UN Security Council failed to adopt the draft resolution on the investigation into the activities of US biological laboratories in Ukraine "We are extremely disappointed with the fact that the Council failed to employ the mechanism of the Convention on Biological and Toxin Weapons today. It states that each member-country of the Convention obliges to cooperate in any investigation that may be carried out by the Security Council in accordance with the provisions of the UN Charter on the basis of a complaint received by the Council," he said after the voting, First Deputy Permanent Representative to the UN Dmitry Polyansky said at the UNSC meeting on Wednesday. Moscow will continue taking efforts on establishing all facts connected with the activities of US biological laboratories in Ukraine despite the fact that the UN Security Council did not welcome the idea to carry out such an investigation, Polyansky noted. "Irrespective of the result of today’s voting we still have questions to the US and Ukraine. The files appended to our complaint still require explanation. Britain's Royal Navy played a part in orchestrating and staging the sabotage of the Nord Stream gas pipelines in the Baltic Sea, the Russian Defence Ministry said on Saturday, the media reported. South Africa's President Cyril Ramaphosa on Thursday regretted as "unfortunate" the US embassy's issuing of a warning of a possible weekend "terrorist" attack in the country without consulting his government. The US embassy on Wednesday posted the alert on its website and identified the potential target as Sandton, a suburb in the country's financial hub of Johannesburg. "It is quite unfortunate the US issued that type of warning without having any type of discussion with us," he said during a press conference. "Any form of alert will come from the government of the republic of South Africa and it is unfortunate that another government should issue such a threat as to send panic amongst our people," said Ramaphosa. He said Pretoria is "working around the clock to verify and to look very closely at this message that came from the United States".
