Helo tech gurus I just bought a laptop Lenovo u310 but after charging it have been trying to on it but the screen is just black out. any possible solution? however the system has an inbuilt battery.

O.P you must be kidding this is 21st century where the knowledge of mathematics is essential and pertinent to build the reasoning capacity of students. Anyway if you want to study nursing, microbiology, political science, psychology and sociology u can't ever bypass Mth101 or Mth105 for the science courses a d SSC105 for the social science course in my school. Just read your article I agree with arguements presented. I still argue most of the issue is the top down central planning. The government at top trying to handle to much. Then we can move on to issues like planning and implentation of policy. We can look at failure water utilty management to see the issue in totality. The state governments failed to plan for population increase or upgrade facilities throughout the decades. Now everyone rich and poor has to dig borehole as a result.



Thats true and there's nothing wrong with that. Everyone is free to vote with there feet. Public policy formulation isnt hard you just need to read and talk to experts if they're available. The implentation is what shows your serious. An engaged populace and transparency less room for fraud.

I'll end with issue of local government automony. Most people can name a service their local government provides. Things like trash pickup, roads, building code enforcement, libraries water utilities, police, jails etc can be there job. They just need tax money from people so nobody looking to guy state or federal capital for basic services all the time.

PUBLIC POLICY FORMULATION AND IMPLEMENTATION AS A BANE OF DEMOCRACY IN NIGERIA
Since Nigeria adopted democracy in 1999, there has been undulating progress made by successive governments in all sphere of the nation’s polity. A popular Nigerian singer few days ago released a song titled ‘’THIS IS NIGERIA’’ where he sang about the kind of problems Nigeria is facing as a country. The part of the song that struck my heart is where he said THIS IS NIGERIA, NEVER ENDING RECESSION, OH POLITICIAN DEY THIEF SOME BILLION AND HE NO DEY GO PRISON, POLICE STATION DEY CLOSE BY 6 COS OF SECURITY REASONS. At the inception, we saw democracy as an escape route from military government which was absolutely characterized by bad governance. Unfortunately, democracy which people thought will bridge the gap between the poor and the rich is not yielding any positive result but rather worsening the situation.
Abraham Lincoln, in his Gettysburg address delivered in 1864 perhaps gave the best and the most popular definition, he opines that ‘’ Democracy is the government of the people, by the people and for the people’’. In the same vein, David Held, argues that ‘’Democracy means a form of government in which, in contradistinction monarchies and aristocracies, the people rule. From the definitions given, it is evident that democracy entails a political community in which there is a form of political equality among the people. Countries of the world such as Norway, Iceland, Sweden, New Zealand are all enjoying democracy and their people are getting the dividend of democracy. However, the Nigerian version of democracy is characterized by: Socio-economic and political inequality, Corruption, God fatherism, Insurgency, lack of accountability, Slow response to important national issues, lack of participation, Denial of fundamental human right, Inability to put in place infrastructures and basic amenities, Injustice, Tribalism, ethnicity and religious problems, Disunity among the three arms of government e.t.c
It’s a widely known fact that irrespective of the country and their system of government, the dividend of democracy can only be enjoyed when the government of the day comes up with good policies and ensure that they are well implemented. Policy simply means whatever government chooses to do or not to do. Public policy is a purposed cause of action of a person, group or government within the environment providing opportunities and obstacles which the policy was proposed to utilize and overcome in an effort to reach a goal or realise an objective or purpose. For any country to develop, and for her citizens to enjoy the dividend of democracy the policy makers of such country must be efficient and effective in their responsibilities. However, am not oblivious of the fact that formulating policies in Nigeria is not a problem, but implementation of those juicy policies is the major problem. For example, the housing policy formulated during President Shehu Shagari Administration (1979-1983) had as it slogan ‘HOUSING FOR AL IN YEAR 2000’. The year 2000 suddenly became a magic year, how could such a policy be achieved when there was problem in the formulation of the policy. The word ‘ALL’ was not clarified; was it all adults – males and females, children and babies? Another major example is the issue of minimum wage that was passed during President GOODLUCK JONATHAN’S tenure, the minimum wage bill was only passed into law but many state governments do not have the resources to implement it in their various states. The reason for the policy failure is not far-fetched, the targeted beneficiaries and states were not involved in the formulation stage where the means of implementation will be discussed. The Nigerian version of democracy is where we don’t learn from our past. President Muhammad Buhari has also set up a committee to see to the increase of the minimum wage, I can conveniently say the idea is dead on arrival because many states are currently owing their workers for months.
I was in a class last week for PAD 409 (PUBLIC POLICY AND DECISION MAKING) the lecturer told us of how China has just implemented a policy to reduce traffic and congestion on the roads and also find solution to cut the annual fuel consumption by 800 tons and carbon emissions by almost 2500 tons because the bus known as ‘STRADDLING BUS’ runs on electricity. The bus would span two traffic lanes and carry up to 1400 passengers and travel up to 40 miles an hour above street level on a special track allowing regular cars under 7 feet high to freely pass underneath. I concluded that if we are to enjoy the dividend of democracy in our country our good policies must be implemented effectively. We all are clamouring for restructuring, however am of the opinion that even if it eventually happens that, some regions will be retarded in terms of development while some will enjoy rapid development as a result of policy formulation and implementation. It is a known fact that when regionalism was the order of the day in our dear country the Western Region developed and could boast of infrastructural facilities that was put in place as a result of good policies of Late Obafemi Awolowo. No matter the amount of resources or natural deposits a country may have, without proper policy on what to use the resources for such a country will always be at backlog among her counterparts. Paul Wellstone opines that ‘There are three critical ingredients to democratic renewal and progressive change in America; good public policy, grassroots organisations and electoral politics’.
As we celebrate democracy today let us all think of what we can do for our dear country to make it a better place to live.
