As a Medical Scientist, these are the possibilities..

1. Child swapping: Was the child swapped with another at birth. A Paternal and Maternal DNA test would resolve this.

2. Post-birth exposure: Was the child transfused with blood at any point? Was she injected safely following proper medical procedures? These questions need to be answered.

3. Caregiver: Was she looked after by any caregiver at anytime? Did the caregiver provide proper care?

If the parent are truly tested NEGATIVE to HIV but share the DNA with that child, that rules out Question 1, leaving Questions 2 and 3 to be answered cursorily.

You don't do DNA test in Hospitals, it is mostly done Diagnostics Centers and Laboratories.

DNA paternity tests are investigative genetic tests but of largely no clinical value. I doubt any Nigerian hospital invests in the DNA amplification machines and Genetic detection kits that prohibitively costly even by foreign standards. These machines can cost up to $150,000 - $500,000 and require 24 hour power supply and pocket-tearing maintenance costs.

Only facilities that are full time medical laboratories or genetic research labs can do those tests, not hospitals. Hospitals largely send the samples to DNA laboratories for analysis.

Most facilities in Nigeria collect the samples and send them abroad for investigations.
