which over time have undergone changes in the earth to become oil are found in the states surrounding Cross River which is evident in the atmospheric conditions and soil texture which makes it indisputable that the states also have oil deposits.” Source: https://www.vanguardngr.com/2018/11/criver-makes-case-for-inclusion-as-oil-producing-state/ |

Mr. Donald Duke, the Presidential candidate of the Social Democratic Party (SDP), promised free tuition in primary, secondary and tertiary educational in the country, if elected president in 2019.
Duke, represented by Mr Precious Elekima, the Governorship candidate of the party in Rivers, made the promise on Monday in Port Harcourt, at the flag-off of the party’s campaign for 2019 polls in Rivers.
“Today I am representing our presidential candidate to pass his message to Nigerians and to the people of Rivers State in particular.
“His Excellency, Donald Duke, says that everyone matters. You deserve the best in this country. He says that his administration will bridge the gap between the poor and the rich in the country.
“Our administration will bridge the gap between the rich and the poor by offering free tuition in all levels of education – from primary to tertiary.
“We will revisit the handover of schools to missionaries with a view to working out an agreeable partnership, taking into consideration the interest of the public, the missions and the communities.
“Undergraduate and postgraduate scholarships home and abroad will be offered. Board of governors will be inaugurated for all public primary and secondary schools in Rivers state.
“We will extend the civil servants retirement age to 45 years of service or 70 years of age mandatory; retirement after 35 years of service or 60 years of age will be optional.
“This is because if lecturers and judges can work up till 70 years, I am sure civil servants can also work till that age.
“Our pensioners will be on first priority and must be paid first before anyone in the state,” he said.
He called on Rivers people and Nigerians to vote for the party because its leader feared God and loved mankind, adding that the SDP would win the Rivers and presidential polls in 2019. Politics › $1.5bn Lagos-ibadan Fast Rail: FEC Gets Cost Overrun Request From Amaechi by Blue3k2(op): 7:01am On Nov 21, 2018 |
As construction work on the 156km Lagos-Ibadan standard gauge rail progresses, Minister of Transportation Rotimi Amaechi is expected to present a request to the Federal Executive Council (FEC) for cost overrun, Daily Trust can report.
The project was awarded at the cost of $1.5bn to China Civil Engineering and Construction Company (CCECC) but there are indications that government would overshoot the budget following variations not included in the original contract details.
Sources told Daily Trust at the weekend that the variations were being finalized by the technical team and various committees to be presented to the minister for onward presentation to President Muhammadu Buhari.
Daily Trust had reported in December last year, when the project had barely progressed, that a cost overrun was inevitable going by submissions of stakeholders in the project.
Apart from the cost of relocating some facilities, especially the Nigerian Army 81 Ordinance Corps in Yaba which is estimated at over N5 billion, there is also the relocation of oil and gas pipelines within the Lagos axis.
Also, the commitment of government to connect the rail line to the country’s premier port in Apapa comes at a huge cost going by recent presentations made to the minister by the contractor and technical consultant.
Also, the Apapa Port rail sidings initially estimated at 2.4km in the project are now to extend to 6.4km for seamless connection of the standard gauge to all port terminals.
All these items are being fine-tuned for presentation to the FEC after going through the Bureau of Public Enterprises (BPE) for requisite clearance, a source said yesterday.
The request may get to the president latest by the end of December, it was learnt.
Amaechi last week led the Project Steering Committee and the CCECC officials to Apapa Port to assess the level of work to be carried out there.
After the inspection visit which had the Managing Director of the Nigerian Railway Corporation (NRC), Engr. Fidet Okhiria and his counterpart in the Nigerian Port Authority (NPA), Hadiza Bala Usman, in attendance, it was discovered that some warehouses owned by terminal operators would be partly demolished to ease the rail connectivity.
The terminals to be mostly affected are the APMT and Eni Consortium terminals.
“Most of these things were not envisaged in the original project but this is not strange in a project of this magnitude and the government is determined to execute things that would stand the test of time,” the source, who pleaded anonymity because he was not authorized to talk to the press, said.
Amaechi had in reaction to the cost overrun said, “What is best is what we will do. We will go back to Mr President for us to get approval so as to get something that will outlast us.”
Also speaking, the NPA MD explained that there are areas government would take over from terminal operators “for overriding public interest.”
However, she assured that necessary compensation would be paid to operators whose structures would go completely or partially.
Usman reiterated that the necessary rehabilitation would be carried out at the key sides where ships usually berthed to increase their weight and capacity to accommodate the standard gauge rail.
She said, “All these aspects need to be computed and the number to be presented to the Hon. Minister and in turn he would make the necessary request for approval to the Federal Government.” Source: https://www.dailytrust.com.ng/1-5bn-lagos-ibadan-fast-rail-fec-gets-cost-overrun-request-from-amaechi.html |

vonxe: This port will take a long time. One necessary thing is a train to the SE or a 8 lane road to the SE. Why am I saying this? Since it a ppp, the private company in partnership would want a guaranty return on their investment. Industries will sustain any port, that is why Lagos ports will always lead and flourish due to Lagos, Ogun and oyo states industries. South east in more industrialized than the whole south south. Luring the companies from SE through less import tax, good roads/ ease accessibility to the port. Forget all the one man businesses claiming they import a lot, their importation is very very very small compared to what the big industries import The Ibom industrial city has Free trade zone status so those benefits and more already exist. You can verify this on NEPZ website. The rail and roads I agree it needs to gi north - south like Lagos. The federal government needs to be proactive this time before Akwa Ibom suffers congestes roads because of truckers. The Ibom super highway is a start but the federal highways will have to do rest of work. The rails are most important factor for the port. The goods berth at port then get cleared at future dry ports on eastern side like Abia, Plateau and or, whoever is serious about completing theirs. |

The port will have super highway to clear goods but a rail line going north south like Lagos would be needed in future. The heavily congested Lagos ports may soon see relief as a consortium of French and Chinese companies has emerged the preferred bidder for the Ibom Deep Seaport Project (IDSP) following a rigorous evaluation process, officials of government of Akwa Ibom State say.
In a release signed by Mfon Ekong Usoro, made available to BusinessDay, the state government says the selection followed a rigorous evaluation process conducted by the Evaluation Committee convened by the IDSP Ministerial Project Development and Steering Committee (MPDSC) on competing bids received in response to the IDSP Request for Proposal (RFP).
Bolloré Africa Logistics – PowerChina International Group Limited Consortium emerges preferred bidder, while China Harbour Engineering Company Limited is reserved bidder.
“On behalf of the Akwa Ibom State Government (AKSG), I thank the Federal Ministry of Transportation (FMOT), Nigerian Port Authority (NPA) and the Infrastructure Concession Regulatory Commission (ICRC) for giving full and unstinting support to the AKSG throughout the IDSP PPP procurement process, including the recently concluded RFP bids opening and evaluation milestones which saw to the selection of the Preferred and Reserved Bidders,” Emmanuel Ekuwem, secretary to the state government, who spoke on behalf of Udom Emmanuel, governor of Akwa Ibom State, said.
Ekuwem further said, “The AKSG is unwavering in its determination and will work in tandem with the FMOT and NPA to realize the IDSP. Upon its completion, the IDSP is poised to bring smart, world class port handling capacity to the doorsteps of Akwa Ibom State and to serve the cargo handling demand of the West and Central African countries, States in the South South as well as South East regions of Nigeria. We are confident that the IDSP will be pivotal to the economic development of the State and the surrounding regions.”
IDSP is a Federal Government project driven by the Federal Ministry of Transportation, Akwa Ibom State & Nigerian Port Authority. Rotimi Amechi, minister of Transportation has approved the IDSP project to proceed to the next stage of the Public Private Partnership (PPP) procurement process, which is negotiation with the preferred bidder with the view to work out the investment and concession details.
Bolloré Africa Logistics, a leading port operator, is a part of French-based Bolloré Transport & Logistics (Bolloré), operating with 18 container terminal concessions (in Europe, Africa, India, Asia and the Americas), 27 general cargo and bulk terminals, 7 RoRo terminals, 25 multimodal platforms and dry port concessions and one barging concession. Bolloré ranks among the top-20 port operators in the world, according to the 2017 Drewry Global Container Terminal Operator ranking.

The state government are standing in the way of efficient local government. alot small things states do can easily by handled by local governments like trash disposal, road repairs, street lighting along with other constitutional duties. Its interesting to see how the states can hold back constitutional reforms for indefinitely. They have virtually stolen the Local Governments' money in what they called Joint Account. They were to contribute 10 percent but they never contributed anything. Alot of state are on record dippinh in LG funds from federal government. I also dont know of any state that gives 10% of their IGR to local governments. Other than those issues the LG hardly generate any IGR of their own. They are dependent on federal allocation for everything. Approved LG autonomy: Benue, Plateau, Niger, Bauchi, Sokoto, Bayelsa, Cross Rivers, Kwara and Ogun

Politics › Obasanjo: States Yet To Sign Local Govt's Autonomy Bill Are People's Enemy by Blue3k2(op): 5:54pm On Nov 17, 2018 |
By Femi Oyeweso
Former President Olusegun Obasanjo has described state governments still opposing the Local Government autonomy Bill already passed by the National Assembly as enemies of the people at the grassroots.
The former President maintained that there would not be any meaningful grassroots development unless the Bill is assented to by the states which have over the years incapacitated the LGs.
Obasanjo made his position known on Monday while playing host to members of a non-governmental organisation: Friends of Democracy which visited him at his residence in the Olusegun Obasanjo Presidential Library (OOPL), Abeokuta, Ogun state.
The group had visited the former president with the purpose of enlisting his support for the LG Autonomy Bill which had been passed by National Assembly but still requires the nod of not less than 24 State Houses of Assembly.
But addressing the group, former President Obasanjo emphatically stated that many councils could not perform their statutory functions because they have been "incapacitated financially" by the state governments.
He also accused many state governments in Nigeria of stealing the LGs' funds through what they call the joint accounts, thereby making grassroots developments difficult since they have been rendered incapacitated.
"From what we know, by design, most states have incapacitated the Local Government. They have virtually stolen the Local Governments' money in what they called Joint Account. They were to contribute 10 percent but they never contributed anything.
"So, what we have across the country are Local Government Areas that have functions, but cannot perform the functions. They have staff but most of them cannot pay the staff and we keep getting excuses upon excuses.
"I see no reason if the Federal Government allows the states to enjoy their autonomy except in the case of state of emergency.
"The Bill passed by the National Assembly which requires 24 State Houses of Assembly and like I am told only 9 States have signed it. I am proud of those states because they are what you will call progressive states that really believe in democracy.
"My own state (Ogun) is one of them. I will say kudos to Ogun state. In the South-South, only Bayelsa and Cross River States have signed it. Kudos to those two states. In the North-East, it's only Bauchi. In the North-West, it's only Sokoto. In the North-Central, we have four states, Kwara, Niger, Plateau and Benue. I will say kudos to the executives and the legislature of those states.
"But we must say those state executives and the legislatures that have prevented the bill from being passed, they must be taken as the enemy of the people and they should be treated as such. If you enjoy autonomy from the Federal Government why don't you want Local Government to enjoy autonomy?"
Going down memory lane, Obasanjo explained that the LG Reforms carried out during the Murtala/Obasanjo military regime in 1976 was meant to empower the councils as third tier of government "and not an appendage to the state governments".
He expressed regret that state governments which are autonomous have been opposed to the agitation of granting autonomy to be councils in Nigeria.
"When in 1976, we brought in Local Government Reforms, it was meant to be third tier of the government and not meant to be subjected to whims and caprices of any other government.
"Just the same way that the state government is autonomous from the Federal Government, so also is the Local Government is meant to be autonomous from the state government," he said.
The former President however, urged leadership of the Nigerian Labour Congress (NLC) and the Nigerian Union of Local Government Employees (NULGE) to rise and demand for the council's autonomy in the interest of the people at the grassroots.
"Again, I will say leadership of NLC and NULGE who have always fought for the interest of the people should know that the interest of the people at the local government will be best served if the LG has autonomy which is meant that they should have," he said. LAGOS (Reuters) - General Electric Co (GE.N) has pulled out of a long-term concession deal with the Nigerian government to maintain and operate narrow-gauge rail lines in the West African country, a procurement process adviser told Reuters on Wednesday.
The Nigerian railway concession project was worth around $2 billion for two lines connecting northern cities to others in the south.
The government had been due to enter into negotiations last year with GE over a railway project, although Nigeria’s upper house of parliament had said it would probe the railway concession over possible violations by Nigerian officials.
It was not clear why GE pulled out of the concession. The company was not immediately available for comment.
A consortium led by GE had submitted the only bid for the project in partnership with Transnet CGETR.UL of South Africa, Dutch-based APM Terminals and China’s Sinohydro Consortium.
Fola Fagbule, senior vice president and head of advisory at Africa Finance Corporation (AFC), which ran the procurement process after being appointed lead adviser by the government, said Transnet was in discussion to replace GE.
Economic growth in Africa’s most populous nation has been hampered for decades by its dilapidated rail network, built mainly by British colonial rulers before independence in 1960.
The concession was meant to cover about 3,500 km (2,200 miles) of existing narrow-gauge lines from the southwestern commercial capital, Lagos, to Kano in the north and from southeastern oil hub Port Harcourt to Maiduguri in the northeast. Source: https://ca.reuters.com/article/idCAKCN1NK00B-OCABS |
Politics › Nigeria Seen As Biggest Rice Buyer In 2019, Behind China by Blue3k2(op): 6:36pm On Nov 15, 2018 |
Nigeria’s rice imports will jump 13 percent next year to 3.4 million metric tons, making Africa’s most populous country the world’s biggest rice importer after China, according to the U.S. Department of Agriculture.
“China and Nigeria are projected to remain the largest rice importing countries in 2019, followed by the EU, Cote d’Ivoire, and Iran,” the USDA said in its latest Rice Outlook released Tuesday. “Nigeria and Egypt are projected to account for the bulk of the 2019 import increase.”
The forecast growth is a setback for the Nigerian government, which plans to stop rice imports by the end of this year to save foreign currency. Production had increased more than 50 percent since 2012 to 3.7 million tons last year. Domestic demand rose 4 percent to 6.7 million tons in the 2017-18 year that ended in May.
President Muhammadu Buhari wants to diversify Nigeria’s economy away from hydrocarbons, and agriculture is one of the sectors he has bet on. The economy of Africa’s biggest oil producer is still recovering from a slump in 2016, after the crash in crude prices.
Rice farmers in Nigeria have reported a drop in output since last year due to a combination of higher input costs, insecurity and widespread flooding in the main growing regions. At the same time, people are giving up traditional coarse grains in favor of rice in the country of almost 200 million people.
“The rain has not been favorable to rice farmers this year,” Mohammed Sahabi, chairman of the Rice Farmers Association of Nigeria in Kebbi, one of the main rice-growing states, said by phone. “We lost more than 20,000 hectares of unharvested rice this year in Kebbi alone.”
Current global production exceeds consumption by 2.3 million tons, according to USDA, with 2018-19 “global ending stocks” projected to reach 163 million tons, 17.8 million tons more than previously forecast. Business › Nigeria Losing FX As Mexico Ban On Hibiscus Export Persists by Blue3k2(op): 9:49pm On Nov 14, 2018 |
Nigeria is set to lose $35 million (N12.6 billion) from the export of hibiscus following the ban placed on Nigeria by the Mexican government, a major importer of the country’s flower.
The media had earlier reported the lift of the ban on the country’s Hibiscus flower into Mexico, but the association of hibiscus flower exporters in Nigeria has debunked the news.
The report, which was credited to the NAQS said that farmers of the flower are eager to commence export while stating that the country has to take advantage of the opportunity provided to support the Federal Government’s diversification drive.
However, AHFEN is of the opinion that the ban has not been lifted, even though it is hopeful that it would be lifted anytime soon.
“The ban on Nigeria’s Hibiscus is yet to be lifted. The Mexicans gave us a work plan and this work plan is what the Nigeria Agricultural Quarantine Service (NAQS) has been working with. The work plan is still in process; it is almost done but not yet,” said Tunde Lawal, president, Association of Hibiscus Flower Exporters of Nigeria (AHFEN).
“We hope it will be lifted soon. Now we are trying to organise how the product is planted, processed and harvested because in the years past, some products of low quality were found in some consignments,” Lawal said.
According to AHFEN, Hibiscus is a major income earner for the country, with Mexico importing about 85 per cent of Nigeria hibiscus.
Hibiscus is a versatile crop used for the popular zobo drink that can also be made for a list of by-products. Hibiscus jellies, jams, fruit pastes, traditional medicines, teas, syrups and refreshing drinks can be found in almost every market stall in West Africa.
In Nigeria, Hibiscus flower grows nearly throughout the year, though its peak production is during the dry season of November to April. Hence, the association is concerned about the possible implications of the ban on the farmers and exporters.
In 2017, Nigeria earned $35 million exporting 1,983 containers of hibiscus to Mexico, being the hub of southern and Latin America within nine months of that year.
According to AHFEN, dried hibiscus flower is used in the production of hibiscus tea. The tea is a caffeine free herbal tea from a special type of hibiscus, called Roselle; the scientific name is Hibiscus sabdarifa.
This tea is made out of the dried fruit part of Roselle, called calyx, which is red in colour and tastes like berries.
“There are concerted efforts from the government, NAQS, and everybody involved to see the ban lifted; but there is a need to correct the impression that the ban has been lifted,” said Femi Akinwumi, the vice president of AHFEN.
