German Chancellor Angela Merkel arrived in Senegal on Wednesday.
This signals the start of a West African tour, with Berlin hoping that development of the continent will help stem migration and boost the fight against jihadism.
Signalling that Germany means business, Merkel was accompanied by around a dozen German business leaders.
In Ghana, Merkel plans to visit a start-up hub and in Nigeria she will meet with ECOWAS head Jean-Claude Kassi Brou.
On her arrival in Dakar late Wednesday the German leader was greeted by Senegalese president Macky Sall and a guard of honour by dozens of Senegalese marines.
After the playing of the national anthems, the military orchestra belted out two popular German songs, including “Schoene Maid, hast Du heut’ fur mich Zeit”, which roughly translates to “Beautiful maiden, do you have time for me today?”
“All three countries (on Merkel’s agenda) face huge challenges when it comes to economic and social development,” a German government official said ahead of her trip.
The three nations are considered important dialogue partners for the German government and there is a need to strengthen and shape their economic growth to benefit all citizens, the official added.
Merkel has placed a strong focus on African diplomacy in recent years, and has called on African countries to do their bit in stemming the flow of migrants to Europe — an issue over which she faces criticism at home.
Like China and more recently Britain’s Theresa May, export-nation Germany is also eagerly eyeing the burgeoning economic potential of resource-rich African nations with young, dynamic citizens.
British Prime Minister May on Wednesday held talks with Nigerian President Muhammadu Buhari in Abuja on the second leg of her maiden Africa tour, aimed at drumming up post-Brexit trade deals outside the European Union.
Senegal is enjoying economic growth of around seven percent annually, while equally booming Ghana is seen as a haven of stability in the region.
Nigeria, despite grappling with a Boko Haram insurgency and oil price volatility, remains Germany’s second-biggest trade partner in sub-Saharan Africa.
The push for closer economic ties is part of a wider bid to help stabilise African countries in the long run, offering youngsters opportunities at home in the hope of dissuading them from setting off for Europe.
Senegalese, Ghanaians and Nigerians are among the thousands of migrants trying their luck in Europe, even though their chances of winning asylum are slim. In July alone, nearly 950 Nigerians applied for asylum in Germany.
It is important to “stop people from making the illegal and extremely dangerous journey to Europe”, the government official said.
Instead, efforts should be focussed on legal methods of entry in Europe, for example for young Africans who study in the EU and then put their education to use at home, it added.

Ekiti State Governor-Elect, Kayode Fayemi, has filed his defence to the petition by the candidate of the People’s Democratic Party (PDP) and outgoing Deputy Governor of Ekiti State, Professor Kolapo Olusola Eleka.
The former minister has hired 35 lawyers for his defence in the tribunal.
This was disclosed on Wednesday in a statement signed by the Special Assistant to Fayemi on Media, Olayinka Oyebode.
Fayemi in a 2,558-page defence with over 3,000 documents as exhibits, averred that he won the gubernatorial election of July 14, 2018 and urged the tribunal to dismiss the petition of Professor Eleka.
The statement added that the team of lawyers with 3,500 exhibits and 1,009 witnesses were on Tuesday led to the tribunal by three Senior Advocates of Nigeria, Hakeem AfoIabi, Yomi Aliyu and Kayode Olatoke.
Olatoke after filing the petition on Tuesday told journalists that Eleka’s petition was a waste of time claiming that it lacked substance and was sure that the case would be dismissed by the tribunal.

We can’t take it! Drake, 31, visited an 11-year-old birthday girl in Chicago awaiting a heart transplant and the photos that they took together are adorable enough to melt even the Grinch’s heart. Actually, who are we kidding? Just Drake’s caption alone would have been enough to do the trick! “Me and my love Sofia talking about Bieber and Owls and Basketball,” the rapper wrote on his Instagram post. Not only did he call Sofia Sanchez his “love,” but he wore the biggest grin on his face in every single shot these two snapped together at Lurie’s Children’s Hospital of Chicago. Honestly, it kind of looked like he was the one who was getting to meet his favorite artist on his birthday — but Sofia was really the mega fan.



Since Drake was performing on August 18 — aka Sofia’s 11th birthday — at The United Center in Chicago, it seemed like the perfect time for the two of them to meet. Sofia has cardiomyopathy, which often can result in heart failure, and is waiting for a heart transplant in Lurie’s Children’s Hospital. For the time being, her doctors have performed open heart surgery to connect her heart to a device that will support blood flow, but she’s still waiting on her transplant.

In Macdonald Chirara’s community in Zimbabwe, people often face electricity shortages and they use firewood as a source of energy. This practice can add to increased rates of deforestation and contribute to global climate change. Chirara wants to offer an alternative way to produce electricity for his community.
To solve this problem, he created a biogas digester setup, which converts organic waste into electricity. The technology uses readily available resources such as animal waste and a local invasive plant to produce biogas.
“Biogas has the potential to provide clean renewable energy and to facilitate sustainable development of [an] energy supply for Zimbabwe and Africa at large,” Chirara says.
His device measured a maximum of 1.5 volts. “This electricity can be used especially in rural areas, where most households are not yet connected to the national grid, or in urban areas as a backup power source,” he says.
His work was selected by his local science fair for recognition with a Society for Science & the Public Community Innovation Award. This award honors students participating in science fairs around the world who are making a difference in their communities. In 2018, the Society rewarded 20 young scientists with $500 prizes — and Chirara was one of them.

Previous recipients include Madeleine Yang, from Bloomfield, Mich., who produced a more effective influenza vaccine; Shubh Dholakiya, from Rajkot, India, who built an accessible bike for disabled people; and Claire Wayner, from Baltimore, who studied ways to decrease bacteria in stormwater filtration systems.

Peer pressure can be tough for kids to resist, even if it comes from robots.
School-aged children tend to echo the incorrect but unanimous responses of a group of robots to a simple visual task, a new study finds. In contrast, adults who often go along with the errant judgments of human peers resist such social pressure applied by robots, researchers report August 15 in Science Robotics.
“Rather than seeing a robot as a machine, children may see it as a social character,” says psychologist Anna-Lisa Vollmer of Bielefeld University, Germany. “This might explain why they succumb to peer pressure [applied] by robots.”
Little is known about how either adults or children respond to the behavior of lifelike robots designed to interact with people, for example, as museum tour guides, child-care assistants and teaching aids.
In a preliminary examination of the influence of social robots, Vollmer’s group adapted a 1950s social psychology experiment in which most adults agreed with groups of peers who had been coached to say that lines of different lengths were in fact the same length (SN Online: 5/15/18).
Vollmer’s team observed comparable social conformity in a study of 60 British adults, ages 18 to 69, who judged line lengths after hearing the opinions of three peers who were working with the researchers. Participants usually endorsed peers’ unanimous, inaccurate judgments. Conformity vanished, however, when volunteers performed the task while sitting with three robots that, on some trials, agreed on an incorrect answer.
Each robot was programmed to make periodic movements, such as blinking its eyes and briefly gazing at others. Robots spoke with distinctive, individualized voice pitches when making line judgments.
When children sat with the robots, though, the kids frequently went all-in. The study’s 43 participating British grade-schoolers, aged 7 to 9, agreed with three-quarters of the robots’ unanimous, inaccurate answers. The kids did not participate in conformity experiments with trios of same-age human peers, given the difficulty of getting youngsters to act convincingly according to researchers’ directions.
Still, larger samples of volunteers are needed to confirm that kids usually cave to social pressure from robots. Cultural factors, such as being raised in a society that emphasizes individualism or group values, also may influence how people of all ages perceive and react to social robots.
Three unresolved issues in particular stand out, says psychologist and child development researcher Paul Harris of Harvard University. First, it’s unclear whether some robot behaviors, but not others, triggered conformity in children. A bot’s periodic head turns toward a child, for example, might sway that youngster’s choice more than the same robot’s eye blinks or finger movements. It’s also unclear why adults who bent to human peer pressure reversed course with robots.
Finally, Harris asks, “Would fine-tuning of the robots’ repertoire [of movements and vocalizations] eventually elicit deference even from adults?”

Engineers in Rutgers University-New Brunswick have created a smart wristband with a wireless connection to smartphones that will enable a new wave of personal health and environmental monitoring devices.
Their technology, which could be added to watches and other wearable devices that monitor heart rates and physical activity, is detailed in a study published online in Microsystems & Nanoengineering.
"It's like a Fitbit but has a biosensor that can count particles, so that includes blood cells, bacteria and organic or inorganic particles in the air," said Mehdi Javanmard, senior author of the study and assistant professor in the Department of Electrical and Computer Engineering in the School of Engineering.
"Current wearables can measure only a handful of physical parameters such as heart rate and exercise activity," said Abbas Furniturewalla, study lead author and former undergraduate researcher in the Department of Electrical and Computer Engineering. "The ability for a wearable device to monitor the counts of different cells in our bloodstream would take personal health monitoring to the next level."
The plastic wristband includes a flexible circuit board and a biosensor with a channel, or pipe, thinner than the diameter of a human hair with gold electrodes embedded inside. It has a circuit to process electrical signals, a micro-controller for digitizing data and a Bluetooth module to transmit data wirelessly. Blood samples are obtained through pinpricks, with the blood fed through the channel and blood cells counted. The data are sent wirelessly to an Android smartphone with an app that processes and displays data, and the technology can also work in iPhones or any other smartphone.
In the field, offices and hospitals, health professionals could get rapid blood test results from patients, without the need for expensive, bulky lab-based equipment. Blood cell counts can be used to diagnose illness; low red blood cell counts, for instance, can be indicative of internal bleeding and other conditions.
"There's a whole range of diseases where blood cell counts are very important," Javanmard said. "Abnormally high or low white blood cell counts are indicators of certain cancers like leukemia, for example."
Next-generation wristbands could be used in a variety of biomedical and environmental applications, he said. Patients would be able to continuously monitor their health and send results to physicians remotely.
"This would be really important for settings with lots of air pollutants and people want to measure the amount of tiny particles or dust they're exposed to day in and day out," Javanmard said. "Miners, for example, could sample the environment they're in."

The Spiritual Director of Adoration Ministry Enugu Nigeria (AMEN), Rev. Fr. Ejike Mbaka on Sunday declared that there is no vacancy in the Enugu State Government House in 2019, stressing that Governor Ifeanyi Ugwuanyi has done excellently well in office and deserves a second term.
Fr. Mbaka poured encomiums on Gov. Ugwuanyi, describing him as "a good, kindhearted, humble, peace-loving and God-fearing leader", who has judiciously managed the lean resources of the state for the benefit of the people.
The Catholic priest also described Ugwuanyi as "the best Governor so far in Enugu State", adding that he is "an epitome of peace; a sanctuary of conflict resolution and model for rural and urban development".
The cleric, who spoke at the Adoration Arena in Enugu during the Thanksgiving Mass for the governor’s recent victory at the Supreme Court, thanked God for giving the people of the state such an outstanding leader, saying this is the first time since he became a priest, that the state is experiencing peace.
He maintained that Gov. Ugwuanyi is prayer answered, appreciating the people of the state for their unflinching support and prayers for the governor, especially while the protracted legal battle lasted, emphasizing that "it is a Mass of Thanksgiving to God".
Mbaka further stated that Ugwuanyi was "the only governor that pays workers' salaries before the 25th of every month", disclosing that when most states could not pay salaries as a result of the recent federal allocation sharing deadlock, the governor paid, accordingly.
Commending Gov. Ugwuanyi for the security in Enugu State, Fr. Mbaka stated the feat was achieved because of "the reign of peace" in the state and the governor's faithful role as "a good shepherd".
While applauding the governor "for managing the public wealth judiciously and Godly" for the equitable development of the entire state, the outspoken priest prayed against any plot over the governor's re-election in 2019, saying: "I pray to God that this good man with intimidating humility will continue to govern Enugu State till 2023.
"Our governor, God has opened doors for you, no man can close it. Those who are following him should continue to follow him, he is a good man. We have one candidate for the governorship seat in 2019 in Enugu State in the name of Gburugburu (Ugwuanyi). We are begging him to come and complete the good works he has started in Enugu State. Enugu State is behind him. The church, students, teachers, traditional rulers, Adoration Ministry, many others are also behind him.
"I therefore, advise those who want to contest against him to please consider other elective positions", he said, while commending the governor for constructing "for the first time" the road that leads to the Church in Emene, Enugu.
Responding, Gov. Ugwuanyi, who expressed gratitude to the Ministry for its support and unceasing prayers for the success of his administration, noted that it was as a result of God's mercies and special grace that the victory at the Supreme Court was achieved.
Gov. Ugwuanyi recalled that the Adoration Ministry was his first port of call in search of God's grace "when this journey to usher in people-oriented governance in our dear state" began.
According to him, "today, I return to this place, once again to thank our dear able God, who in his Mercies has given us victory at the Supreme Court".
While committing the forthcoming elections of 2019 into God's hands, trusting that the good Lord will surely grant him victory again, as "He did for us in 2015", Gov. Ugwuanyi reassured the people of Enugu State that he will continue to walk in His Light and manage the affairs of the state with the fear of God.
He therefore, called on those who contested the election with him to join hands in moving the state forward.

Health1 In 7 Babies Are Harmed By Zika When Exposed To The Virus In The Womb by chuka85(op):
Babies exposed to a Zika infection while in the womb are not out of the woods even if they look healthy at birth.
Nearly 1 in 10 of 1,450 babies examined developed neurological or developmental problems, such as seizures, hearing loss, impaired vision or difficulty crawling, a study from the U.S. Centers for Disease Control and Prevention finds. It’s the first tally of the health of children at least 1 year old who were born in Puerto Rico and other U.S. territories and exposed to Zika in utero.
Overall, 14 percent of children exposed to Zika in the womb — about 1 in 7 — were harmed in some way by the virus, the researchers report online August 7 in Morbidity and Mortality Weekly Report. These babies were either born with a birth defect such as microcephaly — a condition in which a baby’s head is significantly smaller than it should be — or developed neurological symptoms that may be related to Zika, or both.
“Congenital Zika virus infection is quite serious, even beyond just the microcephaly,” says Peter Hotez, a pediatrician and microbiologist at Baylor College of Medicine in Houston, who was not involved in the report. “We’re still getting our arms around the full neurologic spectrum of illness” that is related to Zika.
The report also found that 6 percent of babies in the study had at least one birth defect caused by the virus, such as defects of the eye or brain or microcephaly (SN: 10/29/16, p. 14).
That’s fairly consistent with what’s seen in other countries hit by the Zika virus, Margaret Honein, director of CDC’s Division of Congenital and Developmental Disorders, said at a news conference. While a 2016 study suggested higher rates of birth defects in Brazil, “we think there isn’t a geographic difference” but more of a difference in how Zika-related birth defects are defined, she said.
The data come from the U.S. Zika Pregnancy and Infant Registry, set up to monitor pregnant women with Zika virus infection and the health of their babies. The study focuses on those pregnancies reported from Puerto Rico, the U.S. Virgin Islands, American Samoa, the Federated States of Micronesia and the Marshall Islands. The children, all at least a year old, had received some follow-up medical care, such as brain imaging, hearing tests, eye exams or developmental screening. A report on pregnancies from the mainland United States is expected later this year.
Zika ravaged Brazil, Colombia and other countries of the Americas in 2015 and 2016. By 2017, the spread of the virus had slowed to a crawl (SN: 11/11/17, p. 12). But experts expect to see future outbreaks (SN: 12/23/17, p. 30).
“What makes this report unique is that we’re looking at the health of these babies beyond what was observed at birth,” Honein said. “This is really providing us with the first clues about how common some of these neurodevelopmental disabilities might be.”
Researchers suspect that health issues will continue to emerge for children exposed to Zika in the womb as they grow older. “This is why it is so absolutely critical that these babies receive care to identify issues as soon as possible,” Honein said, and that children continue to be monitored over time.
