With good roads, constant electricity, safety and security, a united populace not bitterly divided by politics, and with an acceptable working system, Ivory Coast or Ghana for example will give you peace.

You can just take a bus right now and you're there tomorrow. If you can't make it to the West, African countries are equally good.
