With regards to the S500, it is still in final phases of development. Hence issue of who or not to sell it to is not valid yet. Also note that no country sells the exact same specs of arms that they use internally to others. Whatever will be sold to the Chinese or any other buyer will be heavily modified.

Turkey has already bought and deployed the S-500.
So it is already been exported.

China will not get the s-500.
