Despite the harsh criticism of the planned establishment of Ruga settlements across the country, the Federal Government is set to commence the pilot phase of the project in Taraba, Adamawa, Plateau, Kaduna and seven other states, Saturday PUNCH’s investigations have confirmed.

It was learnt in Abuja on Friday that the execution of the project would start in 11 states including Sokoto, Nasarawa, Kogi, Katsina, Kebbi, Zamfara and Niger.


Documents seen by one of our correspondents at the Federal Ministry of Agriculture and Rural Development showed that all was set for the implementation of the initiative.

According to senior officials of the ministry, the Federal Government is determined to go ahead with the project, notwithstanding the public outcry, particularly in the South.

“The pilot states for its implementation are Sokoto, Adamawa, Nasarawa, Kaduna, Kogi, Taraba, Katsina, Plateau, Kebbi, Zamfara and Niger. They are actually 11 in number and the governors of these states are coming to the ministry to learn how the Ruga settlements will be implemented,” a senior official at the FMARD, who spoke on condition of anonymity, said.


The source added, “These are the states that have fully shown their interest. But unfortunately, people are talking about this as if the Federal Government is planning to grab land in the states. That’s not true. The plan is mainly for these states that are ready and the Federal Government had a discussion with the governors concerned.

“Some of the governors came here and they promised to provide land because they have seen the benefits they will derive from the initiative. It is not that the Federal Government wants to invade the states, no!”



When asked whether the government would go ahead with the initiative despite its rejection by many other states, the official replied, “Why not? Of course, the government will go ahead with the programme, particularly in states that are willing to have it. For states that are not interested, no problem.”

On Tuesday, the Permanent Secretary, FMARD, Mohammed Umar, said aside from the states where the pilot phase of the programme would start, many other states had expressed their interest in the scheme.


The project is said to be part of the solution to the incessant clashes between farmers and herders.

Umar had said, “The Ruga settlement will attract a lot of investment to Nigeria and it is our belief that in the next five years, each Ruga settlement will provide nothing less than 2,000 employment opportunities. We are collaborating with the cattle breeders associations in Nigeria.”

On May 21, 2019, the immediate past Minister of Agriculture and Rural Development, Chief Audu Ogbeh, had announced that Buhari approved the Ruga settlement initiative earlier in the same month.

Osinbajo, Miyetti Allah differ on Ruga settlement project execution

Meanwhile, the Office of the Vice-President and Miyetti Allah Cattle Breeders Association of Nigeria on Friday disagreed over the implementation of the controversial Ruga settlement initiative.

While MACBAN’s General Secretary, Baba Ngelzarma, claimed on Sunrise Daily, a programme on Channels Television, on Friday that Vice-President Yemi Osinbajo’s office was helping Fulani herdsmen to create Ruga settlements across the country, Laolu Akande, media aide to Osinbajo, denied the claim.



Ngelzerma had told Channels Television that the Ruga settlement model was a component part of the livestock development and transformation plan being implemented under the Office of the Vice-President.

He said, “All must agree with me that the crisis we are facing today has become a multi-dimensional one. So, the approach must also be holistic. It was the desire of the Federal Government to take a holistic approach that gave birth to the Ruga settlement model and it is not only Fulani who are herders.



“In Southern Kaduna, there are natives who are also herders. Even in Plateau, there are groups that are herders. It was intended for the herders as part of the effort by the government to come up with an economic model of resolving this crisis.

“This is an integrated settlement that will bring about the production of pasture grasses, water, schools, markets, meat and milk processing, and where it can create a sub-sector of the economy. This is something that if done properly, will create a lot of jobs.”



When asked if it was right for the government to spend taxpayers’ money on what would benefit herders alone, Ngelzerma argued that crop farmers had similarly benefitted in the past.

However, in a swift reaction, the Office of the Vice-President denied being in charge of the implementation of the Ruga settlement initiative.

The Senior Special Assistant to the Vice-President on Media and Publicity, Mr Laolu Akande, said in a tweet on Friday that the programme being handled by Osinbajo was different from the one being referred to by Miyetti Allah.

This thread is meant to serve as a reminder to those, mainly of your ilk, who may wish to use this social space as a launchpad for their destructive secessionist agenda. The owner has clearly said he will no longer allow such. He loves you all.

As a postscript, your last point (bolded) is a classic in oxymorons: that somehow numerous threads calling for the breakup and destruction of the Nigerian project does not "fan the long dead embers of discord", but instead one which admonishes us to eschew divisive agitations does? The fact that this thread has been pinned to the mast head of the politics section of Nairaland for years is quite telling.
What danger do the so called "secessionists" pose both to this forum and to the society at large?
Vain speeches?
Sit at home protests?


It is obvious to all that there is carnage in certain parts of the nation, with bloodshed and violence a daily occurrence for years now.
Yet it is interesting to see no pinned thread speaking out in protest of the wanton killings.
Can unity, peace and progress be attained under a cloud of ruthlessness?


Keeping this thread alive amounts to chasing rats whilst the roof of the barn is being burnt down. If there truly was no ill will exhibited in this forum, why can there not be a thread instead of hanging unto a band of "secessionists", rather, upholding the beauty in the unity and diversity of this great nation?


It would seem that the aim of this thread is to fan the long dead embers of discord instead of uniting a people most in need of unity and peace.

A former governor of Abia state, Orji Uzor Kalu has made a rather startling revelation on Camera, admitting that when he was a member of the former ruling party, they 'used' to kill people during periods of crisis.

He admitted that while he was a member of PDP, he was aware that politicians eliminated their rivals and other

Kalu who was governor from 1999 to 2007, defected to APC in November 2016. He disclosed this while

The next general election is in 8 months time - February 2019. As expected, a good number of Nigerians like myself are concerned about the performance of the current administration headed by President Muhammadu Buhari.

It is safe to say that we have experienced 'changes' under this administration as they promised - both positive and negative. But, to be honest, we haven't seen much positives yet.

However, you can't deny the fact that the previous administration of Goodluck Jonathan set the pace for some of the unpleasant experiences Nigeria has had in the last 3 years. The level of impunity it condoned was enough to wreck the economy of any nation in the world.

The reason for this post is not to give Buhari a pass mark (I am a strong critic of his administration by the way). But as someone who is an avid follower of Nigerian politics, and someone who has a strong interest in the advancement of this nation regardless of whoever is in power, I won't fail to appreciate The good deeds when I see them.

President Buhari inherited an economy which was literally on 'life support'. Yes, he made a few mistakes which hurt the economy further; one of which was the late appointment of ministers. But, within these 3 years, he has been able to stabilize an ailing economy with the little resources he was left with.

On the 1st of June 2018, Vanguard newspapers released a fact sheet outlining the policy and programme achievements of the Buhari Administration since it assumed office three years ago. This fact sheet highlights the successes in the economy, security, and the fight against corruption.

Below is a breakdown of the achievements of Buhari's administration so far in just 3 years.


- Nigeria’s economy is back on the path of growth, after the recession of 2016-17 (1.95 percent growth in Q1 2018).

- The Buhari Administration’s priority Sectors of Agriculture and Solid Minerals maintained consistent growth throughout the recession.

- Inflation has fallen for the fifteenth (15th) consecutive month, from 18.7 percent in January 2017 to 12.5 percent as of April 2018.

- External Reserves of US$47.5 billion are the highest in 5 years and double the size as of October 2016.

- Total exports in 2017 were 59.47% higher than for 2016.

- The 1st quarter of 2018 saw the 4th consecutive quarterly increase in capital importation since Q2 2017. The total value of capital imported in the quarter stood at US$6.3 billion, which is a year-on-year increase of 594.03%, and a 17.11% growth over the figure in the previous quarter.

- The new FX Window introduced by the CBN in April 2017, now sees an average of US$1 billion in weekly turn-over and has attracted about US$25 billion in inflows in its first year (and a total turnover of $47.14 billion) – signaling rising investor confidence in Nigeria.

- Nigeria’s Stock Market ended 2017 as one of the best-performing in the world, with returns in excess of 40 percent.

- Five (5) million new taxpayers added to the Tax Base since 2016, as part of efforts to diversify Government revenues.

- Tax Revenue increased to N1.17 Trillion in Q1 2018, a 51% increase on the Q1 2017 figure.

- N2.7 Trillion spent on Infrastructure in 2016 and 2017 fiscal years, an unprecedented allocation in Nigeria’s recent history.

- Fourteen (14) moribund Blending Plants revitalized so far under the Presidential Fertilizer Initiative (PFI); with a total capacity of 2.3 million MT of NPK fertilizer.

- In May 2018, the Federal Government launched the Presidential Infrastructure Development Fund (PIDF), under the management of the Nigerian Sovereign Investment Authority. The PIDF is kicking off with seed funding of US$1.3 billion.

- Nigeria Sovereign Investment Authority (NSIA) in March 2018 invested US$10m to establish a world-class Cancer Treatment Centre at the Lagos University Teaching Hospital (LUTH), and US$5m each in the Aminu Kano University Teaching Hospital and the Federal Medical Centre, Umuahia, to establish modern Diagnostic Centres. These Centres should be completed before the end of 2018.

- The Buhari Administration issued N100 billion Sukuk Bond in 2017, Nigeria’s first sovereign Sukuk Bond. Proceeds from that Bond are funding 25 major road projects across the six geopolitical zones of Nigeria.

- Nigeria’s economy is back on the path of growth, after the recession of 2016-17 (1.95 percent growth in Q1 2018).

- The Buhari Administration’s priority Sectors of Agriculture and Solid Minerals maintained consistent growth throughout the recession.


When you look at these achievements critically, you will understand that a foundation has been set for a better Nigeria.

At this point in time, what Nigeria needs is consistency.

President Buhari may not be the best ever president we have had in our history but for the fact that he has been able to significantly turn around our economy for good in just 3 years, as his worst critic, I have no choice but to give him his due accolades.








My joy is that the four years of allowing APC run Nigeria is almost at an end and Nigerians can confirm if
1) Nigeria is indeed in a better state than before APC took over
2) Corruption has been fought and in what capacity
3) The quality of life of the average Nigerian has improved.

A clergyman of the Evangelical Church of West Africa, Reverend Zakariya, has been killed by attackers suspected to be herdsmen in Nasarawa State.

Three of the killed pastor’s children are said to be in the university.

Zakariya was murdered on Thursday on his farm by yet-to-be-identified assailants in Obi Local Government Area of the state.

According to a Twitter user, @uncanny_sam, who announced the death of the clergyman, Zakariya will be buried on Tuesday.

“My late uncle, Rev. Zakariya was killed Thursday by herdsmen in Obi LGA of Nasarawa State. They attacked him on his farm, cut off his arms and legs; then they chopped his head with machete. I received a call on Thursday evening that my uncle, a pastor with ECWA was killed by Fulani herdsmen.”

The nephew of the murdered pastor in a series of tweets called on the Federal Government and Nasarawa State Governor, Tanko Al-Makura, to find the killers of his uncle.

“All I want is justice to be done. Nasarawa State and the Federal Government must find the killers of my uncle. Whoever is close to Governor Al-Makura of Nasarawa State should please inform him that we demand the perpetrators should be brought to book.

“We have become preys that are hunted by marauding beasts in our land. I will keep shouting till justice is done. For how long will we suffer? He has left a very young family; three of his children are currently in the university. No one is saying anything about the clandestine killings by Fulani herdsmen happening almost every day,” he said.

Late Zakariya’s nephew lamented that relevant security agencies were not doing enough to protect innocent citizens from violent attacks by suspected herdsmen.

“No one is saying anything about it, clandestine killing by Fulani herdsmen happens almost every day. Does a life of a Nigerian mean anything to our government? If yes, then Rev. Zakariya deserves justice. Why are we so insecure in our land? When will we be free from the shackles of insecurity?

“The death of Rev. Zakariya must not be in vain. This barbaric and despicable act must stop. I plead with everyone that has re-tweeted and quoted my tweets to please help me demand for justice for Zakariya; his death must not be in vain. Isn’t life sacrosanct anymore?” he stated.

The nephew stated that herdsmen in the state usually kill people for no reason, adding that killing has become a hobby for herdsmen in the state.

“The biggest question is: who will defend us from these marauding beasts? This carnage must be stopped. Your government (Al-Makura) vows to secure our land but we have never been this insecure. Security is one of your cardinal objectives but the security in our land today is unprecedented,” Zakariya’s nephew said on Twitter.

Was she rescued? Was she simply found? Whatever the case, Amina Ali Nkeki, one of the 219 Chibok school girls, is no longer in the terrorists’ den; she has since been ‘recovered’. But, while she is not with her parents, Nkeki is also not with #BringBackOurGirls, a group of individuals who have been advocating the release of the girls and who should know better.

She is also not with her ‘Boko Haram husband,’ from whom she was ‘recovered’. Her whereabouts have remained largely unknown. Her Chibok community are at a loss as to her present location and state of being. Amina reappeared on May 18, 2016, a little more than two years after she and 218 others were snatched from their Government Secondary School, Chibok dormitory by Boko Haram terrorists. If her ‘rescue’ gave so much hope for the rescue of others, subsequent events have only revealed the ‘bureaucratic bottlenecks on the part of government.


At its 785 special sit-out on Wednesday, June 23, which coincided with the 800th day of the abduction, the #BringBackOurGirls movement raised several issues that should provoke the administration into taking concrete and reassuring steps towards the rescue of the girls and all other persons abducted by the criminals. Rescued Chibok girl, Amina Ali President Muhammadu Buhari had stated in his inaugural address: “We cannot claim to have defeated Boko Haram without rescuing the Chibok girls and all other innocent persons held hostage by insurgents. This government will do all it can to rescue them alive.” With the manner Jonathan administration had been castigated for allegedly paying lip-service to the rescue of the girls, one had anxiously looked forward to a reversal of fortunes as soon as the Buhari regime came on stream. However, this is not to say that there has been no considerable gain in the current onslaught against insurgency in the country.


For the most, Boko Haram terrorists have been forced into a retreat, albeit, with a significant number of their hostages. In the face of the deadlock, some #BBOG activists now in government have suddenly become defensive of the administration’s difficult situations. Indeed, in the face of the strident calls on the administration to raise its game, a number of them have accused the BBOG group of aiming to discredit the Buhari administration. Co-leader of the group, Dr Oby Ezekwesili, said as much when she declared that the BBOG is administration-blind. “It is unfortunate that there are those who continue to mock our Chibok girls. And when you see them, you would know them. Many of them started with us but now feel that we have to keep quiet because there is a new administration. What are we demanding? Bring back our girls. Our aspiration is administration-blind and we shall not be cowed into silence”, she said.


The posers raised by #BBOG are worth revisiting. What is the status of Amina Ali Nkeki? At the reception held for her and her family by Buhari, the President had further committed himself to rehabilitating the girl, now a young woman. “Although we cannot do anything to reverse the horrors of her past, the federal government can and will do everything possible to ensure that the rest of her life takes a completely different course” . Those were the soothing words of Mr President which the BBOG said had “set the standard of expectation for the rehabilitation, resettlement and reintegration of not only Amina Ali but her peers and other abducted citizens once they are rescued from terrorists.” Over a month later, the whereabouts of Nkeki are not known or is her family involved in her restoration process.



Meanwhile, the #BBOG is asking the Federal Government to respond to the dissatisfaction expressed by the Chibok community on the lack of access of their leaders to their daughter since she was rescued. The movement is also demanding that the government shares with Nigerians specific programmes for Nkeki, her baby and mother. “Can the Federal Government transparently share with the public the programme of recovery being implemented for Amina Ali? The Federal Government has a duty to do so.



The promise of the President that she will receive the best medical, psychological and all such care necessary for her wholesome restoration was very reassuring. We however assert that one month after the promises were made, it is proper that the Federal Government should share what specific programme is on-going for Ms. Ali, her child and her mother’s wellbeing. Extremely important to us are what plans have been made for her eventual return to complete her education”, #BBOG demanded. Debriefing Nkeki and Hayyatu When the group met with Buhari, last year, he had said there was no credible intelligence in his possession regarding the location of the abducted girls. However, many analysts continue to wonder as to what intelligence could be more credible than having Nkeki and the father of her child, Mohammed Hayyatu, around.


Chairperson of the #BBOG Strategic Team, Aisha Yesufu, and Ezekwesili are now asking the Federal Government to confirm to the public that a thorough intelligence debriefing was conducted with Nkeki and Hayyatu who was in her company during her rescue. Equally of more concern is the status of Hayyatu. Where is he and does the Federal Government plan to prosecute him? Since the military has told Nigerians that Hayyatu is believed to be one of the Boko Haram commanders, the next thing would be to apply the law rather than give in to sentiments or emotions.


It is feared in some circles that Nkeki is perhaps suffering from ‘Stockholm Syndrome’ and would only want to spend her life with her alleged captor and father of her daughter. That does not however exonerate Hayyatu, who the #BBOG said must be prosecuted for the alleged abduction and rape that resulted in Nkeki’s pregnancy and child-bearing.
