I disagree still.
Standard reinforcement bars that meet the requisite yield strength, diameter and elongation are also available in the open market, just pricier.

While I understand over-engineering the design, blanket statements like the one stated by the OP using the word must isn't always the case.
Yes, you are correct with the assertion that we still have standard reinforcement bars. But you will agree with me that it’s not everybody that are using or can accord that.

I will not want to go into the technical part of this but here’s what I will recommend and what we have implemented in time past.

Foundation mat =>12mm
Chain beam => 16mm
Columns => 16mm
Stirrup => 10mm
Main beam => 16mm
Slab => 12mm

While I understand why you stated this, it is not a must that 16mm is used. 12mm reinforcement bars would serve just fine.

Going by the strength of material we have in market now, 16mm should be the least bar size to be considered.

My dear builders, Please tell me what you think of this plan especially in the terms of the structural plans. do you think the pillars are well spaced? Y16 (4 rods per column) is projected to be used for the ground floor. is there need for a double pillar anywhere?

Also you can comment on other observations that you think can be made. I will appreciate your comments.
I will strongly advise you to take a step back and really review your architectural design before committing to the project.

Have your architect look at it again.

Concerning the column arrangement,please consult a structural engineer to analyze and design a structural design for you.

However, At first glance and from rule of thumbs, your column spacing might be looking okay, but that’s not enough, it should be determined by analysis of the structure by a structural engineer, that analysis will give you the accurate size and number of bars you need.

This is how it is calculated

The 18 x 36 is in meters

The 100 x 50 you are used to is in feet’s

To convert meters to feet

18000 / 300 =60
36000 / 300 =120


Therefore 18m x 36m is same as 60 x 120fts

The same thing for the 50 x 100ft

To convert feet's to meters

300 x 50=15,000 mm ~ 15m
300 x 100 =30,000 mm ~ 30m

Converting the above to square meter
= 15 x 30m = 450 sqr meters
While the former is
= 18 x 36m = 648 ~ 650sqr.mtrs

There are regions where 650sqr meters is the standard plot while for some 450 sqr.mtrs is sold as a plot.

In many recent designs it's seems really hard for one to find large to very large closets built-in to the walls completely.....
Why is that so?
Sometimes provisions are not made for it from the architectural design

Secondly, most people prefer having the wood feel of the wardrobe panel over wall.

With your said monthly income you won’t have issues raising the building to carcass level, especially if you will consider mono pitch roof

For instance with 900k you can get atleast 20tonnes of granite and remaining for reinforcement. (Say half ton) and add to your sand cement. You are atleast 60% ready for your foundation

Bulk of construction cost goes to the level of finish and your architectural design.
