Police on Monday morning attacked protesters on a peaceful protest against the Rochas Okorocha government in Imo State. The protest, tagged ‘Occupy Owerri’, which is expected to last for one week, was called by Imo People’s Action for Democracy, IPAD, against the policies of the Governor Okorocha administration. Chief among the grouse of the protesters is the erection of statues in Owerri, the state capital, costing millions of naira, when the state is still owing workers salaries and pensions. They are also opposed to the appointment of the governor’s sister as Commissioner for Happiness and Purpose Fulfilment. The group had written to the police and the State Security Service for security during the rally. While the SSS gave approval for the rally to hold, the police asked that the rally be shifted till after the yuletide period. But the group refused, arguing that the police have no right to stop it from protesting. Speaking to PREMIUM TIMES on Monday, the coordinator of the group, Aku Obidinma, said police fired tear gas at the protesters, beat them up and also confiscated their placards as they began the peaceful protest. A Nigerian governor has created a new role for his sister - as commissioner for happiness and couples' fulfilment. Rochas Okorocha unveiled the post during the swearing in of 27 other new commissioners for Imo State. It is not the first questionable decision the governor has made in recent times. imo state is in trouble. misplaced priorities. from statue to commissioner of happiness. does this gov need commissioner of happiness to know that most of the roads in the state are dilapidated? does he equally need the commissioner of happiness to know that the workers and pensioners are owed? does he need commissioner of happiness to make couples and pensioners happy who are owed salary arrears that runs into months and years? i weep for imo state though am not ibo. I am truly surprised by the outbursts of young Nigerians on his excellency; Dr Rochas Okorocha. If you don't understand something, keep quite, read and research. The Socio-Economic Rights and Accountability Project, (SERAP) has called on the Acting Chairman of the Code of Conduct Bureau (CCB), Dr. Muhammad Isah and the Acting Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Prof. Bolaji Owasanoye, to “jointly investigate allegations of incompatibility, apparent conflict of interest situation, and abuse of office involving Governor Rochas Okorocha, of Imo State. According to SERAP, this is in connection with the exercise of his public functions and leadership of the Rochas Okorocha Foundation, to collaborate with the Economic and Financial Crimes Commission (EFCC), “in any such investigation.” The organization said that “Such investigation would help to improve public confidence in public authorities, and minimize the risks of bad government by public officials.” In the petition dated 10 November 2017 and signed by SERAP executive director Adetokunbo Mumuni the organization expressed “serious concern that Governor Okorocha may have spent over N1billion of public funds to build statues of South African President Jacob Zuma and Liberian President Mrs Ellen Johnson-Sirleaf.” SERAP says, “the spending on statues and apparent misuse of public resources may have violated constitutional provisions and international standards on code of conduct for public officers. The initiatives cannot be justified under any circumstances whatsoever, especially at a time when Imo state is unable or unwilling to pay teachers’ salaries and pensioners’ entitlements.” The petition copied to Ibrahim Magu Acting Chairman of the Economic and Financial Crimes Commission (EFCC) read in part: “Inviting Zuma and Johnson-Sirleaf to attend the opening of his Foundation and then ‘honouring’ them with statues suggests abuse of office and apparent conflict of interest situation, as such acts were undertaken by Governor Okorocha in the exercise of his public functions to presumably promote and advance the commercial and other interests of the Foundation.” “SERAP believes that rather than serving the common interest of the public, spending over N1 billion possibly of public funds on Zuma and Johnson-Sirleaf in the context of their participation in the opening of the Rochas Okorocha Foundation would seem to put Governor Okorocha in a conflict of interest situation.” “SERAP notes that the Nigerian Constitution 1999 (as amended) and UN Convention against Corruption to which Nigeria is a state party prohibit conflict of interests and set ethical standards for public officers. Indeed, both the Constitution and the Convention require public officers to abstain from all acts that may compromise the exercise of their public office and functions, or are inconsistent with their entrusted positions.” “Public officers also must discharge their public duties truthfully and faithfully, abide by the constitutional code of conduct, observe the primacy of public interest, and not allow their personal interest to influence their official conduct.” “The CCB and ICPC should carry out joint investigation in collaboration with the EFCC of the allegations of conflict of interest, abuse of office and apparent misuse of public funds by Governor Okorocha. SERAP also urges the CCB and ICPC to prosecute Governor Okorocha after leaving office if there is relevant and sufficient admissible evidence of abuse of public office against him.” “Conflict of interest represents a situation where the person exercising a public function has a personal interest of patrimonial or commercial nature, which could influence the objective fulfilment of the duties incumbent on public officers under the Constitution and international standards.” “Conflict of interest arises from a situation in which a public official has a private interest which is such as to influence or appear to influence the impartial and objective nature of his or her official duties in order to promote private interests, which would be contrary to the public interest.” “According to reports, Governor Okorocha recently hosted two African presidents—South African President Jacob Zuma and Liberian President Mrs Ellen Johnson-Sirleafand built statues in Owerri to ‘honour’ them. Scores of contractors who undertook the construction of city gates in Owerri, the Imo State capital and businessmen who supplied materials and beverages during the 2012 birthday anniversary celebration of Governor Rochas Okorocha have beckoned on the state government to pay them for their services Speaking to newsmen on Friday in Owerri on the platform of Concorde Hotel Suppliers and City Gate Contractors, the group said that banks had clamped down on them because of their inability to repay the loans they took to carry out the jobs and supply five years ago. The spokespersons for the group, Declan Chukwu, and Pastor David Chukwukere, said that all entreaties they had made to make the government pay them, including having audience with the governor and Chief of Staff, Uche Nwosu, had yielded no fruitful result. Chukwu, who said that the suppliers were being owed over N27 million for supplying drugs, diesel, foodstuff and beverages to Concorde Hotel owned by the state government, lamented that many of them had closed shops because of the way the government treated them. Chukwu said, “We are appealing to the state government to consider our plight. These are the supplies we made to Concorde Hotel, which is owned by the state government during the birthday celebration of the governor in 2012. No dime has been paid to us. Many of us are out of business. Some have gone to the villages. The banks are clamping down on us. We can’t even service the loan we took to make the Supplies. It is five years now and we have not got the money.” For Chukwukere, the conditions of the contractors, who undertook the building of the city gates, were appalling, even as he urged the governor to urgently come to their rescue. “We are talking about over N100m and for five years, we are yet to get it. We were not paid a dime for the contract, not even mobilization fee. We were asked to work to a certain level before payment could be made, but no money was given to us till now. “We have had an audience with the governor and the governor instructed the Head of Works, Government House, to check our documents and make appropriate recommendations to him. All that have been done, but we are yet to get any money. “We took loans from banks for the contract and it is unfortunate that we can’t payback. Some of us are being harassed by their landlords while others can’t even afford to pay their children school fees.” Chukwukere lamented. Reacting, the Special Assistant to the Governor on ICT and Social Media, Abasiodu Idiong, urged the contractors to sustain their communication with the Head of Works, Government House, whom the governor had instructed to look into their matter. Idiong said, “Since there is a communication, I want to urge the contractors to sustain it with the HOD in charge of Works, Government House. Sustaining it also entails being patient. The two-day visit happened just as South Africa's Supreme Court ruled that President Zuma should face corruption charges. Zuma visited Governor Rochas Okorocha in Owerri in a surprise visit that was only announced the same day by the South Africa presidency. As well as the statue, Zuma was given a chiefaincy title and had a road named after him. Local media reported that the cost of the statue was around 520million Naira -- equivalent to $1.4 million. Okorocha also conferred on Zuma the Imo Merit Award, the highest award the state gives to distinguished individuals. As he unveiled the statue, Okorocha said: "We have decided to honor you for your love for education, though you were deprived in your early days in life but you are working to make sure that every poor child went to school. "Your love for education to us is the connection between you and government and the people of Imo State." Okorocha and President Zuma also signed a Memorandum of Understanding (MOU) that will provide free education for poor children on the continent, according to local media reports.
