The African arts scene is growing. There is definite potential. You will always find willing buyers in Western countries, the article made mention of a very high value collection that had been recently sold.
As an art fan, I thoroughly enjoy the beauty of it but do not know so much about the business side - that I am sure you are more than capable of putting your hands to.
There are many exhibits in Lagos you can attend. Go to all the exhibits, become a regular in that scene, build contacts... there are many individuals you can follow on social media to get you into that circle. These are the best ways I would personally use to enter such a business. All the best
