Governor Nyesom Wike of Rivers state takes on APC governors that were in Rivers state to campaign for APC by insulting them one by one. He said they should face the issues with their states first and not import their problems to rivers state. Wike did not spare Amaechi too.

"Look at the one that is Governor of Edo who does not know his left and right, he doesn't know where his certificates are"
That of Benue could not do anything when they were slaughtering his people and could not pay salaries for 1 year and he is coming to campaign in Rivers state.
Governor of Bauchi said Rivers state is his second home. But he should know that Rivers state is not his second home because he stole rivers money. He is "OLE"
That of Plateau was sponsored with Rivers money and works as if wind will carry him away.
See the governor of Kano who is 100 years old and is governor and could not set up a panel to investigate how the INEC REC and his family were burnt in Kano and is coming to Rivers state and opening his mouth that Rivers state is the center of corruption. Politics / Wike's Calls For Prayers Against Violence Ahead Of Rivers Re-run Elections by bnanzip(m): 11:39am On Dec 06, 2016

https://www.youtube.com/watch?v=PgfbVbx2vkg

Rivers State Governor, Nyesom Wike has called on churches in the state to pray for violence-free rerun elections on December 10.
Speaking during the 2016 Power Conference of the Assemblies of God Church yesterday at the Yakubu Gowon Stadium, Port Harcourt, Governor Wike said the prayers of the church would help to make the elections free and fair.
The governor noted that it is also necessary for the church members to troop out to vote candidates of their choice, saying Christians must not stay away from determining who will be their representatives.
“I appeal to the church to pray for peaceful rerun elections in our state. I also call on our people to come out in their numbers to cast their votes,” he said.
Regardless, Chairman, All Progressives Congress (APC), Chief John Odigie-Oyegun, has disclosed that the party under President Muhammadu Buhari is putting measures in place to reduce election violence to zero.
The ruling party boss, who spoke in Abuja while reacting to the relatively peaceful poll recorded during the Ondo State governorship election, insisted that the emergence of the APC candidate, Chief Rotimi Akeredolu was devoid of violence.
Oyegun said: “The president believes if the processes of party primaries and elections were free and transparent, elections would be violence free.”
He cited Kogi, Bayelsa, Edo and Ondo states governorship elections as instances where elections were conducted recently in a relatively free, fair and violence free manner, claiming that elections conducted under the current administration have been adjudged violence free that had characterised the previous elections.
“The concern of Mr. President is that we must get to a stage that we must avoid bloodshed from elections. So, for us, he insisted on free and fair primaries and elections.
“Similarly, he insists that elections must be violent free and so when we deploy heavy security presence, there is only one objective and that is to ensure that the voting public are free from intimidation. They can go out and vote their conscience,” he said.
However, Peoples Democratic Party (PDP), Rivers State chapter, has vowed to resist any attempt to use security agencies to intimidate, harass and arrest its leaders before and during December 10 rerun election in the state.
This was even as the PDP urged President Muhammadu Buhari to call various security agents deployed to the state to order and the Independent National Electoral Commission (INEC) to ensure that the elections are free and fair in order to avoid crisis.
State Publicity Secretary of the party, Mr. Samuel Nwanosike, stated the position of PDP, yesterday, while briefing newsmen in Port Harcourt.
Nwanosike, who alleged that attempts were made twice to arrest him at the weekend, by security operatives, stated that he had reported the development to relevant security agencies in the state.
He reiterated the position of PDP for a credible, free and fair elections, but warned that INEC, security agencies should not exhibit any act that would truncate the democratic process in the state.
Meanwhile, Kano State Governor and Chairman of All Progressives Congress (APC) Tactical Committee for the rerun elections, Alhaji Abdullahi Ganduje, has disclosed that his committee will need more strategic planning to win in a difficult terrain like Rivers.
Admitting that Rivers State is a difficult environment to win election, the Kano State governor, however expressed confidence that the victories APC recorded so far would make its mission a successful one.
Commending members of the APC election committees, describing them as great planners, he assured that the mission to Rivers State for the rerun will not be a failed one.

Politics / "Buhari's Govt Is Of The Greedy, By The Greedy And For The Greedy" -dino Melaye by bnanzip(m): 9:01am On Nov 26, 2016
Nigeria Senate on Tuesday received executive communication on the 2017-2019 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper for the second time in three weeks.

In a motion by deputy Senate Leader, Bala Ibn’Nallah, he sought for consideration of the MTEF document resent by the executive, having been rejected earlier by the Senate.

“That the Senate do consider the request of Mr. President and C-in-C on the 2017-2019 Medium Term Expenditure Frame work (MTEF) and Fiscal Strategy Paper in accordance with the Fiscal Responsibility’ Act, 2007,” he said.

In a wild reaction to the debate, Dino Melaye described Buhari as being dishonest to Nigerians, insisting that the projections was not realistic and conjured to deceive the upper chambers.

He urged the Senate to throw away the document for the second time.

“This MTEF is a lie, its not truthful, it not transparent and nobody should sit down here to be deceived by Buhari,” Dino said.

” Senate President, I am ready to say the truth and die by the truth rather than toe the line of lies as far as this document from the executive is concerned, ” he added.

Dino took a swipe on the Minister of Budget and National Planning for not knowing about huge debts the nation is dragged into by the present administration.

He called for an explanation on the level of implementation of 2016-2017 MTEF, which he believes was not implemented.

Those who aligned with Dino’s views are Senators Samuel Anyanwu, Usman Nafada, Emmanuel Paulker, Joshua Lidani

But Senator Sani Ahmad Yerima in a divergent view, says the document was not digested by some colleagues, saying the projection was on the current economic indices, noting that government can turn things in three weeks.

Senator Biodun Olujimi on her part said the document fell short of expectation, saying it was a product of incompetence. She wondered at how the executive came about figures that were unrealistic.

“It’s good at this time that we should tinker with document because the way it is, it is voodoo oriented meant to produce voodoo outcomes,” Olujimi said.

Senator Solomon Olamilekun (Lagos West), emphasized that President Buhari’s economic team is in disarray, saying they don’t have grasp of economic reality.

Concerns of Senators was the production of crude oil capacity which was increased from 2.2million barrels per day to 2.3million in the current MTEF which they insisted was unrealistic due to militant activities in the Niger Delta.

After exhaustive deliberations, Senate President referred the documents to the Committee on Finance and Appropriations to be reverted in two weeks.

Politics / Buhari Speaks At The Climate Change Conference (COP22) 2016 In Morocco by bnanzip(m): 3:44am On Nov 16, 2016

https://www.youtube.com/watch?v=jFBguWcNz-U
President Muhammadu Buhari has declared the resolve of the Nigerian government to ensure implementation of policies that will address climate change.

He says Nigeria will emerge as one of the world’s best examples of how reducing emissions could benefit the environment and the economy.

In his speech at the 22nd Session of the Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) taking place in Marrakech, Morocco, President Buhari outlined the plan of the administration towards aligning with the global objectives on climate change and ensuring inclusive growth and environmental sustainability.

“In Nigeria, we are launching a strategic plan for the implementation of our Intended Nationally Determined Contributions and we have equally embraced the issuance of green bonds as an innovative means and alternative way of raising climate finance both locally and internationally.

“We cannot afford to wait until 2020. We are already making far reaching changes to all sectors of our economy including through: Substantially increasing the use of climate smart agriculture, diversification of our energy mix through renewable and efficient gas power, creating a more efficient, cleaner and lower-carbon oil and gas sector especially through a gas to energy programme and initiating the implementation of the clean-up of the Ogoni-Land in the Niger-Delta region,” he said.

President Buhari also announced Nigeria’s ambitious but achievable commitment to ‘green growth’.

“We have reflected our determination for green growth in my country’s ambitious Intended Nationally Determined Contribution. We have also announced our plans to reduce emissions by 20% by the year 2030, with the intention of raising this target to 45%, with the support of the international community. This is one of Africa’s most ambitious Intended Nationally Determined Contributions – covering all emissions from all parts of the economy,” he told the gathering.

President Buhari also affirmed that Nigeria had no choice but to key into the global action on climate change.

“In Nigeria for instance, the impact is being felt by the more than 2.1 million people displaced by devastating floods that the country has continued to suffer since 2012. If not addressed by 2050, the human and financial cost would be colossal. For us in Nigeria, the larger dimension of the challenge goes beyond emission rights. Survival rights are also at stake,” he explained.

The Nigerian President equally reminded the gathering of the agreement at the 71st session of the United Nations General Assembly that climate threats and security threats go hand in hand and called for concerted efforts on them.

“The Lake Chad Basin for example, has shrunk to a mere 10% of its original size, and this has seriously affected the livelihood of over five million people and contributed to the growth of insecurity in the region, including the emergence of Boko Haram as a terrorist group. Hence the urgent need to resuscitate Lake Chad.

“In this regard, I seize this opportunity to express gratitude and appreciation to those who have responded to our call and to encourage other well-meaning partners to join in our efforts to revive the Lake Chad Basin,” President Buhari said.

He expressed the readiness of Nigeria to join hands for the change that the whole world is working towards.

“We, therefore, stand ready to engage in meaningful partnerships to tackle the menace, and call on our neighbours and developing partners to fulfil their financial obligations in support of efforts to mitigate the negative impacts of climate change,” the President declared.

He also called on world leaders to recommit themselves to the achievement of the goals outlined in the Paris Agreement which they collectively signed in 2015 for the benefit of this and future generations.

“Nigeria has submitted its instrument of ratification for the new global agenda on climate change. We urge others to do the same in order to make the world a safe place,” he added.

Politics / See How Amaechi Lures Youths In A Rally In Bera, Gokhana LGA by bnanzip(m): 8:56pm On Nov 13, 2016
This was a Video and transcript of the speech of Hon. Chibuike Rotimi Amaechi, Honourable Minister for Transportation at the Rivers APC South-East Senatorial Mini Rally in Bera, Gokhana LGA.
If our Politicians are having a Rally, they should just do so, but creating hatred for people and causing the youths to fight during election is what is causing problems in this our Country.
The words in Bold says it all. They (Politicians) will ask the Youths to VOTE, STAND there and DEFEND while they(Politicians) enjoy the benefits after the Youths get injured and killed due to violence. It is time our Youths wake up from deception.

This is the speech:

https://www.youtube.com/watch?v=DPKv0m38eoQ
"If there is one place that the APC shouldn't campaign, where is that? (Crowd roars, "Ogoni!"wink. God Wike says he must win here... You know why I call him god Wike? Because only God can say that. And since he's not God, what will happen? (Crowd roars, "he will fail!"wink. Wike can never be God. He was a small boy under me (crowd jeers and laughs).
.
The battle is not here at all. The battle is in the Ikwere axis, Kalabari and Ahoada axis, not here.
.
He said he would deploy everything. Anything he wants to deploy, let him deploy, we will deploy our own.
.
This is one place we don't need to campaign. I won't start to repeat the things we have done in Ogoni area, it's not important. What is important is, I dare him to do the same things that I did here, including taking your children oversees. Instead of leaving them behind, he returned them to Nigeria. Poor innocent children. Poor children of poor families.
.
What you will do, don't do like the democrats who went to sleep, come out and vote. In the past elections, we took security for granted, but this time we will not take security for granted. If Wike likes, let him come out.
.
At all the times he has come out, I said, does this man remember that he is a governor? It's only a thug that can stand in front of a judge's gate and be struggling with security men. Only a thug... A governor would go back to his house and call the president.
.
When the SSS invaded the presidential lodge of the Akwa Ibom State government, the governor didn't go to the gate, what did he do? He called the president.
.
'Mr. President, as I'm talking to you now, SSS people are invading the presidential lodge. I don't know what they're doing here'. And they were asked to return to Abuja.
.
Instead of this one to call the president, what did he do? (Crowd shouts "struggled with security!"wink. Only a thug can do that... Only a thug.
.
In all the fight I had with the federal government with president Jonathan, nobody saw me physically battling with the security (a voice screams "you're a governor!" Another shouted "you are too intelligent"wink. When I became governor, there were so many people appointed by Odili, there were so many businesses by Odili's people. Did I stop any? (Crowd roars "NO!"wink. Wike is a thug, he's not a governor. He doesn't know what it is to govern.
.
The only way to show him that he's a thug is this election, because after this election, Wike will not come here again.
.
How can you see a governor with murderers murdering people everywhere; giving them appointments everywhere? Ask the one in Ikwerre if he was not arrested by SSS for murder in UST. Ask him. He was released by the pressure of government then. Now he's back killing people everywhere.
.
What you don't know about life... Let us even assume that we don't win election in 2019... (Crowd roars, "we will win"wink. I know we will win, but let us just assume. Maybe... Maybe... There will be a day that Wike will no longer be the governor, and he and his people will account for all the killing in Rivers State. That is why as a governor I was careful with what I did in office, so that if you call me, I'd be able to answer.
.
And I assure all of you, if anybody threatens you, please threaten back (crowd roars "Yeees!"wink.
.
Because all Wike does is to come on radio and you people are scared, what is your scared of? 'Oh, they're rigging, oh I'll kill you John, I'll kill you Mary'. But when some people, armed robbers or so, attacked him at Garrison, he ran away, and that means he loooves... (Crowd said "life!"wink. He loves life and he's killing people.
.
God will bless all of you as you come out today, and as you vote for all our candidates. Don't look for name, just vote APC, APC, down. When you finish voting, sit down there and be prepared to tell them that today, nobody can hijack it from us again.
.
Too much noise from Wike, when he has never won election before in Rivers State. President Jonathan sat down with the army and police and wrote his result, right? (Crowd answers "Yes!"wink. Arase sat down and wrote the last result. This time, any police that would write result for him would kill us first (crowd shouts "Yeeees!"wink.

Foreign Affairs / Meet Donald Trump's Vice President - Mike Pence by bnanzip(m): 7:46pm On Nov 10, 2016
About Mike Pence
The Indiana governor, 57, has had a long career in political office, but has a fairly small profile outside his home state.

Mike Pence was raised a Democrat by Irish-Catholic parents in Indiana, and considered John F Kennedy one of his first heroes.

His conversion to born-again Christianity, and the influence of Ronald Reagan, saw him shift to the Right of the political spectrum.

Before entering Congress he worked as a Right-wing radio host, describing himself as “Rush Limbaugh on decaf”.

He married his wife Karen in 1985 and they have three children - Michael, Charlotte and Audrey.

Pence is considered a safe choice, as a long-serving Republican official with close ties both to the party establishment and grassroots.

Members of the Republican establishment have lauded him for his experience and his solid conservative credentials.

Pence has been in office for fifteen years, first as a member of Congress and - since 2013 - as Indiana’s governor.

While in office he pushed for a reduction in government spending, gaining a reputation as a fiscal conservative.

He endorsed Ted Cruz in the 2016 Republican primaries, and has been praised by Paul Ryan, the Speaker of the House, who has described him a "personal friend" and a "movement conservative".

Pence is also an Evangelical Christian, and was an early supporter of the Tea Party movement.

Controversial Gay Rights stance of Mike Pence
Pence’s most controversial decision as governor was to sign the Religious Freedom Restoration Act into law in 2015.

Advocates said it would expand “religious liberty” by allowing business owners to push back when government policy was in conflict with their beliefs.

But opponents said the law was discriminatory against lesbian, gay, bisexual and transgender individuals, and it was criticised by Tim Cook, the CEO of Apple, and other prominent business leaders.

Pence later signed a revised version of the law, but not before giving a widely criticised interview attempting to defend the original legislation.

Trump and Pence provide a study in contrasts. The property mogul is a free-wheeling showman, while Pence is more measured, and has spoken out against negative campaigning.

Trump said he decided he did not need an “attack dog” as a running mate, though, instead wanting someone who could help sell his proposals to Congress.

That saw him reject the likes of Newt Gingrich and Chris Christie in favour of Pence, the so-called "safe option".

However, his relationship with the the candidate himself was, until recently, more rocky.

Pence called the property mogul's proposed ban on Muslims entering the US "offensive and unconstitutional", before endorsing Ted Cruz in Indiana's primary election.

He quickly backed Trump after that decisive contest, though, and his appeal is largely as a bridge between Trump-resistant Republicans and their unorthodox nominee.

When he accepted the vice-presidential nomination, he described his running mate Donald Trump as a "good man."

Mopping up Trump's mess has been a key part of Mr Pence's role as running mate. The mild-mannered Midwesterner with strong conservative credentials has previously has tried to soften Trump's criticism of a military family and toughen the businessman's stance on Russia.

When Trump clashed with American Muslim parents whose son was killed serving the military in Iraq, it was Pence who issued a statement saying the family should be "cherished by every American."

Mike Pence (Republican Vice President) vs Tim Kaine (Democratic Vice Presidential candidate)

Mike Pence came up against Tim Kaine, the Democratic candidate for vice-president, at a debate in October.

During the debate, Pence demonstrated skills that were glaringly absent from his boss's first performance against Hillary Clinton.

He was eloquent and concise and, when asked a series of difficult questions about his boss's most controversial statements, Pence swiftly turned them into positive descriptions of the billionaire's plans, and attacks on his opponents.

Kaine, by contrast, kept interrupting with prepared lines and seemed uncomfortable.

However, when the moderator asked about approaches to the war in Syria, Pence went off script, apparently ad-libbing on the policy live on air.

Mr Pence attacked Russia, which has become a major ally of Bashar al-Assad, the Syrian president that the United States has long denounced as a war criminal.

All of these things are remarkable for seeming at odds with Mr Trump's position on Syria.

The Republican mogul has promised to "bomb the s---" out of the Islamic State of Iraq and the Levant. But he has not talked about standing up to Mr Assad, or, notably, to their key ally, Russia.

In fact, in October, Mr Trump openly praised Vladimir Putin, the Russian president's policy on Syria, calling it a "wonderful thing".

I was elected President to spread wealth, not poverty – Jonathan

Ex-President Goodluck Jonathan has, Monday, said that he was never elected as Nigeria’s president to spread poverty but to generate and spread wealth.

Jonathan who spoke at the Oxford Union, with the theme ‘Fostering Youth Entrepreneurship, and succeeding US Secretary of State who spoke at the same event in May this year, said that only being entrepreneurial can completely cure poverty and not having a job or working for someone. “I once said that I was not elected President of Nigeria to spread poverty; I was elected to generate and spread wealth.” “My belief in this regard is that getting a job or being a worker cannot completely cure the disease of poverty. It is only your own business that can provide such security and give you the financial freedom you need to prosper.” Dr. Jonathan, whose speech was streamed live, rhetorically queried his audience asking why some nations are rich and others remain poor.

”Why are some nations rich and some poor? Why do individuals that grow up in similar circumstances end up differently, with some as successes and others as failures?” “Is the wealth of nations a result of geography, weather, culture, destiny, etc.? What could a leader do to effectively lift a people out of the depths of poverty and enable them to achieve prosperity?” asked Jonathan. The former Nigerian leader talked about youth entrepreneurship programs his administration pioneered, saying that one of them, YouWIN, was a major plank of his job creation efforts. “The motivation for this program is for young people to go into SMEs, create jobs for other young people with the expectation that some would grow to large scale businesses” Dr. Jonathan said. He concluded his speech by giving a short brief of his achievements in the economic sphere, saying, “Under my watch, Nigeria was projected by CNN Money to be the third fastest growing economy in the world for the year 2015 and rated as the largest economy in Africa and the 23rd largest in the world by the World Bank and the IMF, with a GDP above half a Trillion US dollars.”

The speech was streamed live via Dr. Jonathan’s Facebook page and will be hosted on the Oxford Union’s site. Previous speakers at the Oxford Union include the late King of Pop, Michael Jackson, Bangladeshi Prime Minister Sheikh Hasina, author of 48 laws of power, Robert Greene, the Dalai Lama, former British prime ministers Winston Churchill, Edward Heath, Margaret Thatcher and John Major. Others were Mother Teresa and former US presidents Richard Nixon (November 1978), Jimmy Carter, Ronald Reagan, Bill Clinton.

Sai Baba Buhari = "Only Father Buhari"
Inyamari, sai Baba Buhari = "Igbo is saying, Only Father Buhari"
Yorbawa, sai Baba Buhari = "Yoruba is saying, Only Father Buhari"

But with the current Economic Policies restricting use of ATM cards abroad and Recession and what is happening, do you think these people will still sing the same song?

Politics / ‘I Will Never Change’, Fani-kayode Vows After EFCC Arrest (video) by bnanzip(m): 7:11am On Oct 22, 2016

The former Minister of Aviation, Mr. Femi Fani-Kayode, says he will not be intimidated by efforts to silence him after he was re-arrested by the Economic and Financial Crimes Commission (EFCC).

Mr. Fani-Kayode was arrested on Friday by operatives of the anti-graft agency, as he left the Federal High Court premises in Lagos.

Speaking to newsmen while being taken away, he said: “They will not take my life, I am not scared, I’m not intimidated (and) I will not be silenced.

“I am very proud of the fact that the Nigerian people are beginning to understand what is going on in this country.

“They can re-arrest me a thousand times, torture me, lock me up, beat me, deprive me of food and my phones; they can do anything to me, I will never change.”

Fani-Kayode’s arrest is connected to the latest 17-count charge of money laundering to the tune of N4.9 billion filed by the EFCC in Abuja against him.

The Federal High Court in Lagos on Wednesday fixed a new date for the trial of Mr. Fani-Kayode and Nenadi Usman, who were accused of money laundering by the EFCC.

EFCC Invites Fani-Kayode

On May 9, 2016, the former Aviation Minister, Mr Femi Fani-Kayode honoured the invitation of the Economic and Financial Crimes Commission (EFCC).

He arrived at the headquarters of the anti-graft agency in Abuja in a police convoy.

The EFCC operatives had laid a siege to Mr Fani-Kayode’s residence but later withdrew after almost six hours.

Officers of the EFCC had visited his Maitama home inviting him for questioning on May 9, only to return at midday with armed men, seeking his arrest.

Mr Fani-Kayode said he was surprised at the turn of events after he had promised to show up with his lawyer.

He was the Director of Publicity for former President Goodluck Jonathan and PDP’s campaign Organisation before the general election of 2015.

Mr Fani-Kayode Released

On July 15, 2016, Mr Fani-Kayode was released from EFCC custody after meeting his bail conditions.

He was released after over two months in detention.

The former Aviation Minister, shortly after his release told Channels Television, “I give thanks to God that I am free after 67 days in detention.

“This was the worst experience of my life but God was with me all the way. I suffered immeasurably but I count it all as joy.

“I am innocent of all charges and I look forward to defending myself vigorously in court. These charges are politically motivated and I have been severely punished for my political views and criticisms of the government.”

Mr Fani-Kayode was arrested by the anti-graft agency over alleged 1.5 billion Naira fraud and has been charged alongside a former Minister of Finance, Nenadi Usman; a firm, Joint Trust Dimensions Limited; and one Jimoh Yusuf.

The Federal High Court in Lagos granted bail in the sum of 250 million Naira each, to Mr Fani-Kayode, Nenadi Usman and Danjuma Yusuf who are being tried by the EFCC for allegedly stealing and laundering about 4.9 billion Naira.

Foreign Affairs / South Africa Announces Withdrawal From International Criminal Court by bnanzip(m): 7:24pm On Oct 21, 2016

South Africa has decided to withdraw from the International Criminal Court, after previously ignoring an ICC arrest warrant for Sudanese President Omar al-Bashir.

Reuters and The Associated Press both say they have seen a document, signed by South Africa's foreign minister, declaring the country's intent to withdraw. The AP reports that legislation to finalize the move has to pass South Africa's parliament, but notes that passage of such a bill is likely.

Just days ago, Burundi became the first country ever to withdraw from the ICC. The country's parliament overwhelmingly approved the proposal, and the president signed it into law on Tuesday.

That's two ground-breaking moves to depart from the war crimes court in just one week. The AP notes there are concerns that more African countries will opt to leave the court given longstanding objections to the ICC's focus on the continent — every person tried by the ICC has been African. (Other trials for war crimes and genocide have been carried out by ad hoc tribunals pulled together for a specific conflict, such as those created for Yugoslavia and Cambodia.)

"South Africa was an early supporter and advocate of the court and its withdrawal announcement marks probably the biggest setback yet for the ICC," NPR's Ofeibea Quist-Arcton reports. "Predictions say Kenya will likely be next."

Both Burundi and South Africa have objections to the court that extend beyond its regional focus. Earlier this year, the ICC launched an investigation into killings, sexual assault and torture in Burundi, humanitarian news agency IRIN reports. Burundian officials accused the court of being an "instrument" to destabilize low-income countries.

Sudanese President Flies Home After South African Court Orders His Arrest
South Africa's departure, meanwhile, is prompted by the country's objections to a warrant for the arrest of Bashir, who was indicted by the ICC in 2009 on charges of war crimes and genocide in Darfur.

The ICC cannot arrest individuals itself; it relies on countries who participate in the court to make arrests. And, the AP notes, it has no enforcement mechanisms to compel countries to carry out their legal obligations.

Last year, Bashir flew to South Africa for a summit. The South African government declined to arrest him, saying they had granted immunity to all heads of state at the summit.

A South African court ruled that the country was obligated to arrest Bashir, but he left the country without an arrest.

Explaining the country's withdrawal from the court, a South African minister says the government does not want to carry out ICC arrest warrants which amount to "regime change," the BBC reports.

The AP has some essential background on the history of the court, and the context for African objections to the tribunal:

"Many in the international community cheered when the treaty to create the ICC, the Rome Statute, was adopted in 1998 as a way to pursue some of the world's worst atrocities: genocide, war crimes and crimes against humanity. Not all countries signed on, and before this week's decisions by Burundi and South Africa, the treaty had 124 states parties. Notable countries that have not become states parties include the United States, China, Russia and India. Some countries are wary of The Hague, Netherlands-based court's powers, seeing it as potential interference. ...
"Only Africans have been charged in the six ICC cases that are ongoing or about to begin, though preliminary ICC investigations have been opened elsewhere in the world, in places like Colombia and Afghanistan. One case that caused considerable anger among African leaders was the ICC's pursuit of Kenyan President Uhuru Kenyatta for his alleged role in the deadly violence that erupted after his country's 2007 presidential election. The case later collapsed amid prosecution claims of interference with witnesses and non-cooperation by Kenyan authorities. The African Union has called for immunity from prosecution for heads of state, and Ugandan President Yoweri Museveni at his inauguration in May — with al-Bashir in attendance — declared the ICC to be 'useless.'"
