If I'm not wrong, the OP wrote that there are 9 public Uni's in GH. Well Nigeria have over 30 Federal unis not counting the states uni.
You would expect that fewer resources will be at their coffers.
Imagine Nigeria with only 9 uni's. Though it won't admit everybody, its standard will rise lifting one of them to top 2 in Africa if not the best.
