If u do not understand how government works, he does not delegate how many cars are in his convoy, money has been allocated for 10 cars, those ten cars will be fueled & maned, if u like use it, u like no use am, government civil servants will still allocate the money, because it has been budgeted for.

Presidency cannot even allocate land to him under the Land Use Act, na still this same Nyesom Wike that has the exclusive jurisdiction under Nigerian law.

Section 5 of The Land Use Act, it shall be lawful for the Governor, in this instance the FCT minister in respect of land, whether or not in an urban area:-

to grant statutory rights of occupancy to any person for all purposes; to grant easements appurtenant to statutory rights occupancy; to demand rental for any such land granted to any person.

to revise the said rental -
(i) at such intervals as may be specified in the certificate
of occupancy; or
(ii) where no intervals are specified in the certificate or
occupancy at any time during the term of the statutory
rights of occupancy;

to impose a penal rent for a breach of any covenant in a

So when someone claims that the FG to sanction Nyesom Wike on a land dispute, u can only but assume that such a person is speaking from a point of ignorance.
