It cannot be mandatory. Every good process must have redundancy. Which is what NASS has done. Electronic first; and if not, manual.
For places where the whole of the people themselves at that location have already decided that anything is free to happen in their faces, and that they are okay with it --- those are the only places where this thing you wrote here can happen..

..

Good-Luck to you guys with such places.
Because they are definitely going to be very very fewwww.!!

You think say na lie? You'll just take your time and look for the vulnerabilities in the devices and make use of the loopholes. Map out where the bulk of the votes of a party is coming from particularly in the rural areas and block the transmision or manipulate the data.
You're seriously trying to make sense about Hacking the BVAS-Machines on that day..

BUT YOU'RE NOT JUST MAKING ANY SENSE..

It had not been easy to hack the BVAS-Machines since November-2021 when it first came into use...
Why would you think it will now start becoming easy to hack in 2026/2027.??

My brother..
I can tell this one now for free..

I have actually shared my own internet from my phone through wi-fi -- with the BVAS-Machines -- three good times.

Two times in 2023, and one time in 2025 during the Anambra Elections.
PoliticsWhen The INEC’s Presiding Officer Says: “The Result Is Not Uploading Ooo...” by BluntCrazeMan(op): 8:34am On Feb 20
Going by the provisions of the newly enacted “Electoral-Act-2026”.......,, here below are the most likely expected responses that the frustrated voters might be “giving-out” on the election days when the INEC’s Presiding Officers at the Polling-Units say things like:

“Aaahh,, I have been trying to upload the results -- it is not uploading ooo -- I don't know why it is doing like this..”

Or

“There is no network, this result is refusing to upload”

Or

“I just called the RATECH at the Ward, he said I should start coming to the Ward, that he will help me and FIX it.”

Here below are the likely responses from the people..:

“Oga, you're not going anywhere ooo.. continue trying it. It must work before you step your foot out of this place.”

Or

“Oga,, turn on the wi-fi of your BVAS-Machine let me share my network with you... I have excess network on my phone here”
(or “I have starlink-mini with me here”)

Or

“Mista Corper,, if you know what is good for you, just try any nonsense first..”

Or

“Oga, which RATEL is calling you where.??
Criminal.!!
Tell that RATEL to come here.. You're not going anywhere”

Or

“Oookkaaaayyy.!! So you now use armed soldiers and policemen to come and carry the corper and commot.?? We are going with you -- to wherever you guys are going to.. It is either it works, or it works.. No more, No Less”

...

...

YOU CAN ADD YOURS..

What if the members of the National Assembly ends up giving us the “Reformed ELECTORAL LAWS”, and INEC finally plays it down again by implementing it So Wrongly -- and then urges the weak unenlightened defeated politicians to go to court AGAIN.
Then the courts end up giving the LAWS Weak Powerless interpretations..??

...

This was exactly what happened to the Electoral-Act-2022.

The politicians (coupled with the INEC and the courts) messed up the Electoral-Act-2022 so badly, to the extent that the procedures for proper collations (as stated inside the Electoral-Act) are still TOTALLY IGNORED in our elections up till today.
Same thing with the proper procedures for RAISING DISPUTES.

Though this particular op has been unto how the election process can be credible even before that last election, but you see his other colleagues in the opposition, those ones are just waking up from the coma

They want to be discussing transmission of election results when the election is just a year, hahah they now remembering it's time to take their country back.

Something we could have discussed about before debated by the Senate

Child voting is still there oo, nobody is talking about it. Last election, the child voting in Kano state precisely was covered live on the election day. In the new electoral law, have we made a law to prevent such from happening in 2027 election?

The unserious opposition and their supporters

https://www.nairaland.com/7230596/important-things-should-discussing-during
There was a time we tried to discuss the child-voting,, and some arguments started pouring in..

Questions like:

Are they really kids?

Did we do blood-dating or bone-dating tests to determine their real ages?

If someone's i.d-card and voter's card say that the person is older than 18-years, would they still be disenfranchised?
PoliticsRe: There Are Better Alternatives Than Resorting To The “Manual Collation” Option. by BluntCrazeMan(op): 9:21am On Feb 11
SmartPolician:
The senate is talking about electronic transmission failing at the PU. The truth of the matter is that they are right by considering an alternative.

However, I think that saying it has failed is ambiguous because one has to find out the cause of the failure. If it's a poor reception, I suggest that the presiding officer should be accompanied by all party agents to another location with a better reception so that he/she can upload the Form EC8a to the iRev.

Retuning officers mostly work in the coalition centres and that cannot tackle the issue being discussed at the moment.
Ok..

Here is another alternative..

The Electoral-Act should give a lagging timeline (or a downtime timeline) after which the Polling-Units get avoided..
And the only solution would be a RERUN.. During which the Electronic Transmission is still going to be SACROSANCT.!!

..

Meanwhile, the Act should make it clear that:
“No Presiding Officer should LEAVE the Polling-Unit until the result of the Polling-Unit appears on the IREV-Portal.

(if you sleep on your oars, the judges will describe real-time to mean something else)

The ultimate alternative is for the Polling-Unit-Results of such Polling-Units to be totally disregarded.. --- which is too bad, and I wouldn't want that for any Polling-Unit..

But then,, the alternative of going back to use the Manual Collation Option is a total “NO-GO Area”.
Nobody wants that to be happening any longer.
The results must appear on the IREV-Portal before the Presiding Officer leaves the Polling-Unit.
..

Therefore, If the alternative of the “Returning Officer handling it” is not obtainable due to some technical reasons,, then the Presiding Officer would either stay at the Polling-Unit and wait for the results to come up on the IREV-Portal before leaving the Polling-Unit,, or else, the results wouldn't count.!!
