Another thing is that there are too many students in other non-scientific fields. 70 to 80% of students should be in STEM, to grow an economy, no disrespect to other fields. For lower educational levels, vocational and technical schools should be everywhere and well financed.
Even, as an Electrical Engineer, I still do electrical jobs outside my work hours to earn more; which I've been doing before I got employed. What I'm saying in essence is that more people should turn to fields where you have handy skills that you can apply on your own to cater for yourself even when no company is employing you.
