This place is for visa folks and those with more targeted questions, not people still starting early navigation—though they can be helped if they have done serious leg work and are specific. Go back there and you'll see people with Jan dates receiving their passports.

Some factors could lead to the delay of passport production as well. The fact that you captured before someone doesn't automatically mean that you'll get it before others.

I wouldn't know. The new booklet is being considered and will introduced soon - the logistics involved is the cause of the delay.
Once everything is put in place, the issuance will begin. So since you don't need it now, enroll but make sure your NIN is correct and well arranged before doing that.
