When you go abroad, go and park in front of people's private apartment and when they ask you to remove your car just put up a fight and see whether the police wont be call on you.

Your property is just that - your property! And in this case, it is clearly demarcated by the fencing and gate. Anything outside that gate is PUBLIC space, which only the government (local or state) can control with appropriate public notices. If private citizens are allowed to arbitrarily control what happens on PUBLIC property and in PUBLIC spaces, anarchy would reign. Can you imagine if someone else decided that cars can no longer drive on the street in front of his/her building because the exhaust fumes might kill his/her new-born babies.

Police or any other enforcement agencies will never tell you to bring money for mobilization if you report a murder, take that from me. In fact what the NPF will do is to report on scene immediately and detain everybody around in their crude way of doing things

I am just here wondering what funds police needs to clear up a crime scene, it's obvious we don't understand each other, I am not talking of funds here. So if you call police that a murder just happened on your street are you telling me they would need funds from you to come and clear up the scene and do their surface investigation?
My own argument is that you cannot stop the police from doing its statutory function which responding to an homicide scene is one of them, if after then u feel u need the military or DSS to investigate nobody stops you. But that you will call police and tell them not to attend to a murder scene till you get there is what I don't understand.

Even when you go report case give police on serious issues them go bill you for opening file, transport fare and even for investigation. The nigerian police i know would gladly dump the case for op because dead men pay no bills.
