The Anambra State Commissioner for Agriculture, Afam Mbanefo, said on Monday that the state has reached self-sufficiency in rice production.
Mr. Mbanefo made the disclosure at a Commodity Alliance Forum/Consultative meeting organised by the state Value Chain Development Programme (VCDP) in Awka.
The commissioner recalled that the state government had earlier targeted production of 210,000 metric tonnes of rice per annum.
“Based on the calculation of our expected yield, we are expecting to realise over 236,000 metric tonnes of rice in 2016 based on the production capacity.”
Mr. Mbanefo said the calculation was based on expected yield of 35 per cent of over 14,300 farmers and the activities of programmes like the VCDP and FADAMA.
He said the expected yield also included the activities of rice investors in the state, including Coscharis farms, Joseph Agro and others.
He said the state government was passionate about revolutionising agriculture and making it wealth creator, especially for unemployed youth willing to venture into the sector.
The commissioner, who said the state government ensured a linkage between farmers and off-takers, advised farmers yet to form cooperatives to do so.


Earlier, the National Programme Coordinator for VCDP, Ameh Onoja, said the aim of the programme was to assist the Federal Government to reduce spending on importation of rice.
According to him, the overall goal is to ensure that rural poverty is reduced and to ensure accelerated economic growth is achieved on a sustainable and inclusive basis.
Mr. Onoja, who was represented by Basil Esinulo, said the project was developed to address some major constraints militating against agricultural development such as the poor organisation of farmers, processors and marketing.
Other constraints, he said, included lack of rural infrastructure, particularly rural roads, water supply and market as well as poor access to production.
According to him, tremendous boost in rice production will be achieved to increase incomes and food security in the country.
The acting state Programme Coordinator for VCDP, Bonaventure Mochebe, said the forum was organised to deliberate on issues that affect farmers and to seek ways to address the challenges.
He said that the forum will link farmers with financial institutions, off-takers, civil society organisations and other stakeholders in the rice business.
Mr. Mochebe urged government to rescue farmers whose three hectares of rice farmland were destroyed by Fulani herdsmen.
He said on the sideline of the programme that Fulani herdsmen’s cattle had destroyed over three hectares of rice farmland.
The forum also witnessed the signing of a Memorandum of Understanding (MOU), by the farmers, agro dealers and off-takers to strengthen their partnership and capacity of production.

At least 83 Nigerian soldiers, including a commanding officer, are still missing days after they came under a Boko Haram attack, PREMIUM TIMES can report.
Top level military sources monitoring the development told this newspaper that the soldiers were still missing in action as of Friday morning, four days after the attack.
The Army confirmed the attack in a statement on Tuesday, but has not given further updates. It did not also admit 83 soldiers were missing.
The latest update from several military personnel, follows our earlier report on how Nigerian troops drowned in a river as they scampered for safety in the face of a superior firepower from the terrorists.
While about 22 of the fleeing soldiers were later rescued by their Nigerien counterparts and dispatched to a hospital in Diffa, southern Niger, several others were fatally wounded after Boko Haram opened fire on them when they jumped into the River Yobe.
The Army leadership has established contact with the 22 soldiers —including two that sustained serious gunshot wounds— recuperating in the Niger hospital, PREMIUM TIMES understands.
The missing Commanding Officer of 223 Tank Battalion in Gashigar, was identified as K. Yusuf, a lieutenant colonel.
Military sources said the troops could not withstand Boko Haram because they had only two light armour tanks to work with.


Even the two tanks were withdrawn from the battlefront in Damasak to Gashigar, leaving soldiers in Damasak and other small units nearby with no tank.
“May God touch the heart of our dear president to equip the Army,” the source said. “How have we offended him that has made him not to equip us as promised?” one source said. “May God touch his heart to forgive. Our men are dying daily here.”
Besides the poor equipment, the renewed show of strength by Boko Haram has frightened many, coming after months of relative success by Nigerian troops.
Since the beginning of this year, the Army had maintained that troops were clearing the sect’s remnants across the troubled Northeast as a precursor to a new phase of winding down combat operations.
The Buhari administration claimed credits for the “improved morale” of the troops which had made it possible for previously displaced residents to return to their communities and commence rebuilding efforts.

Corruption returns

But high-ranking sources on the ground told PREMIUM TIMES the latest setback was because poor morale had returned to the battlefield.
“On the day they were dislodged, troop’s morale was at the lowest ebb and troops were not ready to face the terrorists,” security sources said.
The sources said the soldiers have had to endure months of unpaid salaries and their allowances also being held by their superiors.
All military sources who spoke to PREMIUM TIMES asked that their identities be protected because of the sensitivity of the issue.
This turn of event had compelled some commanders on the battlefield to go out of their way in search of financial support to keep their men fed — albeit poorly.
“The cause of the low morale was due to their being fed once a day and the insensitivity of the authorities to pay them their allowances,” the source said. “Only part payment of their allowance for August has been paid to date.”
“The commanders on the ground go out of their ways to incur debt in order to feed their troops.
“The ration cash allowance meant for feeding was last paid for the month of August. So the Commanding Officers on the ground are the worst hit,” the sources said.


The sources blamed alleged greed of a few brigade commanders for the situation the troops now find themselves.
“Some brigade commanders reduce the official feeding ration of N500 per day to a meagre N300 just to make money. Our findings reveal that most locations outside Maiduguri only feed their troops once a day with mostly beans,” the sources said.
The sources said this “insatiable craze for quick money” bears a stark similarity with what obtained under the Goodluck Jonathan administration.
“The last administration doled out a lot of money to the theatre of operations which was mismanaged,” the source said.
Other sources said the current pain is part of the consequences of a new distribution policy put in place by the Chief of Army Staff, Tukur Buratai, who came in a little over a year ago.
“The present Chief of Army Staff, in his good effort to minimise waste, decided to check these excesses by reducing maintenance allowance for the various units by half.
“So the commands are not too happy with the development and have resorted to looking into troops feeding money,” one source said.
They, nonetheless, described the policy as “a patriotic one” which was put in place to check the commanders’ use of allowances by “to settle political godfathers and patronise women”.
Army spokesman, Sani Usman, did not respond to PREMIUM TIMES’ requests for comments.
Nigerian troops are fighting alongside their counterparts from Cameroon and the Republic of Niger.


Monday’s development marked the first time in more than two years that Nigerian troops would come under superior firepower that required foreign military personnel to come to their rescue.
A similar incident last occurred in August 2014 when about 480 troops crossed the border into Cameroon while fleeing Boko Haram.
The insurgency, which began in 2009, has left approximately 20,000 people dead and displacement of millions.
Boko Haram leaders recently engaged in negotiation with the Nigerian government which led to last week’s release of 21 of the over 200 girls kidnapped from Chibok, Borno State, in April 2014.

investigation by SaharaReporters has revealed that officials of President Muhammadu Buhari's administration are blocking an investigation into massive fraud committed by a Nigerian oil firm, Sahara Energy.

Operatives of the Economic and Financial Crimes Commission (EFCC) on May 26 raided the Lagos and Abuja headquarters of Sahara Energy. However, EFCC sources told our correspondent that officials of the government ordered the anti-corruption agency not to publicize the raid.

SaharaReporters learnt that EFCC agents seized computers from the firm, but interventions from high-level officials of the Buhari regime meant that the investigation has not advanced or see the light of the day.

Our sources named Mr. Buhari's Chief of Staff, Abba Kyari, as a key ally of Sahara Energy, and the official behind attempts to scuttle the firm's billion dollar fraud.

The current chairman of the Petroleum Products ‎Pricing Regulatory Agency, Mohammed Buba, who was appointed on May 25 during the labor strike against fuel price increase, was a director at Sahara Energy.

Our sources said that Chief of Staff Kyari had since his appointment worked to shield Sahara Energy from any serious investigation.

Mr. Buba, who is from Borno State, is one of the Chief of Staff’s closest friends. He was a former MD of Pipelines and Product Marketing Company Limited, a subsidiary of the Nigerian National Petroleum Corporation (NNPC).

SaharaReporters learned that Mamman Daura, one of President Muhammadu Buhari’s closest friends, is also involved in efforts to cover up investigations into Sahara Energy.

An investigator disclosed that EFCC operatives found significant information regarding how former Oil Minister Diezani Alison-Madueke used the firm to funnel funds to third parties. The source disclosed that the funds in question amounted to close to $400 million.

Sahara Energy is named as one of the firms that reaped hundreds of millions of dollars through crude oil swap deals introduced by Ms. Alison-Madueke during her ministerial tenure.

The former minister's offshore processing agreement with Sahara Energy also involved the owner of Aiteo, Benny Peters, Atlantic Energy, owned by Jide Omokore, and a fugitive oil dealer, Kola Aluko. Investigators believe that the firms made away with at least $4 billion of public funds through the opaque arrangements.

Much of the revelations against Sahara Energy has come from fraud suspects currently under investigation by the EFCC. One of our sources said the informants were amazed that Sahara Energy has so far been shielded from the kind of publicity and shame extended to much smaller players.

Last month, a company registered by Sahara Energy, Actus Integrated, was revealed as having given $60 million through Fidelity Bank to help former President Goodluck Jonathan rig himself into office during the 2015 presidential election.

One source told SaharaReporters that the company might have equally donated heavily towards President Buhari’s presidential campaign through his friend Maman Daura and Chief of Staff, Abba Kyari.

Its not about whose business or opinion, but about justice, equity and fairness. And Nigerians are begining to see through the very thin veil of this vendetta masked as anti corruption. It has obviously become too one sided, hence the tilted scale causing this genuine citizens concerns smiley

Millions upon millions of Nigerians favour the current war against corruption and the drive to recover our precious and now very scarce Yams.

The Ajebo Goats were surrounded by lush green vegetation/grasses but given their corrupted appetite, they just had to ignore the taste granted them by God almighty during creation to find their way into our Yam barn where they fed themselves rotten.

We will recover our yams whether one Alhaji, Igwe or Oba likes it or not.

Fatima Ardo, a judicial worker, maintains that by using the EFCC to go after some PDP chieftains like Musliu Obanikoro and the former Minister Femi Fani-Kayode in the way and manner they are doing so is not good.
“But, it only goes a long way to prove the insinuations that the All Progressive Congress (APC) government is on revenge mission to pay members of the opposition PDP because maybe somebody has told Buhari that it was the PDP that did not want him to rule Nigeria since he contested severally for the Presidency without success.”
According to Ardo, going by what is happening now, “even if the Federal Government has genuine case nobody will believe that, because the arrests, detention and other forms of harassment are one-sided. The fact that they are all members of the PDP shows element of bias on the part of the Federal Government’s instrument of fighting corruption.
“What was their offence, what did they do that no other Nigerian has done before now and has been swept under the carpets? These are the questions I expect Nigerians to be asking. I am not a politician, but what these politicians do cause us Nigerians serious setback and also make ridicule of us as a people before the western world and it is not the best for us as a country.”

Muyiwa Abdulkareem, a political scientist, believes that there is everything morally wrong for the continued undue harassment of perceived political opponents by the Muhammadu Buhari-led government using the EFCC under the guise of fighting corruption.
He stresses: “What the Federal Government is doing, they may not know, is destroying the image of Nigeria and that of President Buhari because many people will see him as somebody who is on a revenge mission to strangulate opponents for a one-party country and this is not good enough for us as the most populous black nation and acclaimed giant of Africa.

Sarah Nmadu, a civil servant, states that the raid by EFCC of the house of Obanikoro and continued detention of Fani-Kayode shows that the anti-graft war of the President Muhammadu Buhari government is being pursued to silence the opposition voices.
“If you look at virtually all the arrests and detention, they are all members of one political party. Does it mean that it is only the Peoples Democratic Party (PDP) members that are today found to be ‘corrupt’ or that they have done what no other persons in Nigeria have done in the past?
“Corruption is still very much in the present administration. Why are the corrupt people in this government not arrested and detained as well? To me, what is happening is a sort of personal vendetta against some perceived political opponents.”
