Crime / Lagos Government Closes Down 24 Pharmacies For Illegal Operation by brownnikky16(f): 6:53am On Dec 09, 2019
The Lagos State Government says it has sealed 24 pharmacies and patent medicine stores in various parts of the state for illegal operation and operating beyond scope of pharmaceutical practice.

Akin Abayomi, the state Commissioner for Health, disclosed this in a statement issued on Sunday in Lagos.

Mr Abayomi said that the enforcement was part of the mandates of the Pharmaceutical Inspectorate Unit (PIU) of the ministry to end the ugly trend of unqualified personnel handling drugs.

He said that the affected pharmacies and patent medicine shops were sealed for operating without licence; engaging unqualified persons to man and dispense drugs to unsuspecting citizens and operating beyond scope through sale of unethical products.

Other offences, the commissioner said, included displaying and storing drugs in unconducive environments, thus which compromising the potency of the drugs and rendering them ineffective.

He further explained that some of the premises visited were engaging in illegal clinical practices, such as patient admission and setting of intravenous infusions, both of which, he said, were unacceptable.

Mr Abayomi said that government would continue to insist that the environment for the dispensation of medical care be suitable for the promotion and maintenance of good health for citizens.

He noted that the enforcement was coming on the heels of the war being waged against fake drugs and illegal drug shops.

Mr Abayomi said that the activities of the State Task Force on Fake Drugs would not only be sustained, but further intensified until operators in the sector adhered strictly to the provisions of the law on the operation of pharmacies and patent medicine shops.

He noted that only licensed patent medicine vendors were authorised to sell drugs in their original packs and in approved pack sizes, as produced by the manufacturing companies.

According to him, the law prohibits dispensing and wholesaling of drugs by patent medicine vendors and wholesalers operating outside their scope by selling drugs in retail.

Mr Abayomi said that government would not relent in its efforts at stopping the inherent dangers associated with the operations of unlicensed pharmaceutical outlets and drug shops.

the affected stores were situated at Abule Egba, Alagbado, Kola, Meiran, Ekoro and Oko-Oba, all in Ifako Ijaiye and Alimosho Local Government areas of Lagos respectively.

The enforcement was effected by the State Taskforce on Counterfeit, Fake Drugs and Unwholesome Processed Foods, in collaboration with the National Agency for Food and Drug Administration and Control (NAFDAC).

Others were Pharmacists’ Council of Nigeria (PCN), Pharmaceutical Society of Nigeria (PSN), Federal Taskforce on Fake Drugs and the police officers from Environmental and Special Offences Unit (Task Force) of the Lagos Police Command.

Celebrities / CAN Mourns Evangelist Reinhard Bonnke by brownnikky16(f): 4:14am On Dec 08, 2019
Prominent church leaders on Saturday paid glowing tributes to renowned German preacher, Evangelist Reinhard Bonnke, who died at 79.

Bonnke, the founder of Christ For All Nations (CFAN) organised many mass crusades across major cities in Nigeria for over 30 years.

His last crusade in Africa, which he claimed God specially instructed him to hold in Lagos, was in 2017 on the Lagos-Ibadan expressway.

National President of the Christian Association of Nigeria(CAN) Rev. Samson Ayokunle, in a statement by his Special Assistant on Media & Communications, Pastor Bayo Oladeji, described Bonnke as “one of the greatest generals of the gospel of eternal salvation through our Lord Jesus Christ on earth.”

“CAN and the entire Christian communities in Nigeria join the rest of Christians all over the world to mourn this fiery preacher and teacher of the Gospel and mentor to several evangelical leaders all around the world today.

“Reinhard Bonnke has reached Africa and countries of the world through his ministry called Christ For All Nations preaching the gospel of our Lord Jesus Christ through which millions of souls were saved into the Kingdom of God or received their healings,” the CAN president stated.

Crime / 117m Bribes Paid Yearly In Nigeria - National Bureau Of Statistics (NBS) & UN by brownnikky16(f): 1:21pm On Dec 07, 2019
National Bureau of Statistics (NBS) and the United Nations Office on Drugs and Crime (UNODC) yesterday, said that an estimated 117 million bribes are paid in Nigeria on a yearly basis.

Healthcare professionals, namely doctors, nurses and midwifes, and public utility officials are the two types of public officials with whom the largest share (31 per cent each) of Nigerians had at least one contact in the 12 months prior to the 2019 survey. Police officers came a close third, with 30 per cent. The 2019 corruption survey conducted by NBS and sponsored by UNODC shows a notable increase since 2016, from 52 to 63 per cent, in the overall proportion of Nigerians who had at least one contact with a public official in the 12 months prior to the survey.

This, the survey, said, can be seen as a positive sign for the provision of public services in Nigeria. Most encouragingly, the prevalence of bribery in relation to several types of public officials has decreased significantly since 2016, the report, said.

The greatest change is in relation to police officers, meaning that the share of people who paid a bribe to a police officer out of all those who had at least one contact with a police officer in the 12 months prior to the 2019 survey decreased from 46 to 33 per cent.

The prevalence of bribery in relation to prosecutors decreased from 33 to 23 per cent, judges/magistrates from 31 to 20 per cent, customs and immigration officers from 31 to 17 per cent and embassy/consulate officers from 16 to 8 per cent.

“The survey assesses the likelihood of citizens being approached for the payment of bribes as well as the frequency of such requests and actual payments. It provides insights into citizens’ attitudes towards corruption, their readiness to refuse requests for bribes and to report corruption incidents. It also provides data on bribery and nepotism in public sector recruitment as well as the phenomenon of vote buying.

“The survey found that out of all Nigerian citizens who had at least one contact with a public official in the 12 months prior to the 2019 survey, 30 per cent paid a bribe to, or were asked to pay a bribe by, a public official. This means that, although still relatively high, the prevalence of bribery in Nigeria has undergone a statistically significant decrease since 2016, when it stood at 32.3 per cent.

“Although a smaller percentage of Nigerians that had contact with public officials paid bribes, or were asked to pay bribes, in 2019 than in 2016, those who did pay bribes continued to do so quite frequently: in 2019, Nigerian bribe-payers paid an average of six bribes in the 12 months prior to the survey, or one bribe every two months, which is virtually the same as the average of 5.8 bribes paid per bribe-payer in 2019” the Outreach Communications Officer of UNODC, Mr Sylvester Atere, said.

In a remark, the Statistician General of the Federation and Chief Executive of National Bureau of Statistics, Dr Yemi Kale said that this second comprehensive survey on corruption in Nigeria provides the government and the people of Nigeria an opportunity to assess, not only the achievements that have been recorded in the process of tackling corruption, but also the framework for evaluating the impact of related progress. Also, the Country Representative of UNODC, Oliver Stolpe, observed that while the prevalence of administrative, mostly low-value bribery has decreased, the survey suggests that the government’s anti-corruption agenda is yet to affect this type of bribe-seeking behaviour more fundamentally.

“Consequently, greater efforts might be needed to eradicate small scale corruption which continues to have a profound effect on the lives of Nigerians” he said.

Stolpe further expressed his hope that the survey will make an important contribution in the fight against corruption in terms of further enhancing its effectiveness and benefits for the people of Nigeria. The Vice-President, Yemi Osinbajo, who was represented by the Solicitor General of the Federation, Mr Dayo Apata, stressed that to fight corruption more effectively, there is a need to improve understanding of its different manifestations as well as to develop evidence-based anti-corruption policies and measures. “Therefore, surveys like this one and other methodologies become imperative” he noted.

Politics / POS Stamp Duty: ‘You Are Rubbishing Cashless Policy’ – Women Group Tells FG by brownnikky16(f): 12:08pm On Dec 04, 2019
The Women’s Research and Documentation Centre (WORDOC), Institute of African Studies, University of Ibadan, declared that the introduction of N50 stamp duty on every transaction above N1,000 by the Federal Government is a way of rubbishing the cashless and financial inclusion policies of the government.

Coordinator of WORDOC, Dr. Sharon Omotoso, raised the alarm during a press briefing held at the University of Ibadan.

The Central Bank of Nigeria (CBN) and the Nigeria Interbank Settlement System (NIBSS), had in September 2019, issued a circular that stated that a statutory fee of N50 was added to every transaction over N1,000.

Omotoso, while reacting, insisted that the N50 stamp duty was making life difficult for women entrepreneurs and many people had returned to the use of cash that was earlier discouraged because of risks associated with its usage for business transactions.

She placed three demands before the Federal Government, which include: “review the N50 stamp duty to take effect only on transactions from N50,000.

“The Federal Government should withdraw the instruction with immediate effect, pending when the issue will be resolved. In the spirit of democracy. We seek government’s accountability and transparency on the hitherto deducted N50 stamp duty which would have accrued to millions since the policy took effect.

“Payment channel agents charge this stamp duty in every individual transaction.

In a recent survey of retail outlets, there are reports that POS machines in certain filling stations now have an upgrade that automatically charges N50 stamp duty, sometimes with the buyer oblivious to this.

“With this development, Nigerians are collectively decrying this stamp duty charge and many are shunning transaction via point of sale, choosing instead to withdraw bulk money from ATM posts. As people are inclined to carry cash now in defiance to the stamp duty, the prior successful cashless policy in Nigeria is gradually degenerating.

“This is added to the fact that arguably half of Nigeria’s population is unbanked. Along with this, PoS charges are triggering a move from grocery stores and supermarkets.”

A recent survey, according to Omotoso, revealed that the number of inactive terminals in Nigeria increased from 43,320 in January to 131,201 by October 2019.

“Nigeria is a low-income country with one of the highest entrepreneurship rates in the world. It also has one of the highest female entrepreneurship rates in the continent, in terms of their agencies and active business engagements.

“With this, however, comes a need to distinguish between high end and low-end female entrepreneurship. High-end entrepreneurship has a structure that conforms to the formal sector. Low-end entrepreneurship is squarely informal,” she said.
