Honestly, a lot of people in Lagos have no business being in Lagos. A way around this is to provide tax incentives to the informal sector and punish tax defaulters. By the time non-taxpayers can't access public health facilities and can't use state government facilities, people will pay taxes in their states before running to Lagos.

In other economic centers you are comparing Lagos to, are their economies run on Generators?
Do they have epileptic power supply like Lagos?
Are they having economic migrants from other municipalities pouring into the economic centers at 10,000 persons per day?
