Below is 2001 News where Obasanjo was saying he will remove subsidy totally, but Baba no get courage to do it.
Jonathan, Buhari also did try to remove subsidy bit by bit but they quickly backtracked coz they don’t want to face the onslaught from Nigerians.
Yar’Adua is the only one different and that could be because he did not spend much time as president.
Every election cycle since 2003, politicians have always campaigned about removing subsidy.

I guess now that Buhari has retired they are faced with the uncomfortable truth that they don't (nor ever did) have electoral value and are using style to warm their selves into the heart of their closesest Buhari substitute, Atiku.
On a sidenote though, its interesting to see how APC has fared since it's creation as a merger ( CPC+ACN+ANPP+ nPDP+APGA (Rochas)). Buhari first got rid of most the nPDP with Kawu, Saraki and Atiku. ANPP and APGA factions also died natural deaths during his reign. Now CPC people are being driven to oblivion and irrelevance by Tinubu. Obviously when he leaves, the Northerner that takes control will ensure ACN receive their own share of the medicine
