Wen God truly defined tithe and offering, he made it clear that it belongs to him but the part to be eaten was to be eaten by d priests(go through Leviticus ). The levis had no inheritance, what the people gave to God was their inheritance. So d offering and tithe belongs to God while it is to be used wisely by pastors.
