To show the seriousness in curtailing the activities of herdsmen in the state, Ekiti state governor, Ayo Fayose, will tomorrow, inaugurate the Ekiti state Grazing Enforcement Marshalls made of heavily built young men that will control the activities of herdsmen in the state. Last week, Fayose inspected the “arrest” of one of the cows of a herdsmen who was grazing in an undesignated area. The governor says grazing beyond 6pm in the state has become illegal. Speaking in Washington, USA at a three-day symposium organized for Governors of Northern Nigeria by the United States Institute of Peace (USIP), Tambuwal said giving education the necessary attention will ensure easy mobilization of the populace for societal good.“Most of the problems associated with our region today could easily have been tackled is the vast majority of our kids are educated. Precious Chikwendu, wife of erstwhile Minister of Aviation, Femi Fani-Kayode, Tuesday, denied allegation by the Economic and Fianancial Crimes Commission, EFCC, that her Access Bank account was used to launder funds from the NSA’s office and that approximately N2.4 million balance was found in her account, when she was arrested by the anti-graft agency yesterday.In a statement by Chineye Okechukwu, her Special Assistant, Chikwendu said the allegation was a lie from the pit of hell.

The statement read: “The assertion by one Wilson Uwujaren who is supposed to be the spokesman of the EFCC that Precious Chikwendu’s Access Bank account was used to launder Jonathan campaign funds or funds from the NSA’s office and that approximately 2.4 million naira balance was found in the said account at the time of her arrest is a lie from the pit of hell.“The said account was opened in 2005 at Onitsha when Precious Chikwendu was about to start at the University of Calabar.

“At that time it was not known as Access Bank but Intercontinental Bank. The account was used by her from 2005 till 2012 when it was abandoned and went dormant.

“It was not utilised or activated again until August 2016 when small deposits of between N200,000 and N500,000 were made into it and the total amount that entered into that account over a period of 2 months was approximately N4 million naira.

“The money was spent on looking after the family, paying staff salaries and to buy groceries. Consequently, at the time that the account was frozen last Friday, the amount that was left in it was N95,000.

“She was not notified about the freezing of the account until someone paid N200,000 into it on Saturday. The money entered the account but after that it could not be accessed.

“She decided to stop at the bank on her way out of Ado Ekiti on Monday in order to know what was going on and she was then detained and offered to the police and EFCC, together with her 8 month old son Aragorn, for arrest.”

According to Chikwendu, “The total amount that was in the account at the time of the arrest was
N295,000 naira which is approximately 600 USD. This is reflected in the screenshot above together with the relevant dates.

“How Wilson of the EFCC arrived at his figure of N2.3million being in the account at the time of arrest is mind-boggling and absurd.

“It is nothing but a shameless and barefaced lie and he and the organisation he works for are nothing but pernicious liars. It is equally absurd to suggest that the said account had anything to do with Jonathan Campaign funds or Dasuki NSA funds given the fact that the said account was not even active or functional between 2012 right up until
August 2016.

“The Presidential campaign took place in 2015 and at that time the account was dormant. At the time that she abandoned and stopped using the account in 2012 Precious Chikwendu had not even met Chief Fani-Kayode.

“The lies of the EFCC on this matter are sickening and they are wicked and sadistic people. Wilson’s assertions are just one example of such lies.

“The only reason that Precious Chikwendu’s bank accounts were frozen and she was subjected to such inhuman treatment is because she is married to Chief Femi Fani-Kayode who is a politician and a leading member of the opposition. They wanted to punish her and their 8 month old son Aragorn just to hurt and spite Chief Fani-Kayode.

“Finally let me add this. It is not true that Precious Chikwendu has 17 accounts in GTB. This is another dirty EFCC lie. She has one current account with a merged savings account in GTB which was opened in 2012.

“Outside of that she has a dollar account and a pounds sterling account with the same bank which were all opened on the same day in 2012.

“None of these accounts have any connection whatsoever with public funds or with Chief Femi Fani-Kayode and neither was any GTB BVN linked to his. Again on this issue the EFCC lied.

“Neither is it true that the EFCC were not at the bank in Ado Ekiti to arrest her because three of their operatives were actually there manning the bank door with their identity cards pinned to their jackets. They were backed by five fully armed policemen in uniform.

“They made it clear to Precious Chikwendu that they had been ordered to bring her to Abuja by road that same evening and that if she could not leave her son in the bank with the manager he would have to come for the
ride too.

“Had it not been for the intervention of Governor Fayose that is exactly what would have happened and only God knows what they would have been subjected to on the way.”

Few months after the Kaduna State Governor, Mallam Nasir El-Rufai, sent a religious bill to the State House of Assembly to control and in effect, ban church worship and evangelism in the state, the Rivers State Government has warned pastors against generating unnecessary noise in public places.

Governor of the state, Nyesom Wike gave this warning through his Special Adviser on Pollution Control, Mr. Nwuke Anucha.While speaking in Port Harcourt, the state capital, during a pollution control and religious matters meeting with members of Christian Association of Nigeria, CAN, Port Harcourt branch, the SA said the noise churches produce in Port Harcourt was becoming alarming.

He expressed concern that the noise produced by sound systems used by churches was causing unrest in the state, stressing that no responsible government would not take steps to reduce the menace.

Anucha said, “My lords, you will agree with me that the emission of gaseous substance, the sound level of our electric power generation sets and indeed the noise generated by the use of loudspeakers in some of our worship centers in no doubt cause serious disorder to human co-existence.

“It is on this premise of good neighbourliness that necessitated this meeting. The public outcry about the noise and air pollution generated by some of our churches is so alarming that no responsible and responsive government will shy away from taking necessary actions.

“Churches need to cut down the use of loudspeakers with a sound level not above the recommended decibel outside and inside.

Education / JAMB ‘set To Release LASU Admissions Merit List’ by clara472: 5:26pm On Oct 17, 2016


The ‎Lagos State University (LASU) says its admissions merit list for the 2016/2017 academic session will be released in the next few days by the Joint Admission Matriculation Board (JAMB).

Mr Adekoya Martins, Acting Head, LASU’s Centre for Information, Press and Public Relations, confirmed the development to the News Agency of Nigeria (NAN) on Monday in Lagos.Martins told NAN that the number of students to be offered admission on the merit list could not be ascertained by the university because it was being handled by JAMB.

He said the university had sent a list of the successful ‎candidates for the first batch of its admission screening to JAMB for approval.

“Information reaching me from the admission office is that JAMB will release the merit list this week, but the number of the admitted students is undisclosed.

“We cannot actually determine the number of students that JAMB will approve for us in the first batch from the list that was ‎sent to the board by the university,’’ he said.

According to him, the screening form for the second list will be out as soon as the merit list candidates are released.

He said that only candidates that choose the university ‎as second choice could purchase the form.

Martins said sequel to the exercise for the screening of the second list candidates, a supplementary list would also be released.

‎NAN reports that LASU had adopted an online screening approach for‎ the admission of candidates for the 2016/2017 academic session.

The institution’s Vice-Chancellor, Prof. Olanrewaju Fagbohun, told NAN that only candidates who chose LASU would be screened online.

Fagbohun said that an online application portal had already been designed for the candidates to upload their results, certificates and other relevant data.‎

“The university will go online and shortlist the credentials of successful candidates, who chose LASU as their first choice for onward transmission to JAMB,’’ he said.

Politics / Reps To Sue US Govt For $1 Billion Damages Over Alleged Sex Scandal by clara472: 2:55pm On Oct 15, 2016


The three members of the House of Representatives exonerated of the sexual misconduct allegations levelled against them by the United States Government are set to file a $1bn suit against the latter and its agents.
They are House Deputy Chairman, Committee on Petroleum Resources (Upstream), Mr. Terse Mark-Gbillah (Benue); Mr. Samuel Ikon (Akwa Ibom); and Mr. Mohammed Garba-Gololo (Bauchi).

A former US Ambassador to Nigeria, Mr. James Entwistle, had accused the three lawmakers of committing the alleged misconduct during a visit to his country last April for a leadership training programme, prompting the Nigerian legislature to call for an investigation.The House had exonerated the lawmakers on Tuesday after a report by its Joint Committees on Ethics/Privileges and Foreign Relations found no wrongdoing on their part.

It will be recalled that the narrative changed in favour of Mark-Gbillah, Garba-Gololo and Ikon after the Minister of Foreign Affairs, Mr. Geoffrey Onyeama, appeared before the committees on July 21 to testify that the US did not produce any concrete evidence to prove the allegations.

Entwistle failed to appear before the committees, while a female maid, who alleged that Garba-Gololo “grabbed” her, also declined to testify.

Speaking with newsmen on the outcome of the investigation, Mark-Gbillah disclosed that the three lawmakers would immediately institute a legal action against their accusers in the US.

Mark-Gbillah, who spoke for the three lawmakers, stated that the US Government, Entwistle, the Marriot Hotel, the US Embassy and their agents would be sued for damages.

This will be in addition to demanding what he called “internationally-published apology.”

He expressed regrets that they would be unable to visit the US physically to file the suit because their visas, which were withdrawn in the wake of the “false allegations”, had not been restored.

Mark-Gbillah gave details of the steps the members would take, saying, “We won’t let the matter go like that because our reputation has been defamed internationally and there is also the cancellation of our visas to consider, a decision that has still not been reversed.

“In the American archives, the records have not been set straight. As a matter of fact, this has already affected the members of one of our families.

“We will be seeking legal redress in the US; we are going to take the hotel to court, the Marriot Hotel, the parent brand, the place we stayed (in the US). We are going to take the (former US) ambassador himself and the US State Department, who are his employers to court. We are going to be taking the local organisers of the programme to court as well.

“We will be seeking among other things, an internationally-published apology to us as individuals, to the National Assembly and to Nigeria by the US Government.

“We are going to be seeking damages from all concerned parties and right now, we are looking at suing in the region of $1bn.

“Already, contacts have been made with various law firms in the US. We want to use a very reputable law firm.

“You can now see that the revocation of our visas is now hindering our ability to visit the US physically to do the ground work. We are liaising with our lawyers via email messages and telephone calls.

“The lawyers will still advise us on whether to ask for damages of up to $10bn because the damage they did to us can’t be quantified in financial terms.”

Ikon confirmed that Mark-Gbillah spoke for the group.

“Mark-Gbillah is our spokesperson. Whatever he has said is what we are going to do.

“For me, there is no comment again,” he added.

The House committees made three recommendations to the session, which was presided over by the Deputy Speaker, Mr. Yussuff Lasun.

It read, “That Hon. Mohammed Garba Gololo, Hon. Mark Terseer Gbillah and Hon. Samuel Ikon are cleared of and exonerated from the allegations levelled against them by the United States Ambassador to Nigeria in his June 9, 2016 letter to the Rt. Hon. Speaker, for want of evidence;

“That in the light of the foregoing, the Hon. Minister of Foreign Affairs do engage with (sic) the United States Ambassador to Nigeria, with a view to finding a seamless resolution of the domestic fallout of this unfortunate incident as it relates to Hon. Mohammed Garba Gololo, Hon. Mark Terseer Gbillah and Hon. Samuel Ikon;

“That the Ministry of Foreign Affairs do write (sic) to remind the United States Embassy of the need to always adopt the official channel of communications in its dealings with any organ or institution of government.”

The House adopted all three recommendations soon after the Lead Chairman, Mr. Nicholas Ossai, briefed members on the findings of the investigation.

He stated, “The committee was not availed of any concrete evidence outside the confidential letter the ambassador wrote the speaker.

“There was no video, audio or any form of evidence presented before the committee to justify the allegations.”

While testifying on July 21, Onyeama had told the committee how he encountered Entwistle over the allegations, but could not get “concrete evidence.”

He explained how the former US Ambassador also apologised for not using the official diplomatic channel to route his letter to the Speaker (Mr. Yakubu Dogara) through the Ministry of Foreign Affairs.

A number of Boko Haram commanders were exchanged for 21 Chibok girls, CNN is reporting.
The satellite television quoted a source aware of the negotiations as saying: “A number of Boko Haram commanders were freed as part of Thursday’s release of the girls.”

This is coming 24 hours after the government said that no Boko Haram prisoner was swapped for the girls.Speaking at a news conference on Thursday, Lai Mohammed, minister of information and culture, emphasised that nothing was given in exchange for the girls.

“We can confirm that 21 Chibok schoolgirls were released at 5:30am today, and flown to Kaduna. We expect them to arrive in Abuja soon. We have the names of the girls and we are now contacting their parents. As soon as that is done we will release their names,” he said.

“Please note that this is not a swap, but a release. The release of these girls does mean an end to military operations, but it is a new phase in the war against insurgency‎.”

He said that the release of the girls was secured through “confidence building” with Boko Haram.

When asked again what the government gave in return for the girls, Mohammed insisted that nothing was given in exchange for them.

“People want to believe bad news than good news. The girls were released, there was no swap,”‎ he said.

However, a separate source also confirmed to CNN that that release of the girls was not by prisoner exchange.

The federal government through the minister of information also claimed that there was no swap deal with Boko Haram.

The Niger Delta Development Commission has warned the public to ignore forms for enrolment for agricultural empowerment programme purportedly being circulated by the commission.

The acting Managing Director of the commission, Mrs Ibim Semenitari, gave the warning on Friday in Port Harcourt in a statement issued by Chijioke Amu-Nnadi, the commission’s Head of Corporate Affairs.She said that the fictitious form urged residents to enrol for a non-existent empowerment programme in agriculture.

Semenitari said the commission’s Directorate of Agriculture and Fisheries was not privy to the issuance of the forms, describing the development as ‘a scam.’

She said, “I wish to inform the public that the commission did not authorise anybody to embark on solicitation for prospective beneficiaries of the imaginary empowerment programme.

“Similarly, the commission did not permit or delegate any individual to solicit, recommend or collect money from the public in the name of empowerment.

“The commission frowns at this unfortunate development where the name of the acting Managing Director is used to defraud Nigerians.”

The NDDC boss expressed regret that some dubious individuals had used her identity to exploit unemployed youths.

She said she that she had vigorously pursued several empowerment programmes since she assumed office.

A 30 year old Man, Nome Adolphus Ogodoali havebeen electrocuted at Azu-ugwu in Abakaliki local government by a high tension wire.

The deceased who was a carpenter was contracted by one Nwachukwu Collins to get the measurement of the roof of his building undergoing construction at Azu-ugwu.But in the process of taking the measurement, his tape touched the high tension wire which was very close to the roof and he got electrocuted

The deceased hailed from Umoji Community in Ezza North Local Government area.

It was gathered that the elder brother Chikodili Nome have identified the corpse of his brother and asked for the released of the corpse as the family was not suspecting any foul play

He reiterated that it was in the process of his search for daily bread that his late brother encountered his death.

Police spokesman in the state, DSP George Okafor confirmed the story.

Founder of the Oodua People’s Congress, Dr. Frederick Fasehun, says the recent crackdown on judges has vindicated his stance that President Muhammadu Buhari is not a converted democrat as claimed during the 2015 election campaign.

He maintains that “Buhari has the trappings of an unrepentant dictator.”Fasehun said he was worried that security operatives have not been following due process in their fight against corruption.

The elder statesman said this on Wednesday while addressing journalists on the recent invasion of judges’ residences and alleged abuse of court rulings by the Federal Government.
Fasehun said although he subscribed to the current war against corruption, the invasion of the judges’ homes was a “gross and blatant violation of rule of law, the Nigerian constitution and common sense.”

He said it was unfortunate that President Buhari represented “the worst threat to our nation’s democracy.”

The OPC leader, therefore, asked the President to caution the Director-General of the Department of State Services, Mr. Lawal Daura.

He said, “These current events have vindicated my stance when I expressed scepticism on the Buhari presidential candidacy in 2015.

“When, in the build-up to the elections, his spin doctors told the world that General Buhari was a born-again democrat, we warned Nigerians that this leopard cannot change his spots. Buhari has the trappings of an unrepentant dictator.

“We demand that the National Assembly, as part of its oversight functions, summon the Director-General of the DSS for questioning and sanctioning.

“Government must stop forthwith the media trial of supposed suspects investigated or apprehended by security agencies to allow for the constitutionally-guaranteed principles of fair hearing, due process and rule of law in the law courts.

“Under President Buhari, the DSS, the police and the EFCC must regain and maintain their statutory responsibilities of intelligence gathering and security maintenance, instead of turning into instruments for silencing the opposition.”

Crime / Court Jails Man For Stealing Blocks by clara472: 5:43pm On Oct 12, 2016


A Karmo Grade 1 Area Court in Abuja on Wednesday sentenced a 25-year-old labourer, Elisha Julius, to two months imprisonment for stealing blocks worth N60,000.

Julius, a resident of Kado Bimko Village, Abuja, was convicted after he pleaded guilty for theft and begged for leniency.The Area Court judge, Sadiq Abubakar, gave the convict an option to pay N6, 000 as fine, and warned him to desist from crime after his sentence.

Earlier, the Prosecutor, Mr Dalhatu Zannah , had told the court that the Fonmilato Ominkule of Kado Bimko Gwarinpa Estate, Abuja, reported the matter at the Gwarinpa Police Station on October 4.

Zannah said that sometime in September, 2016 the convict went to the complainant’s block industry and stole 400 blocks value N600, 000.

He said the offence contravened Section 288 of the Penal Code.

Julius had pleaded guilty and begged for leniency.

The Senate has stood down a proposal to invite the Director General of the State Security Service, Lawan Daura, over the ongoing clampdown on suspected corrupt judges.

In a motion brought as matter of urgent national importance by Joshua Lidani (PDP-Gombe), the Senate was asked to look into the action of the SSS which led to arrest of seven judges in the early hours of Saturday.One of the resolutions canvassed by Mr. Lidani was that the Senate should invite Mr. Daura to explain why his agency carried out the action the way it did without deference to the constitutional responsibility of the National Judicial Council.
When Mr. Saraki called for vote to uphold Mr. Lidani’s prayer, Senators yelled “ayes” and later “nay” in somewhat equal proportion.

Then, Mr. Saraki put the question again resulting in similar response as the first.
He then ruled “the nays have it”, translating to defeat of the proposal to invite Mr. Daura.
Specifically, Minority Leader, Godswill Akpabio, supported the prayer that Mr. Daura be invited.
But other Senators did not touch that part of the prayers sought.
The Senate however condemned the raid on residences of the Judges.

Wale Adeniyi, the spokesperson of the Nigeria Customs Service has revealed that the Comptroller-General of the body, Colonel Hameed Ali (rtd), has removed the ban on importation of rice.

He also stated in an interview with the News Agency of Nigeria (NAN) that the import duty payment at land borders has been reintroduced.
According to him, the restriction used to be applied only at land border stations, adding that all rice imports through land borders by rice traders would attract the prevailing import duty of 10 per cent with 60 per cent levy.

“Over the years importation has been restricted to the seaports because border authorities have found it difficult to effectively monitor and control importation of rice.“When the decision to ban it (rice) was taken it was not an effective measure because smuggling of the product thrives with people using different means of conveyance including small trucks, bicycles and even animals – putting them on donkeys and some actually carry it on their heads.

“These new measures will be for customs to reognise their anti-smuggling operations in the border areas and ensure that all those importers through the borders bring their rice through approved routes and pay their extant duty,” he was quoted to have said.

Ali has also recently warned Nigerians to desist from patronizing rice smuggled through land borders.

Speaking at a joint news conference on illegal rice importation to Nigeria on Tuesday, October 4, in Abuja Ali said 99 per cent of rice smuggled through the land borders is not fit for human consumption.

According to the News Agency of Nigeria (NAN), he said NAFDAC samples have showed that smuggled rice through the borders was unfit for human consumption.

The Police Public Relations Officer (PPRO) in Ogun Command, Mr Abimbola Oyeyemi, told NAN that a total of 5, 000 policemen were deployed for the election.

His counterpart in the Nigeria Security and Civil Defence Corps (NSCDC), Kareem Olanrewaju, also said that 5,500 uniformed men and 1,000 intelligence officers in mufti were deployed.

Officials of the state-owned traffic management agency and FRSC mounted road blocks on major highways to enforce the restriction order on movement.

Three security officials, made up of two policemen and one NSCDC official, were stationed at each polling unit to maintain law and order.

NAN also reports that the electoral process so far had generally been peaceful across the various polling units as accreditation and voting, which commenced at 8.a.m., were being carried out simultaneously.

The former governor of Delta State, James Onanefe Ibori will become a free man in December, after spending half of his jail term in prisons in the United Kingdom.

Ibori was jailed for money laundering offences by Southwark Crown court in 2012.But it was not clear whether he will immediately return home because of a legal proceedings concerning the confiscation of his assets worth tens of millions of dollars, were unresolved.

They were supposed to have been resolved years ago, but have ground to a halt due to the allegations of police corruption and the prospect of Ibori taking his case to the Court of Appeal.
A London court was told on Friday that Ibori would appeal against his conviction on the grounds that British police and lawyers involved in his case were themselves corrupt.

Ibori, who as governor of oil-producing Delta State from 1999 to 2007 became one of Nigeria’s richest and most powerful men, is serving a 13-year sentence after pleading guilty in 2012 to 10 counts of fraud and money-laundering.

While in office, Ibori acquired luxury properties in Britain, the United States, South Africa and Nigeria. He is the most senior Nigerian politician to have been held to account for the corruption that has blighted Africa’s most populous nation.

His jailing in Britain, where he had laundered millions of pounds and sent his children to an expensive private school, was hailed as a high point in the international fight against graft and an important signal to other corrupt politicians.

But his lawyer Ivan Krolick told Southwark Crown Court on Friday that Ibori was “95 percent certain” to challenge his conviction in the Court of Appeal based on documents that have only recently been disclosed to the defence by the prosecution.

At the same hearing, Stephen Kamlish, a lawyer for Ibori associate and convicted money launderer Bhadresh Gohil, said the documents showed there had been widespread police corruption followed by a cover-up that was still going on now.

The main allegation is that a police officer involved in the Ibori probe took payments for information in 2007 from a firm of private detectives working on Ibori’s behalf. At the time, Ibori had not been arrested and was still in Nigeria, but knew that British police were investigating his finances.

Kamlish said prosecution lawyers had known there was evidence of police corruption but had failed to disclose it to defence lawyers. Krolick told Reuters on the sidelines of Friday’s court hearing that Ibori did not know about the payments at the time.

The police have said that the allegation was thoroughly investigated and that no one was arrested or charged, and no misconduct identified. The officer against whom the allegations have been made is still in active service.

The Crown Prosecution Service (CPS), after a lengthy internal investigation, said in September it was confident that the convictions of Ibori and Gohil remained valid.

The CPS has said it found “material to support the assertion that a police officer received payment in return for information”. It did not use the word “evidence”, suggesting it did not consider the material in question amounted to proof.

But the CPS conceded in September that the material should have been disclosed to the defence, and handed over thousands of documents to defence lawyers. Those were the documents that Kamlish and Krolick were referring to in court on Friday.

Gohil has already filed an appeal against his conviction. Krolick said Ibori was likely to do so once his legal team had finished going through all the newly disclosed documents.
As is normal under British procedures, Ibori is due to be released in December after serving half his sentence, taking into account pre-trial detention.

Gohil, a British former lawyer, has already been released after serving half of a 10-year term for his role in laundering Ibori’s millions.

Kemi Adeosun, minister of finance, says Nigeria is hungry for infrastructure that can drive growth —not iPhones and expensive suits — which can only raise consumption.
Speaking at the World Bank Headquarters in Washington on Wednesday night, Adeosun said Nigeria was on a journey of transition aimed at driving short, long, and medium-term growth in Africa.

“We have just started a journey of transition, which will take us from an economy that was really dependent on oil, primary commodity, to a more productive economy, and we recognise that the differentiator will be infrastructure,” Adeosun said.



“We have come from spending 90 percent of our budget on recurrent and only 10 percent on capital. We are trying to move to 70:30, which is not enough.

“From the numbers that we have done, the infrastructure gap that we face, even if we devote our budget [to capital]for the next three years, it is not enough. So we’ve got to look for creative ways to mobilise additional capital.”

Adeosun, who was the only African minister on the high-level panel, said Nigeria —and Africa as a whole — is the new infrastructure and investment destination, adding that there is nothing left in the west.
“We are hungry for infrastructure. We have got 170 million people who don’t have power in sufficient quantities. We don’t have a rail system; we don’t have a road structure. We believe that if we solve those infrastructure challenges, the entire productivity, agriculture, solid minerals, manufacturing, our unemployment problems could all be solve.

“It seems very simple, in terms of what needs to be done. We are quite excited about negative interest rates. We like that you’re not earning any money. We are happy to take your money and give you very small positive interest rate.

“We think that the time has come; everyone is thinking out of the west. There is nothing left in the west, everybody has to now come to Africa, but we don’t want investors to come to Africa to sell us iPhones and many expensive suits.

“We want to become productive, and so we want this investment to come into infrastructure, that will enable us to compete and really enable Africans to stay in Africa.”

NIGERIANS MUST STOP PAYING FOR INFRASTRUCTURE WITH PAIN

“We think the narrative around who pays for infrastructure is a very important one in Africa. I think there is a sense of expectation from the people that the government will deliver infrastructure, but we believe that the user pays.

“I say that because at the moment, if you don’t have infrastructure, you’re paying anyway. The public pays; If you spend six hours on a journey that should take you an hour, you’ve paid.

“So how do we convert that payment, which is currently informal and very painful, into a formal payment and therefore revenue stream that could attract investors is the challenge that we are working on now.”

WE’RE LEADING WITH OUR MONEY AS INVESTORS GET ON STREAM

Adeosun said Nigeria would not wait for investors to lead in infrastructure, but that the country was already taking a lead that investors can follow.

“As I have said, we are leading with our own money. We are looking at regulatory framework, that would enable investors to come in. We know it’s a new market and we are going to de-risk it.

“So what we are starting with are just infrastructure bonds that we guarantee, and then hopefully, when investors get an appetite for what the Nigerian infrastructure framework can provide them in terms of returns, we believe we will be able to remove some of the safeguards needed at the moment.

“Our population is young; we have to provide standard of living that keeps young vibrant Africans in Africa, because we think that is very important for eliminating poverty.”

The German government has announced a commitment of €47.6m (N16.23bn at the official exchange rate of N341.14 to one euro) as financial support to Nigeria for technical cooperation programmes and special project initiatives.

This was revealed by the Leader of a German delegation, Mrs. Renate von Boddien, during a meeting of the Nigeria-Germany Consultations on Development Cooperation, hosted by the Federal Ministry of Budget and National Planning in Abuja on Thursday.



A statement issued by the ministry stated that Boddien disclosed that the commitment was part of bilateral technical cooperation and special project initiative aimed at tackling the root causes of displacement of refugees and speed up their integration under the ‘One World No Hunger Green Innovation’.

This, according to her, will also strengthen Germany’s support for the Green Innovation Centre for Agriculture and Food Sector.

She explained that €22.6m was earmarked for bilateral technical cooperation and special funding lines; €19.9m for special initiatives to tackle the root causes of displacement/reintegrating of refugees; and €6m for special initiatives for the ‘One World No Hunger’ project initiated to strengthen its support for the Green Innovation Centre.
Boddien reaffirmed the German government’s commitment to stay engaged in the priority areas of sustainable economic growth, Nigerian energy support programme and technical cooperation.

She was quoted to have said that the “technical cooperation is being implemented through the pro-poor growth and employment promotion programme in Nigeria, which was inaugurated by the German Ministry of Economic Cooperation and Development and is co-financed by the European Union.

“The objective is to increase employment and income generation for Micro, Small and Medium-sized Enterprises in the three states of Niger, Ogun and Plateau.”

She further stated that other areas Germany was planning to also commit funds included humanitarian support in the North-East, the fight against polio disease and to support technical and vocational education.

The Minister of Budget and National Planning, Senator Udo Udoma, commended the German government for its support and told the German Ambassador to Nigeria, Mr. Schlag Heck, that the Federal Government was working hard to diversify the Nigerian economy.

This, he said, would stimulate growth through agriculture, solid minerals, manufacturing and development of processing zones.

The minister urged German investors to invest in Nigeria and create jobs so as to ensure development, adding that the government had provided enabling environment for investors.

Mr. Jibrin said any lawmaker who fails to heed his call should be prepared for the backlash that would follow when he publishes details of how such official perpetrated the fraud.
Mr. Jibrin’s statement came a day after he was suspended by the House for 180 legislative days —approximately a full calendar year as the House sits three times a week— after being found guilty of violating House ethics and lawmakers’ privileges.

The Nigerian National Petroleum Corporation on Wednesday announced that it had commenced the integration of biofuels production from selected energy crops through its agriculture development programme.

It stated that it had started mobilising to site on a first large-scale commercial biofuels venture in Nigeria, adding that it would plant an energy crop known as Jatropha and convert the extracted oil from its seeds to biodiesel to fuel diesel engines.



The Group Managing Director, NNPC, Dr. Maikanti Baru, disclosed this during the Environment Dialogue on the Diversification of the Nigerian Economy – the Role of Jatropha.

The GMD explained that the increasing negative impact on the environment due to the exploitation of fossil fuels was promoting a global search for alternative energy that could be obtained from renewable sources.

Baru, who was represented by the Group General Manager, Renewable Energy Division, Mr. Rabiu Sulieman, said, “As one of its key focus areas, the NNPC is currently diversifying its products portfolio for enhanced and sustainable energy mix. This, we are doing by integrating biofuels production from selected energy crops with a robust agric development programme.
“Based on commercial considerations, Jatropha ranks second to oil-palm as the biofuel of choice for biodiesel production in the NNPC biofuels programme.

Baru said, “Though the feedstock for this first project slate is sugarcane, we intend to cultivate Jatropha plants around the peripheries of the plantation and sidelines of the internal road network.

“This will safeguard against livestock encroachment, while the oil that will be extracted from the Jatropha seed will be converted to biodiesel to fuel the diesel engines of the plantation machineries.”

Meanwhile, Global oil benchmark, Brent crude, traded above $52 per barrel on Wednesday for the first time since June, as data showed a fifth straight weekly decline in the United States crude inventories.

The International Monetary Fund has warned that the current economic crisis in Nigeria may spill over to the rest of West Africa with negative consequences.

It also raised the alarm that Nigeria was spending too much of her revenue to service debts, noting that this was not sustainable.
The Assistant Director and Head of Fiscal Policy and Surveillance Division, Fiscal Affairs Department, IMF, Catherine Pattillo; and the Director, Fiscal Affairs Department, IMF, Vitor Gaspar, said this on Wednesday at a press conference on the IMF Fiscal Monitoring Report as part of the World Bank/IMF Annual Meetings in Washington DC, United States.

They insisted that the fact that about 45 per cent of the Federal Government’s revenue was being paid as interest on the nation’s debt was a worrying development.

Pattillo said, “The slump in oil production and slow growth have created challenges for Nigeria. But one statistic that is quite striking to me is that the debt profile is weakening and the interest account payment is more than 45 per cent of the Federal Government’s revenue. The priority is a big challenge.

“On the fiscal side, the important priority should be in safeguarding fiscal sustainability, which means, importantly to increase non-oil revenues and implement an independent price-setting mechanism that minimises fuel subsidy. So, these are two priorities, while also of course, improving public service delivery so that citizens can see the benefits of good governance and services financed by the government.

“So, these are the challenges. As you know, Nigeria is a very important economy in the African region and its success has positive spill over for the region, particularly in West Africa, and its challenges create difficulties for its neighbours.”

On his part, Gaspar said, “Message number one is that if you look at the global debt and deficit landscape in the world, you’ll see that the countries that have the highest public sector deficit are oil exporters; Nigeria is in debt and it is a country much hit by very low oil prices.

“That is a general message because it applies to oil exporters in general; the group of oil exporters have shared some characteristics.

“The most important point, in my view, is that for countries in sub-Saharan Africa to deliver on the SDGs, the key challenge is the building up of revenue mobilisation capacity through tax capacity building; that’s a key priority.”

He added, “These countries must improve their capacities to raise revenue, and why is that so? Because there is such need in term of public infrastructure, there is such need in terms of public education; there is such need in terms of health.

“For these group of countries, public finance/fiscal policy is part of the overall development strategy, and in that, tax capacity is a fundamental cornerstone.”

Meanwhile, the Minister of Finance, Mrs. Kemi Adeosun, has condemned multilateral funding agencies and Western nations for blocking an attempt by Nigeria to generate electricity from coal on the excuse that the project is not ‘green’.

She said this at the ongoing annual meetings of the World Bank/International Monetary Fund in Washington DC, United States of America on Wednesday.

According to her, it is hypocritical to block the project at a time Nigeria needs power most.

Although Adeosun did not give details of the project, she said it was blocked because of its likely contribution to carbon emission, but noted that most developed countries still relied on coal as a means of generating electricity.

The minister, who spoke on infrastructure funding for Africa, said, “I think there is a need for consistency around bankable projects that can attract investments. Yes, we do need macroeconomic stability. We also do need consistency of policies by the multilateral institutions and Western countries.

“Let me give you an example. In Nigeria, we have coal and there is power inadequacy. It doesn’t take a genius to work out what it will take to get coal-fired power. Yet, we are being blocked. I think there is some hypocrisy in that. We have an entire Western industrialisation that was built on coal-fired energy and that is the competitive advantage that has been used to develop Britain, where I grew up. Now, Africa wants to do it, and they are saying it’s not green, we can’t do it and that we should go and do solar and wind, which are the most expensive power projects in the world.

“Yes, we are going to have the narrative around infrastructure; we must invest in infrastructure, but we must also make sure the playing field is level. The West, after polluting the atmosphere for 100 years, and when Africa wants to explore its resources, they say no.

“Yes, we would come up with bankable projects and we would behave ourselves, but I think we also need to be firm.”

An election observer group, under the aegis of Alliance for Credible Elections, has alleged that the just-concluded governorship election in Edo State “was scientifically rigged.”

The organisation warned that rigging must not be allowed to take place in the forthcoming governorship election in Ondo State.



Speaking at a press conference in Abuja, the Acting General Secretary of ACE, Mma Odi, alleged that the election was rigged scientifically by Independent National Electoral Commission at the point of collation of results.

But when contacted, the Chief Press Secretary to the INEC chairman, Rotimi Oyekanmi, told The Punch that every single vote cast on September 28 was jealously protected.

He said, “INEC wishes to reiterate that the just-concluded Edo State governorship election was conducted within the ambit of the Electoral Law and the commission’s guidelines. The commission can confidently affirm that every single vote cast on September 28 was jealously safeguarded.

“While the entire process may not have been perfect, no part of the collation process was compromised. The commission has an e-tracking mechanism specifically designed to track results.”

But Odi described the Edo election as replica of the elections conducted in 2003 and 2007 under the administration of ex-President Olusegun Obasanjo.

She alleged that the election saw a new innovation in rigging, saying it had taken the country to the dark days of the military era.

She advised INEC against playing partisan role in its responsibilities, especially in subsequent elections.

While advising the commission to put its house in order, ACE said the election, which saw two major participating political parties openly canvassing for votes at the polling units and aiding voters to cast their votes while inducing them, fell short of reasonable standard.

“INEC must take proactive steps to ensure that these activities do not take place at the polling units. The secrecy of voting must be protected,” she said.

Property owners in Enugu are apprehensive over plans by the state government to demolish buildings in parts of the state capital.

The Enugu State House of Assembly on Tuesday set up a seven-man committee to deliberate on the planned demolition.



It was learnt that the Enugu Capital Territory Development Authority had already marked about 200 structures for demolition.

The affected structures, which include completed and uncompleted buildings, were reportedly erected along waterways.

Commissioner for Enugu Capital Territory Development Authority, Chief Chidi Aroh, had, during interaction with journalists, raised the alarm that illegal structures were responsible for flooding in various parts of Enugu, particularly after rainfall.

The most affected areas are Liberty Estate and Ebeano Tunnel, which are usually inaccessible whenever it rains.

Aroh said, “We had marked some of these sites to stop work, but you have seen that most of them have continued to build and when it is pulled down, people will cry out that government has demolished a building that was nearing completion.”

The House committee, headed by the member representing Enugu South Urban, Obinna Okenwa, is to identify structures erected on waterways in Enugu metropolis in order to ascertain the ones that should be demolished.

The committee is also mandated to find out whether necessary approvals were obtained before the concerned structures were erected.

In cases where such buildings were approved, the committee is expected to fish out the particular officials that approved the buildings.

The Speaker of the House, Mr. Edward Ubosi, who inaugurated the committee, said its report would be ready in a month’s time.

An authorised biography of President Muhammadu Buhari has revealed how the President chose Vice-President Yemi Osinbajo as his running mate for the 2015 presidential election despite the opposition of a national leader of the All Progressives Congress, Asiwaju Bola Tinubu.

The book, ‘Muhammadu Buhari: The Challenges of Leadership in Nigeria,’ written by Prof. John Paden, was presented at an elaborate event at the International Conference Centre, Abuja, on Monday.





The general belief was that Tinubu was instrumental to the emergence of Osinbajo, who served as his Attorney General when he (Tinubu) was the governor of Lagos State.

But according to the book, the names of Tinubu; the then Lagos State Governor, Mr. Babatunde Fashola (SAN); and Osinbajo, were forwarded to Buhari for him to pick a running mate shortly after the retired general emerged the party’s candidate at its convention in Lagos.

The author claimed that Buhari chose Osinbajo above others despite enormous pressure from Tinubu to do otherwise.

He, however, did not disclose who forwarded the list of the three nominees to Buhari.

Paden wrote, “With Buhari coming from the North-West geopolitical zone, the Vice-Presidency had been ceded to the South-West geopolitical zone.

“Tinubu, a former governor of Lagos State and political ‘godfather’ of the South-West geopolitical zone, felt he should be the vice-presidential candidate.

“His protégée and the then popular Governor of Lagos State, Babatunde Fashola, was also a possible candidate.

“Both Tinubu and Fashola were Muslims, which complicated the national balance.

“A third candidate, Yemi Osinbajo, had been Attorney General of Lagos State and a senior law professor and a pastor.

“When the three names were forwarded to Buhari, he chose Osinbajo despite enormous pressure from Tinubu.”

Although Tinubu was one of the four persons who reviewed the book on Monday, he did not raise any objection to the author’s claim.

While recalling how Buhari Presidency emerged, however, Tinubu had merely said Osinbajo was named Buhari’s running mate because of the need for “a religiously-balanced ticket given the sensitiveness of the moment.”

He stated, “There was the sticky issue of selecting a running mate. After careful study and discussion, it was agreed that we should field a religiously-balanced ticket given the sensitiveness of the moment.

“Based on this conclusion, the name of Yemi Osinbajo, renowned law professor and former Lagos State Attorney General during my tenure as governor, was proposed as an excellent running mate.

“Osinbajo is also a pastor in the largest church in the entire country and this would answer those who wrongfully tried to paint Buhari as intolerant.”

At the book presentation, former President Olusegun Obasanjo, who was the special guest of honour, described the 320-page book as a mixture of history and current affairs.

Obasanjo added that the author’s account was accurate except for a few “incorrect insinuations,” which he said could be understood

The Osun State House of Assembly has said Nigeria may not break out of the cycle of underdevelopment except her leaders and masses become sincere towards development.

The assembly under the leadership of the Speaker, Mr. Najeem Salaam, said Nigerian leaders more than ever before needed to be truthful to themselves in the conduct of governance and political leadership to be able to realise the vision of the nation’s founding fathers.
This was contained in a message issued by the Chairman, Osun State House of Assembly Committee on Information and Strategy, Mr. Olatunbosun Oyintiloye, to felicitate with Nigerians on the occasion of the nation’s 56th independence anniversary.

A copy of the message was made available to our correspondent in Osogbo on Sunday.

The statement read, “Unless we are truthful, open and sincere, unless we probe our thoughts and our ways, it would be tough to break out of the limitations and cycle of underdevelopment.”

The lawmakers identified the need for proper and long-term developmental planning, saying this would serve as a guide for the country to achieve the vision of her founding fathers.

A Presidential Aide, Lauretta Onochie on Sunday said that Nigeria was safer and better under the administration of President Muhammadu Buhari than it was under President Jonathan.

Onochie, a Personal Assistant on Social Media to President Buhari, wrote in an article in response to the comment by People’s Democratic Party (PDP)’s Director of New Media, Deji Adeyanju.
Adeyanju had said that the 2016 Independence Anniversary was the worst since 1960, adding that the current administration was breaking rules of law and infringing on rights.

However, Onochie stressed that all the problems of the current administration were caused by the previous administrations, especially that of President Jonathan which Adeyanju was a part of.

“The whole world is aware that Nigeria is a much secure and safe nation under President Buhari. The American Secretary of State, John Kerry has been dashing around Nigeria in safety, Facebook’s founder, Mark Zuckerberg, was seen on the streets of Nigeria, jogging with Nigerians in safety.

Nigerians, even those in the North East are moving about. The truth is that, unlike the insensitive PDP bunch, President Buhari and his team is sensitive to Nigerians.

They are aware of the present sufferings and hardships Nigerians are going through. They are not just sympathetic to the plight of Nigerians, but they are working round the clock to bring succour to them.

They are prudent in the management of our scarce resources. They will not spend our hard earned resources on ‘pomp and pageantry’ celebration while Nigerians suffer.

He has assured that the present recession is temporary. We believe him,” she said.

She said that she would have ignored the ‘ranting’ of Adeyanju, but needed to point out that Nigerian were better and happier before the administration of former President Jonathan which Adeyanju was part of.

Onochie said that even the celebrations that characterised independence anniversary in the last administration were only for a few and not for the ordinary Nigerians.

“Pomp and pageantry were what Deji was really after. That is what he was used to. It would start with Deji and his co-travellers in the ruination train of Nigeria being invited to the Presidential Villa.

At the villa, choice wines, spirits and champagnes, worth hundreds of millions of Naira would be gulped down, spilled and even vomited.

Food, mostly imported from America, South Africa and United Kingdom, would be consumed at tax payers’ expense.

No ordinary Nigerian was invited to be part of this pomp and pageantry.

Independence Anniversary party packs can range from an invitation to the Office of the National Security Adviser, NSA, to cart away GHANA must go bagful of Naira or Dollars.

Ordinary citizens stayed home in deep reflection of how to get rid of Deji Adeyanju and his big brothers and sisters!

How then can the one whose cohorts recolonised us talk about liberty?

Nigerians were not part of this pomp and pageantry. Nigerians wallowed in poverty, insecurity and suffered the consequences of the corrupt activities of Deji Adeyanju’s friends.

How can the inability of not being able to feed our families, pay our children’s fees, afford basic health care needs, driven from ones ancestral homes, families separated from one another be termed ‘Liberty’? she queried.

She alleged that Adeyanju only cared about the current situation because he was no longer benefitting as he had been used to.

Onochie, therefore expressed optimism that the current economic situation would soon be over as the current administration was working hard to steer the nation away from recession.
