The Nigerian Civil Aviation Authority (NCAA) has developed a passenger bill of rights in order to penalize local and international airlines for cancelled flights, flight delays, lost baggage amongst other offences towards passengers. The rules entitled, “Passengers’ Rights Regulations” were disclosed to a forum comprising representatives of local and international airlines as well as other stakeholders. Harold Demuren, the DG of the NCAA, said the rules would become operational in 30 days in order to give all stakeholders a chance to review them and present their grievances. Speaking on some of the issues, the NCAA DG said, “the new set of rights applied to passengers departing from an airport located within the Nigerian territory to another airport within the country; passengers departing from an airport located in another country to an airport situated within Nigeria; and to foreign air transportation with respect to non-stop flight segments originating at a point within Nigeria. “ He added, “the rules shall also apply on the condition that a passenger has a confirmed reservation on the flight or has been transferred by an air carrier or tour operator from the flight for which he/she held a reservation to another flight, irrespective of the reason.” |

A very sad incident has taken place in the Northern part of Ghana, A snake swallowed a baby of an awakye seller. The mother is said to have laid the baby to rest on the floor not so far from where she sells her awakye. It's quite surprising that no one noticed this Gargantuan snake when it was swallowing the Baby, did the baby not even cry Hmmm. You can see the baby in the snakes stomach but by the time they were able to kill the snake and cut open its stomach!! The Child was already dead.... All because of (Awakye) A.K.A (Muslims fried Rice)

AT LEAST 30 persons were feared killed in a gun duel on Monday between soldiers and members of the violent Islamic sect, Boko Haram, at the Baga market in Maiduguri, Borno State. Though the military boasted that it killed eight members of the sect and that no civilian was killed in the exchange, witnesses and medical accounts confirmed that the death toll included women and children. The Maiduguri incident coincided with a revelation by the arrested spokesman for the sect, Abu Qaqa, that the Boko Haram leaders drive around town in expensive cars that were stolen. Qaqa said that security agents were often intimidated to stop such cars “because they believe only big men have such cars and they are not checked.” The sect members had reportedly stormed the Maiduguri market mid-afternoon on Monday and shot sporadically at traders, apparently to avenge the arrest of their members in the market last week. The Boko Haram members had accused traders in the market of betraying their arrested members. The sect abhors betrayal and even visit death on any member that reneges. The soldiers under the aegis of the special task force had appeared on the scene to repel the attack on the market. The spokesman for the STF in the zone, Lieutenant Colonel Hassan Mohammed, confirmed the incident. “At about 1:30 (1230 GMT) this afternoon at Baga market of Maiduguri metropolis some gunmen suspected to be members of Boko Haram attacked and shot civilians at the market,” Mohammed, told the AFP. He said several people had been wounded but that there was “no civilian death at this time”. The military “immediately came to the rescue of the people and safely detonated three bombs planted by members of the sect and shot and killed eight members of the sect.” However, AFP quoted one trader who gave his name as Mairami to have said that six gunmen stormed the food and commodities market and “opened fire indiscriminately. At least 30 people including women and children were killed.” Another trader, simply identified as Gana gave a similar account of the attack in the city which is known as the stronghold of Boko Haram. “The gunmen just opened fire, killing people. I saw three military vans piled with bodies leaving the market. There were several explosions after the shooting,” Gana said. The attackers had accused traders of collaborating with the military following the arrest last week of a suspected Boko Haram member in the market, witnesses said. Mairami said one gunman shouted angrily that traders had “teamed up with soldiers” to help arrest members of the sect. “‘We have henceforth waged war against you’,” Mairami said the gunman had declared, before spraying bullets on both vendors and customers. Last week, traders overpowered a gunman suspected to be a Boko Haram member and handed him over to the military. Meanwhile, Qaqa, who is being detained by the State Security Service in Abuja, our correspondent gathered, told his interrogators that because the sect leaders drove in expensive cars, security agents often failed to check them. The Boko Haram spokesman, it was learnt, also gave an insight into the operations of the sect, particularly how it got cars used for suicide bombing. He reportedly told his interrogators that sect members snatched cars used by their leaders and the ones they used for suicide bombing. “Those cars are snatched at gunpoint. We use less expensive ones for suicide ones, while expensive ones are used by leaders, who use them to deceive security agents. “Most of the times, those security agents don’t check those cars because of corruption in the country and the feeling that people using such cars are ‘big men,” he reportedly said. The Boko Haram spokesman was said to have stated that it was difficult for disgruntled members to leave the sect. PRESIDENT Goodluck Jonathan on Monday said the Subsidy Reinvestment and Empowerment programme promised by his administration was no longer realistic. The President said SURE was hurriedly conceptualised in January on the heels of the nationwide protest against the removal of the fuel subsidy. Jonathan added that the implementation was no longer feasible since the zero-subsidy policy planned by his administration was not being implemented. Jonathan spoke at the 58th National Executive Committee meeting of the Peoples Democratic Party where he ordered his party men to retrieve copies of a SURE publication that had been advertised. The PDP members had distributed the publication to attendees at the meeting, but on sighting the document the President expressed surprise and ordered that it should be withdrawn. The President said, “As I came in, I saw this SURE book being distributed, we are withdrawing it. This is the old one. We developed this with the expectation that we were going to completely deregulate the downstream sector of the oil industry, (after) the 100 per cent removal of subsidy. “You know we could not achieve that though there was an increase in the pump price. I don’t want this thing to be distributed; it will give a wrong impression. “We are working on a new document based on the reality, but we don’t want to promise what we will not achieve. Those who have it please withdraw it, we cannot realise the money that is stated therein, but we will still come up with a document based on what we get.” Curiously, Jonathan had inaugurated a board for the implementation of the SURE programme barely a week ago, on February 13. The board is headed by a former High Commissioner to the United Kingdom, Dr. Christopher Kolade. Critics of the government and opposition parties had earlier predicted that the government could not be trusted to implement SURE which some of the critics had described as a “fraud”. In the SURE document, which was distributed on Monday, government has put the total subsidy reinvestible funds at N1.134tn based on an average of $90 per barrel of crude oil. According to the document, out of the total, N478.49bn would accrue to the Federal Government, while state governments and local governments would get N411.03bn and N203.23bn respectively. The document adds that N9.86bn would go to the Federal Capital Territory while N31.37bn would be transferred to the Derivation and Ecology, Development of Natural Resources and Stabilisation Fund. Among the items the Federal Government promised to spend money on were the construction of the East–West Road; construction of some roads and bridges in the six geo-political zones of the country; and the completion of rail routes. The government also listed some of the irrigation projects it planned to embark on, promising that the revitalisation of the irrigation projects would increase the local production of rice by over 400,000 tonnes per year. The withdrawn document further adds that government will contribute to the power sector reforms by improving generation capacity through hydro and coal power plants. “The current subsidy regime in which fixed price is maintained irrespective of market realities has resulted in huge unsustainable subsidy burden,” the document says. The government had on January 1, 2012 announced a total removal of subsidy on petrol but the consequent jump in the pump price of the product from N65 per litre to N141 had attracted nationwide protests and a strike action championed by organised labour and civil society groups. Following a week of paralysis in the socio-economic sector, the government on January 16 agreed to revert the price of petroleum to N97 per litre. The Federal Government, however, on February 15 proposed additional N656.3bn to the 2012 budget to cater for its subsidy on petrol. Jonathan’s coordinating minister, Dr. Ngozi Okonjo-Iweala, had in a statement explained that the 2012 Fiscal Framework earlier submitted to the National Assembly assumed 100 per cent subsidy removal and that only N155bn was provided for the carry-over of 2011 subsidy payments. Okonjo-Iweala explained that the estimated total figure for subsidy in 2012 was N888bn, made up of N656.30bn for 2012 and N155bn as carry-over from 2011. The Federal Government has stopped universities in the country from running National Diploma (ND) programmes, urging them to adhere strictly to their approved mandates of awarding degrees and higher degrees. It has equally warned vice chancellors of federal universities against violation of the White Paper released and distributed to the institutions on the 2011 visitation panel. Minister of Education, Professor Ruqayyatu Rufa’i, who spoke at the weekend in Abuja at the public presentation of the government White Paper, said the White Paper gave far-reaching recommendations on how to deal with the rot in the nation’s university system. She also said vice chancellors and members of the Governing Councils would henceforth be held accountable for their actions in university management. The minister said: “Universities must focus on their approved mandates of awarding degrees and higher degrees while they leave the award of NCE, National Diploma and Higher National Diploma to the Polytechnics and colleges of education. “Some universities have also veered into areas that are clearly outside their competence. It is foolhardy for a University of Agriculture to float programmes in Law and Management Studies. NUC has been directed to invoke its statutory powers to ensure compliance.” Rufa’i also frowned on overshooting the carrying capacity of universities, saying they must adhere to their approved carrying capacities to ensure standards and avoid overcrowding of classrooms which put unnecessary pressure on available facilities. Meanwhile, principal officers of federal tertiary institutions, which include registrar, bursar and librarian, will now spend one term of five years instead of two terms in office. This was contained in the proposed “Amendments of Tertiary Institutions Act” 2012 recently passed by the National Assembly, a copy of which was made available to the Nigerian Tribune.
