The Nasarawa State Government on Monday expressed shock and sadness over a gas explosion in Lafia in which two persons have been confirmed dead and 37 others injured.

The Deputy Governor, Mr Silas Agara, said during on-the-spot assessment visit to the scene of the incident that the government would take the necessary steps to unravel the cause of the accident..

Agara, accompanied by the Commissioner of Police, Yahaya Bello, and Chairman, Lafia Local Government, Malam Aminu Muazu, described the explosion which occurred at Monaco Gas plant within the premises of Natson Filling station on Jos Road, Lafia, as most unfortunate.

He expressed his condolences and sympathy to the victims on behalf of Gov. Umaru Al-Makur and assured the people of government’s readiness to respond to the emergency and ensure a thorough investigation of the incident.

Agara applauded the security and emergency response teams for their quick intervention and advised the public to stay away from the scene to allow relevant agencies carry out their investigation into the matter.

He and his entourage later visited the 37 victims with various degrees of injuries at the Dalhatu Araf Specialist Hospital, Lafia.

On the casualty figure, Mrs Faustina Alegbe, the Federal Road Safety Corps (FRSC) Sector Commander in the State, told NAN that two persons died while 37 people were injured.

“So far, 37 people are receiving treatment in the hospital but two have been confirmed dead by the doctors.

“Tomorrow, we will go back to the hospital to do an update. But I can tell you that I was in the hospital myself to do a physical count and as at now, 37 are receiving treatment with two dead,” she said.

The Federal Ministry of Finance on Tuesday provided some clarifications on the Paris Club Refund approved for the 36 States of the Federation. It submitted thus:

2. It will be recalled that the issue of Paris Club loan over-deduction had been a long standing dispute between the Federal Government and the State Governments which dated back to the period of 1995 to 2002. In response to the dispute, President Muhammadu Buhari directed that the claims of over-deduction should be formally and individually reconciled by the Debt Management Office (DMO). This reconciliation commenced in November 2016.

3. As an interim measure to alleviate the financial challenges of the States during the 2016 recession, the President had approved that fifty percent (50%) of the amounts claimed by States be paid to enable the States clear salary and pension arrears. This was released between 1st December, 2016 and 29th September, 2017. This refund was part of the Government’s fiscal stimulus to ensure the financial health of Sub-National Governments.

4. The DMO led the reconciliation process under the supervision of the Federal Ministry of Finance. The final approval of US$2.689 billion is subject to the following conditions:

(i) Salary and staff related arrears must be paid as a priority;

(ii) Commitment to the commencement of the repayment of Budget Support Loans granted in 2016, to be made by all States;

(iii) Clearing of amounts due to the Presidential Fertiliser Initiative,

(iv) Commitment to clear matching grants from the Universal Basic Education Commission (UBEC) where some States have available funds which could be used to improve primary education and learning outcomes.

5. The payment of the approved amount is to be made in phased tranches to the States.

The Lagos State Commissioner for Housing, Prince Gbolahan Lawal has alerted the public against the use of asbestos as ceiling in homes, saying it could cause cancer.

“Few years ago, Lagos State Government stopped the use of asbestos for ceiling because of its carcinogenic effect; we now use PVCs (plastic) in our estates and buildings.

“Asbestos ceilings are carcinogenic, it causes cancer and if you have it in your house you should try and change it,’’ he told the News Agency of Nigeria (NAN) on Sunday in Lagos.

Lawal called for mass enlightenment on the use of asbestos in public and private buildings.

NAN reports that the International Agency for Research on Cancer (IARC), an intergovernmental agency and a part of the World Health Organization with its headquarters in Lyon, France, classifies asbestos as “carcinogenic to humans,’’ based on its ability to cause mesothelioma and cancers of the lung, larynx (voice box) and ovaries.

Lawal said the state government was exploring other alternatives and innovations that would allow for the use of cheaper available local raw materials to bring down the cost of houses.

On the Green Building Initiative, the commissioner disclosed that the state was partnering with Echostone, an international eco-friendly construction firm, to develop its affordable homes initiative.

He explained that the method ensured that a 40 per cent of carbon footprints were reduced in line with global climatic change initiatives.

According to Lawal, the partnership also ensured adoption of the Excellence in Design for Greater Efficiencies (EDGE) programme that helps developers reduce their buildings’ energy and water consumption by 20 per cent while lowering greenhouse gas emissions.

The commissioner added that the state had also adopted eco-friendly water and sewage management system to improve the health and quality of lives of residents.

Lawal said carbon emissions would be reduced if building designs are targeted at proper ventilation and illumination as well as green areas for houses.

This, he noted, would reduce the use of generators and reliance on electricity to illuminate such houses during the day or hot weather.

“Gov. Akinwunmi Ambode’s administration is also in partnership with a German government institute (GZI) as well as the Federal Ministry of Power, Works and Housing on how to reduce water and energy consumption in our estates to achieve energy efficiency in the buildings.

“We are collaborating with all the regulatory agencies on green building because it is cheaper and it help to create more jobs,’’ he said.

The Police Command in Adamawa has expressed concern over frequent disappearance of children in the state and urged parents to be more vigilant.

The command in a statement issued on Saturday in Yola by its spokesman, DSP Habibu Musa said parents monitor the movement of their children and those they related with.

The statement described the situation as “worrisome and disturbing,” but said it has deployed its personnel to track and apprehend the perpetrators.

” The Command, therefore, advise parents to be security conscious and be watchful of the movement of their children and whom they relate with.

Chief Owolabi Salis has emerged the governorship candidate of the Alliance for Democracy (AD) for the 2019 elections in Lagos.

The News Agency of Nigeria (NAN) reports that Salis emerged by consensus through a voice vote at the party’s primaries in Lagos on Friday .

Salis, a Chartered Accountant, had in 2003 and 2007 aspired for governorship on the platform of the Peoples Democratic Party (PDP).

NAN reports that candidates for seats of the state House of Assembly, House of Representatives and Senate also emerged through consensus at the party’s primaries.

The process of selecting the candidates by the party’s delegates was monitored by officials of the Independent National Electoral Commission (INEC), led by Mr Ugwuegbu Titus.

The Chairman of the party in the state, Mr Kola Ajayi, commended members for their orderly conduct.

He said that the peaceful primaries showed AD was a true democratic party.

Ajayi praised the sportsmanship displayed by all members, especially those who sacrificed their ambitions for consensus candidates to emerge.

He urged members to continue to show loyalty and dedication to the party, as that was needed to realise its goals in the state.

“I commend you all for the way you have conducted yourselves so far, and I commend the sacrifice made by some of our candidates who had to give way for others to emerge.

“This is an important step for our party to provide an alternative to the present government in the state.

“To provide the kind of leadership that would take care of the needs of the people and take the state to the next level.

“I want you all to do your best to ensure that the AD wins in the election so that we can provide the impactful governance that will uplift the generality of the masses,” he said.

Ajayi said the AD had formed an alliance — Star Alliance — with some parties in the state.

He said the alliance was putting everything in place to present a credible consensus candidate to defeat the All Progressives Congress in the state.

The chairman described Salis as a distinguished indigene of Lagos who had the credentials to move the state forward.

Speaking, Salis thanked delegates for electing him as the party’s governorship candidate.

He said the election reflected the confidence they had in him.

The candidate said he had taken the challenge to contest in order to provide better leadership in the state.

He urged residents to believe and trust in his aspiration to make the state better.

The Not-Too-Young-To-Run Movement has appealed to the All Progreasives Congress (APC) to reduce the cost of its nomination forms to enable youths participate in 2019 elections.

One of the Conveners of the Movement, Mr Samson Itodo, made the call at the Public Dialogue with Political Parties on Youth Candidacy and Party Primaries, it organised in Abuja on Thursday.

Itodo said that though the Not-Too-Young-To-Run law had been made, young people were still contending with challenges in political parties.

“One major challenge is the cost of nomination forms; many young people have fallen victims of the autocratic and undemocratic nature of political parties across the country.

“Today, we have got young people who, inspired by the Not-Too-Young-To-Run agitation, are unable to purchase forms because they are not products or stakeholders of the contentious primaries being held.

“Today, most of the young people want to run for offices but the cost of nomination forms is too high; so, we will keep engaging political parties to reduce cost of nomination forms for youths, especially the APC.

“We want to believe the party is truly a people’s party because if it is, then the onus is actually on them to reduce the cost of forms.”

Itodo said that the APC had already accepted and adopted one of the movement’s recommendations, which was direct primary.

He said that there was need to take a further step to reduce the cost of its nomination form so that youths, women and persons with disabilities could afford it.

He lauded the party for signing the bill according to News Agency of Nigeria, NAN.

Itodo, however, said that APC needed to act “so it won’t be a double-standard party because they won’t celebrate passage of the bill and take the opportunity away from youths through high cost of forms.

“It is important the party reduces its nomination form cost because this has the potential of breeding corruption.

“When people pay high for forms, when they get into office, their first preoccupation is how they will recoup this money.” he said.
Itodo said that the movement believed that reducing the cost of its nomination forms was one of the steps that APC needed to take to tell Nigerians that it was a youth-friendly party.

He reiterated that the movement remained a non-partisan group and would not endorse any candidate.

He, however, said that the movement, with its Ready-to-Run project, would locate competent youths who were interested in running for elective office.

He said the movement would inspire them, support them and link competent youths who were running for elective offices.

Ms Cynthia Mbamalu, one of the conveners, said that the group would not relent in supporting youth candidacy.

Mbamalu said that the aim of the dialogue was to advocate for political parties to deliberately enhance and support youth candidacy.

She said the movement was tracking the commitment of political parties to the dialogue and would follow it up.

She added that aspiring youths seeking to contest in 2019 and advised them to link up with the movement.

Mbamalu said that the group would meet with all the political parties to push for the promotion of youth inclusiveness.

A fake Economic and Financial Crimes Commission (EFCC) official who identified himself as Simon Bolki, has been arrested on Tuesday in Adamawa House of Assembly while attempting to dupe the Majority Leader, Mr Hassan Barguma.

Barguma told the News Agency of Nigeria (NAN) that the suspect approached him in his office with a fake EFCC identity card claiming to be from the Intelligence Unit of the commission.

“When I called the name of my brother working with the EFCC in Abuja and other names of EFCC officials I know, he said he didn’t know them.

“I then called my brother in EFCC and linked them together while placing the phone on speaker,” he said.

Barguma said during the chat between his brother and the suspect, the suspect could not provide convincing answers.

“My brother then pronounced him as an impostor and from there he started pleading with me.
“He said he was a university graduate and that it was lack of job that pushed him into the act.

“I had to intervene to prevent people from lynching him while we awaited the arrival of police who took him to the state CID,” he said.

Also speaking on the incident, the Information Officer of the assembly, Mr Mohammed Daji, said that the suspect was first sighted on Monday in the premises of the assembly trying to approach lawmakers.

“One of the lawmakers even gave him appointment for Tuesday,” Daji said.

The Acting Public Relations Officer of the Police Command in Adamawa, DSP Habibu Musa, confirmed the incident.

“We have so far arrested two suspects and investigation is ongoing,” Musa said.

A large members of the Peoples Democratic Party (PDP) in Kaiama Local Government Area of Kwara on Friday turned out en mass for a solidarity rally for Senate President Bukola Saraki.

The party members marched through all the streets in Kaiama, the Headquarters of the local council.

The News Agency of Nigeria (NAN) reports that the rally came up a day after Saraki declared his intention to contest 2019 presidential election on the platform of PDP.

All political office holders from the area at both the state and local government levels participated in the rally that lasted for hours.

Mallam Abubakar Abdullahi-Bata, the Chairman of Kaiama Local Government Council said that the rally was staged to express the support of the people of the area to the leadership of Saraki.

According to him, the large turnout has corrected an insinuation that PDP is dead in the community.

“The people of Kaiama are for Saraki because we believe in his leadership.

“We are ready to follow him to any party he wishes to lead us to because we have benefited immensely from him,” he said.

He expressed confidence in the ability of the Senate President to govern Nigeria well and deliver the dividends of democracy to the people.

Dr Aminat Ahmed, the state Commissioner for Culture and Tourism, who also took part in the rally, said it was organised to correct the misconception that the people of Kaiama had rejected the leadership of Saraki.

She assured PDP of victory in Kaiama in the forthcoming 2019 general elections.

Mallam Ahmed Ibn-Mohammed, who is representing Kaiama/Kenmaji/Wajibe constituency, noted that Saraki’s belief in the youth was what endeared him into the minds of the people of the area.

“For giving a youth like me an opportunity to represent my people at the state Assembly is a manifestation of his visionary leadership and belief in the youth”, he said.

Former President Goodluck Jonathan has assured aspirants to elective positions in 2019 general elections of level-playing ground in the primaries to be conducted by the Peoples Democratic Party (PDP).

He gave the assurance while receiving former Governor of Sokoto state, Alhaji Atihiru Bafarawa, on Friday in his office in Yenagoa.

Jonathan said that with a free and fair primary election, any aspirants that lost would not be aggrieved but would support others for the progress of the party.

He said that Bafarawa was one of the aspirants he trusted, because of what he had done in Sokoto state as governor.

“As leaders, we must plan for our grandchildren; we don’t have to plan for ourselves, but for the society to grow.

“When you plan for your grandchildren, you do things properly; you will not be in a hurry and the society will grow.

“The more people are interested, the better for the party. If you have only two aspirants in a political party, it is not too good for democracy,” the former president said.

Earlier, Bafarawa, a presidential aspirant in the 2019 election under PDP, had said that Jonathan was instrumental to his becoming a member of PDP in 2014.

He said that he was in Yenagoa on a consultation visit to the former president, to seek his advice and support, as a democrat.

“Jonathan is a real democrat who showed leadership by example of accepting defeat in order to ensure the unity and survival of democracy in the country.

“Jonathan was instrumental to my joining the PDP because of respect and trust.

“I did not join politics for the sake of money or personal interest. If I lose at the primaries, I will not leave the party, but work with whoever emerges as winner, for the sake of the party,” he said.

The Ebonyi Government on Tuesday sealed the Dipro Filling Station at Ezzamgbo for allegedly dispensing adulterated kerosene to consumers in the area.

The News Agency of Nigeria (NAN) reports that a resident of the area, Mrs Christiana Ibili, 34, reportedly purchased the commodity, which allegedly caused an explosion in a public residence on Aug. 24.

The explosion, which killed two children in the building, allegedly occurred when one of the tenants attempted to light up their lantern after pouring the kerosene into it.

The inferno from the explosion reportedly engulfed the entire house, leaving five-year-old Joy Ituma and six-year-old Joshua Onwe dead.

The inferno also left Ibili and another tenant, 18-year-old Uchenna Ituma, with severe burns, while the building was razed.

Speaking on the incident, Mr Bassey Chima, the Special Assistant to Gov. David Umahi on Petroleum and Oil, said that the station was sealed to enable the government to carryout proper investigation into the incident.

“We want to analyse the commodity to ascertain whether it was adulterated as widely suspected.

“We also want to ascertain its source of procurement and whether other petrol stations procured from the same source in order to avert a recurrence,” he said.

Chima promised that the government would get to the root of the matter and warned the public to cease from patronising the station henceforth until further notice.

The Ebonyi Police Command Public Relations Officer, ASP. Loveth Odah said that the command had written to the Nigerian National Petroleum Corporation for expert sample analyses of the commodity.

Odah said that the director of the petrol station was on the run and that police were making frantic efforts to arrest him.

“The station’s manager, Mr Emmanuel Ominyi, and an attendant, identified simply as Anayo, are in our custody and assisting us with useful information.

“The petrol station’s manager curiously claimed not to know the director’s name and both he and the attendant claimed that the director solely handles the procurement of petroleum products,” she said.

Odah said that police were still guarding the petrol station to prevent angry youths of the area from destroying it.

“This measure is to prevent further loss of lives and property. We appeal to people of the area not to take the law into their hand,” she said.

She said that the command had commenced full investigation into the incident.

Dr Emeka Ogah, the Chief Medical Director of the Federal Teaching Hospital, Abakaliki, confirmed the death of the children.

Ogah also said that one of the survivors was still on admission in the hospital.

He said that the victim was responding to treatment but regretted that the hospital was in dire need of funds to be able to discharge its functions.

“It appears that the victim’s relatives abandoned him, so we appeal to the government, well-meaning individuals and organisations to come to his rescue,” he said.

The Federal Government on Tuesday, denied that there were plans to sell the Nigerian Liquefied Natural Gas Limited (NLNG).

Minister of State for Petroleum Resources, Dr Ibe Kachikwu, debunked the allegation during an investigative hearing by House of Representatives Committee on Gas Resources and Allied Matters in Abuja.

Kachikwu, who was represented by Director, Gas Resources in the ministry, said that they were not aware of any plans to sell NLNG by the Federal Government.

The News Agency of Nigeria (NAN) reports that the documents submitted by the ministry and Nigerian National Petroleum Corporation (NNPC) on the issue, though harmonized, were not accepted by the committee because of identified issues.

The committee discovered irregularities in the documents as presented by NNPC’s Chief Operating Officer (Upstream), Mr Bello Rabiu, who represented the Group Managing Director (GMD), Baru Maikanti.

The committee also pointed out that the documents were not authenticated as they were unsigned.

This was in spite of the explanation by representative of the GMD that the documents may be different but that the figures were the same.

Also, the lawmakers queried NNPC and the Petroleum Ministry over some increases in the upgrade contract of OML 58 and the execution of the Northern Option pipeline.

NNPC was said to have entered into a Joint Venture with Total Exploration and Production Nigeria Limited (TEPNG), with a Modified Carry Agreement.

The agreement entailed the award of contract to TEPNG to execute the OML 58 Upgrade 1 in 2008, Obite-Ubeta-Rumuji pipeline in 2010, and the Northern Option Pipeline in 2011.

But, Rabiu defended NNPC, telling the lawmakers that no money had been paid on the variations.

Chairman of the committee, Rep. Fred Agbedi, said though the Parliament made the laws, it did not say that the contractor should be “employed as a learning curve,” adding that the contract value was “too staggering’’.

He requested that the committee wished to see resolutions of NNPC and Total Board of Directors on the contract before it was awarded to ensure that they complied with procurement laws.
