Poland cancels Aerostar UAV purchase

Poland's defence ministry has cancelled a contract to purchase Aerostar unmanned air systems from Israeli company Aeronautics, and will also ask for compensation.

Signed in 2010 and covering two systems, the $35 million purchase was made in order to deploy the UAS in Afghanistan, where Polish army units are part of the NATO-led International Security Assistance Force.

Warsaw's deal included the development of an automatic take-off and landing (ATOL) capability, with this to have enabled the unmanned aircraft to approach and land safely in windy conditions and other ground effects encountered in the operational area.

Aeronautics encountered problems with the ATOL capability, which led to it failing to meet the delivery schedule agreed in the contract. The company, which has yet to comment on the Polish decision, has also faced other problems during recent months, with sources saying that a disagreement between its shareholders has delayed some projects.

Lagos — Nigeria's president said he has given his backing to the creation of an African rapid reaction force, adding that it could help tackle the Boko Haram insurgency, in comments published Monday.
"We fully support this rapid reaction force," Goodluck Jonathan told French radio station RFI in an interview on the sidelines of the recent France-Africa summit in Paris.
Jonathan's French counterpart Francois Hollande called for an African force to be set up, and said France was prepared to train 20,000 soldiers a year if the project goes ahead.
Hollande said France was offering to provide equipment, logistical support and advice on coordination for the force, and was seeking wider European Union funding for it to be operational by 2015.
Jonathan said he envisaged that the force could be deployed to hotspots across the continent, including in northern Nigeria, which has been in the grip of Islamist-linked violence since 2009.
Sustained attacks blamed on Boko Haram prompted the government in Abuja to impose a state of emergency in three northern states -- Borno, Yobe and Adamawa -- to try to stop the bloodshed.
The military has claimed that the banned militant group has been pushed into more remote, rural areas, yet violence has continued.
Last week, Boko Haram launched a daring raid on military targets in Maiduguri, the capital of Borno state, leading to a city-wide curfew.
Jonathan said the state of emergency, which was extended for another six months in November, had been effective, particularly in Adamawa state.
But he said the Maiduguri attack demonstrated that Boko Haram should not be underestimated -- and raised the possibility that the group was getting outside support, particularly in the supply of weapons.
Jonathan meanwhile dismissed repeated claims from human rights groups about abuses against Boko Haram suspects held at military detention facilities in the north.
He said those claims had been exaggerated but he had nevertheless sanctioned the release of one billion naira ($6.2 million, 4.5 million euros) to improve conditions.
Arrested Boko Haram militants were held in "satisfactory" conditions, he added, reiterating that the government was open to dialogue with the militant group.

The SA National Defence Force (SANDF) shifted into top gear only hours after Nelson Mandela died at his Houghton, Johannesburg, home last Thursday.

First into action was the SA Military Health Service (SAMHS), which had been responsible for the former president’s health care since he was admitted to a Pretoria hospital in June this year with a recurrent lung infection.

A SAMHS detail collected his body and moved it by road convoy to 1 Military Hospital in Thaba Tshwane in the first SANDF involvement in arrangements for the various functions before the final interment of South Africa’s first democratically elected President at Qunu in the Eastern Cape on Sunday.

The involvement of the South African military in all events around Mandela’s death has been meticulously planned under the code name Operation Imbeko. When it became reality it was changed to Operation Uxolo. As South Africans came to grips with the fact that the 95-year-old former freedom fighter was no longer part of the national landscape, SANDF Chief General Solly Shoke cancelled a medal parade set for Friday and ordered all soldiers on leave to return to their bases and units immediately...

ABUJA: South African President, Jacob Zuma has expressed the willingness of his country to partner with Nigeria to create business opportunities and development of infrastructure, especially in the energy sector.

The South African Deputy Minister for Trade and Investment, Ms. Elizabeth Thabeth, who said this while leading the South African trade and investment delegation to the Minister of Power, Prof. Chinedu Nebo in Abuja, said President Jacob Zuma’s priority, is to develop infrastructure through partnership with other African countries.

She said energy as an enabler for economic growth is the focus of the group, adding that Nigeria as a strategic partner of South Africa will help fast track the realization of Pan-African dream of its Government.

Addressing the delegation which was accompanied on the visit by South African’s High Commissioner to Nigeria Lulu Louis Mnguni, the Minister of Power, Nebo assured the delegation that Nigeria’s fledging power sector still offers a lot of business opportunities to South-Africa.

He said this will be a welcome development to Nigeria, as such strategic partnership is in consonance with African Brotherhood and solidarity. Recalling the days preceding the emergence of majority rule in South-Africa, Nebo said Nigeria was there to ensure political freedom for South-Africans.

“We are desirous of doing business with South-Africa. The telecommunication giant MTN, Shoprite and other South African companies are doing well here, we want more of them in the power sector too”

Nebo assured the South Africans that there are more opportunities in power generation despite their invisibility in the on-going privatisation, adding that transmission, metering and even manufacturing of parts like circuit breakers, cables, power lines and switches, require investment from South Africa.

Another area of interest is renewable energy – solar, biomass and wind, “our doors are open. We have vast areas of communities that are far from the national grid,” he said.

He also said that with the privatisation of the sector, the new owners will require partnership. “We also want to explore our abundant coal reserves, South Africa can avail us with the knowledge of using clean coal technology. We need to reiterate that we are prepared to sign MoU with South-Africa, we want to tap from your experience to energize our economy,” he said.

Also at the event, the Permanent Secretary in the Ministry of Power, Ambassador Godknows Igali said Nigeria wants to see more MTN and Shoprite companies in the Power sector, just as he promised to bring-on board new owners of Nigeria’s power assets, so that they can explore partnerships that would be mutually beneficial.
