been reading about this guy and his achievements in the old eastern region, it's sad nigeria doesn't have leaders like him anymore. Him, Awolowo, Balewa and Anthony Enahoro would have done wonders if they had worked together.

the regional system of government tends to always produce the best leaders, because nobody was thinking about tribe, you simply voted the best candidate from your region to represent you and those leaders had enough power in their region to get things done.....but when everything is in the center and everyone's focus is about which tribe controls what at the center, you're bound to have substandard leaders compared to the past.

A man's success doesn't really depend on where he is, it's just to spot the opportunities available there.....for example considering the increase in violence in the SE, there would be a need for PMC and security companies in that region to assist the govt or act as security for VIPs in the region, and there's lots of opportunities that would arise from such conflict. Adamawa also has it's own opportunities, same with Lagos.......I have a relative who does business in war torn congo and is making bastard money but folks here think he's crazy. It's all about seeking out opportunities.

But to answer your question; Lagos is an obvious choice considering the daily inflow of economic refugees who take night bus to the promise land. Haters of tinubu would tell you that Lagos success was because it was a former FCT...... forgetting the fact that Calabar was also a former FCT.....
