and powerful who have various connections in

that customers can get a USD dominated card to
do their dollar transactions. now how would
those in foreign countries get this card, probably
come back to Nigeria.

the responsible thing for the govt to do was to
give a time frame when the policy would kick off,
allowing people to get their USD cards, and get
prepared.
