Transparency international started publishing its corruption perception index in 1995. Nigeria was bottom or close to bottom in the first five years of OBJ's administration. However, subsequent to the establishment of EFCC in 2004, the CPI started improving in 2008 with the greatest improvement in 2008, just after OBJ left office where Nigeria ranked 121 in the CPI. It has been a downward trend since then and it peaked in 2013 with a ranking of 144 out of 177 countries under Jonathan. Yes corruption was bad under OBJ. However, improvements were seen. These improvements have been rolled back during the past 5 years. There was an improvement in 2014. However, the question is is this as a result of Jonathan fighting corruption or more countries became corrupt? As we can recall, 2014 was when the CBN governor was suspended for speaking against $20billion stolen at the NNPC and the perception everywhere was he was vctimized for speaking up! You can do better, ok! Lool... Going by your 'smart' logic, one person voted not one after the order but at the same exact time using his mobile phone. You cannot infer anything unless the raw data is released. The number of records is less than 100,000 so they should release the full data for appropriate analysis. Posting screenshots that seemingly show votes by APC from a public IP address is foolish. Going through the so called posts, I can even see a vote for PDP from the same IP address range. Over 200 million people use opera mini. I'm not sure of the percentage that are Nigerians. However, 6 people voting with opera mini at around the same time is more logical than saying one person voted from the same phone six times at the exact time on a system that is designed to prevent multiple votes from the same browser. |

The ip address range belongs to Opera mini. Opera mini is utilized by over 500 Nigerians. Opera mini works by passing all user data request thru their servers. So, saying an ip address belonging to opera mini voted 500 times is foolhardy. If the raw data is released, I won't be surprised to see the same IP address having votes for PDP.

Much has been said about how Nigeria became the largest African economy in 2013 due to rebased figures. However, many have failed to understand what rebasing is all about. Nigeria became Africa's largest economy not because of GEJ but in spite of GEJ. Based on rebased figures which covered a period of 2010 - 2013, Nigeria was Africa's largest economy as at 2010. Would we have overtaken South Africa as at 2007 when Obj left power, I don't know. However, let it be clear, being the largest economy wasn't as a result of Jonathan's policies. Those were my words in this column two weeks ago in an article titled: Like a Punch in The Face) and I’ll like to tender my unreserved apology to Mr. President for painting such a wrong picture of who he is. Incomplete in the sense that I forgot to add that he is also a liar, a very good one, a divisive tactician and an evil genius. On Tuesday May 29th, instead of giving an honest account of his one year in office, Mr. President embarked on a campaign of lies and falsehood that would make even the devil clap in admiration, and to cover his tracks, he announced that the University of Lagos (UNILAG) would now be known and referred to as the Moshood Abiola University, Lagos (MAUL) in honour of late Chief MKO Abiola, an icon of democracy and winner of the annulled June 12 1993 Presidential election. This undemocratic and diversionary announcement has expectedly generated a lot of controversies, and has ultimately distracted us from scrutinizing the falsehood that permeated that day’s broadcast and indeed critically assess the President’s achievements, or lack of, in the past one year. As a teacher however, giving my students a report of their academic performances at the end of every term/session is an essential part of my job, and one that I don’t joke with. As such, I refuse to be distracted by that new track on Jonathan’s National Distraction Album and choose to focus on his performance in office in the past one year. So Mr. President, here is your report card. This is Jonathan stock in trade. Distract the world to deflect attention from his non-performance. Lagos — First civilian governor of Lagos State, Alhaji Lateef Jakande, yesterday said the duo of former President Shehu Shagari and former military ruler, Maj. Gen. Muhammadu Buhari (rtd), were to blame for the failed metro-rail project, which he initiated to solve the traffic problem in the metropolis in 1983.
Jakande, who made the disclosure at his Ilupeju residence in Lagos while speaking with newsmen as part of activities marking his 80th birthday, said it was Shagari, whom he described as a good friend, that ordered the Central Bank of Nigeria (CBN) not to release N70 million mobilisation fund for the metro line project. According to him, "President Shagari was angry for two reasons. First, I did not congratulate him on his re-election in 1983. Second, he stopped the fund because I was not his party member"
Explaining how Shagari and Buhari worked against the metro-rail project, Jakande said there was delay after the N700 million metro-line project was awarded to a French firm with the arrangement to first pay N70 million and pay the rest in the space of two years.
He said the delay compelled him to ask "my commissioner for works to investigate why the N70 million mobilisation fund was not released. The commissioner investigated and discovered that it was President who asked the Central Bank of Nigeria not to release the money.
"I was told President Shagari was angry because I did not congratulate him after his controversial election and because I won election on the platform of an opposition party. I later approached him and explained the problem facing execution of the project and that CBN refused N70 million reserved for its take-off.
"President Shagari said it was because there was fuel crisis. He said the CBN governor would visit him that evening and that he would get back to me after talking to him on the metro-line project fund. I quickly replied that I would wait for him since I considered him paramount to undo the knots on the release of the fund," he said.
Jakande who clocks 80 today, said: "The CBN governor finally arrived, and President Shagari raised the issue of N70 million metro-line project fund. But the CBN governor said the fund cannot be released at once. He asked me to withdraw as many times as possible citing the reasons of bad economy and increasing fuel crisis at the period."
The former governor explained that he had resolved to withdraw the money in line with the advice of the CBN governor, "but the military coup of Gen. Buhari stopped the process".
He said after the Buhari administration took off, the then military administrator of Lagos State, Air Commodore Gbolahan Mudashiru, initially pledged to complete the project.
"I was in the office of Mudashiru one day when I heard that the metroline project had been cancelled despite the fact that there was an initial promise by the Mudashiru administration that the metro line project would be executed without let or hindrance. This is what Buhari has done to Lagos State," Jakande said.

Nigerian Federal Government has suspended US $8.3 billion Lagos-Kano rail project awarded to Chinese Civil Engineering Construction Corporation (CCECC) by former president Olusegun Obasanjo.
A senior Nigerian presidency official confirmed that contract awarded to CCECC in 2006 had been suspended to allow government to make a comprehensive review of the project.
The project has been widely critcised for its sluggish pace in rebuilding and rehabilitating Nigeria's single track rail line. The project has also been accused of inflating prices.
Fact finding committee leader Garba Lado at Nigeria Railway Corporation (NRC) offices said he was skeptical about commitment of CCECC to the project, but said he was not aware of suspension.
"There was no record before Senate indicating that contract was given due process. This is the first time committee is hearing about the suspension. I want to believe that it is because of the various accusations from different quarters that company is not serious about the job," he said.
Earlier, while addressing management staff of NRC, Mr Lado alleged that a group was behind inefficiency of rail system in the country, saying an effective rail system was vital to development of any nation.
"From our own assessment, I do not expect anything positive, because last time we came here, we met similar equipment. It is like nothing is done here. We want action and progress," he said.
He said House was concerned that first phase of the project spanning 1,315 kilometres from Lagos to Kano, estimated to cost US $2.5 billion in line with international per kilometre rate for railway modernisation project was awarded for $8.3 billion to CCECC.
While government had only paid a small fraction, of US$250 million of project's cost, Mr Chi Hong Bing, project representative, said his firm had made some progress on 1,315-kilometre Lagos-Kano double track standard gauge, which is the first phase of the 25-year-long modernisation project.
Nigeria has a network of 3,505 kilometres of narrow-gauge single track lines, covering nine of country's 36 states. Most of its 200 locomotives however, broke down long ago, reports stated. Yar'Adua suspended Obj rail project and this project wasn't kickstarted again until 2 years after with the same contractor even though the project had guaranteed funding from the ECA. This project would have probably been completed now if yaradua hadn't suspended it. Crying over Buhari cancellation at a time nigeria was heavily indebted with no savings is shedding foolish tears. I have seen some people saying that if Buhari/APC decides to respond to the certificate issue it will cause distration during the course of their campaign. I find that very ridiculous. Are they saying that if Buhari is elected president, while he is tackling the issue of corruption, he will neglect the issue of security, so that he doesn't get distrated? Aren't there media teams of the party who can expertly respond to the certificate issue with evidences to back provided by Buhari, where is the distration in that? While supporting Buhari, most of you are making mistakes that, thank God you are on Nairaland. If you were to be a top APC member, you know what that means. Don't be silly. The Buhari certificate issue can be likened to Barack Obama's birth certificate scandal. A campaign is ongoing and it is expected that all manner of dirt will be raised to discredit opponents. barcanista: As an apostle of change and a selfless promoter of the Amiable General Muhammadu Buhari, one of the attributes that attracted me to the General is his calm, sincerity and constistency.
When the issue of the certificate first came up about a month ago, I had expected the APC campaign team to officially write the Army Headquarters requesting the return of Muhammadu Buhari's Credentials that was allegedly ransacked by the IBB regime in 1985 along with his properties. I also expected the APC Presidential Campaign Team to write the United States Army War College, Buhari's Secondary School, WAEC Office and other instutitions that Muhammadu Buhari attended to request for a copy or Certified True Copy of the rspective certificates that they awarded the Daura-born General. Doing so would have laid the matter to rest and save the embarrassment that the General is being subjected to.
It is not too late for the APC to consider these options, if not for anything but to protect the integrity of Muhammadu Buhari. I for one stll have faith in the integrity and sincerity of the General and except proven otherwise, I will continue to stand by the General. The APC must play their own part.
I appeal to our brothers in the Jonathan camp to take it easy with the General and not rush to cast aspersion on his person. I also urge supporters of the General to continue to keep faith in him and be optimistic that the General will triumph at the end of the day. Our task to re-build Nigeria must not weary, whether we support APC/PDP or Buhari/GEJ, we must put Nigeria first.

Importation of fuel did not start under Buhari. It started as a result of the inability of local production to meet demand. The world bank report released in May of 1983 (before Buhari came into power) alluded to this fact. This action was an immediate reaction to rising demand locally and our inability to meet this demand. It was at this time the second PH refinery was being planned to ensure we meet domestic production and export refined oil. Miscellaneous other products account for the balance. While gasolines and gasoils are mainly used in transport, five to six percent of this consumption, about 400,000-500,000 tonnes/year, is probably used to operate private standby generating plants, a situation necessitated by the poor performance of Nigeria's power utility.[/b] 1.8 Table 1.1 presents the Mission's projection of demand to the year 1995. The overall annual rate of growth is 7.7%. The share of motor spirits is assumed to decline to 37% by 1995, partly from the pro- posed aggressive promotion of LPG as a vehicle fuel. 1.9 The share of fuel oil is assumed to increase to 15%, on the basis of the proposed development of a major bunker fuel market in Nigerian ports. This, of course, would be another form of oil exports. Developing a bunker market may not be economic, however, given the low- sulphur, premium quality of Nigeria's fuel oil which might bring better prices in offshore markets. If this were the case, the demand for domes- tic fuel oil in 1995 might only be about eight million tonnes. This would reduce the annual average rate of growth for all petroleum products to about seven percent. There are three refineries operating in Nigeria, at Port Harcourt, Warri, and Kaduna -- all owned by the Nigerian National Petroleum Company (NNPC). They have a combined crude distilla- tion capacity of 260,000 bpsd (11.7 million tpa), but only 210,000 bpsd are in operation because crude oil receiving facilities have not been completed for a component of the Kaduna refinery. The facilities are needed because Nigerian crudes are not suitable for lube production, necessitating imports of Venezuelan stock. Other refining facilities include vacuum distillation with total capacities of 47,200 bpsd, cataly- tic refining with 47,100 bpsd, and catalytic cracking with 47,000 bpsd. Of the catalytic cracking facilities, the 26,000 bpsd facilities at the Warri refinery operate only sporadically because of frequent breakdowns. 1.26 Production Deficits Present facilities are not able to process all the crude needed to meet domestic market demands. As a result, in 1981 some 2.4 million tonnes of petroleum products had to be processed from Nigerian crudes in offshore refineries. On the other hand, one million tonnes of surplus products, mostly high-pour fuel oil, had to be exported. 1.27 [b]If all facilities were in good operating condition, potential production of about nine million tonnes could be realized. However, this still is not enough to cover projected demand. Table 1.6 summarizes the likely surplus/deficit positions, based on the mission's demand scena- rio. By 1985, major deficits would be limited to gasoline, with needed imports of some 1a8 million tonnes and a moderate deficit of 340,000 tonnes of kerosene. NNPC tentatively has decided to construct two grass-root refin- eries of 100,000 bpsd capacity each, one at Port Harcourt and the other at Calabar, each with fluid catalytic crackers (FCC) to maximize yields of gasoline. In addition, the crude distillation capacities at Warri and Kaduna also are to be expanded by 20,000 bpsd each. This will increase total distillation capacity to 500,000 bpsd. Planning for the new Port Harcourt refinery is proceeding quite rapidly.
