President Muhammadu Buhari has approved appointments into the executive management of some government agencies and parastatals.
Buhari has also approved the immediate deployment of four out of the newly appointed ambassadors.
In a statement by his special adviser on media and publicity, Femi Adesina, the new chairman of the board of the Nigerian Television Authority (NTA) is former newspaper editor and ex-presidential spokesman, Chief Duro Onabule.
Other executive directors of NTA include: Dr Steve Egbo, Administration and Training; Abdul Hamid Salihu Dembos, Marketing; Mohammed Labbo, News; Fatima M. Barda, Finance; Stephen Okoanachi, Engineering; and Wole Coker, Programmes.
At the Federal Radio Corporation of Nigeria (FRCN), Aliyu Hayatu is new chairman, while Buhari Auwalu and Yinka Amosun, are Zonal Directors, Kaduna and Lagos, respectively.
Under the Ministry of Information and Culture, the following agencies have new appointees: Nigerian Film Corporation, Dr Chika Maduekwe, General Manager; National Theatre and National Troupe of Nigeria, Comrade Tar Ukoh, Artistic Director; National Council for Arts and Culture, Otunba Olusegun Runsewe, Director-General; National Film and Video Censors Board, Folorunsho Coker, Director-General.
At the National Emergency Management Agency (NEMA), the Vice President, Prof Yemi Osinbajo, SAN, is chairman, while the new Director-General is Engr. Mustapha Yunusa Maihaja.
Other members of the NEMA Board are the Secretary to the Government of the Federation, SGF, Engr. David Babachir Lawal; Captain Talba Alkali, representing Ministry of Transport and Aviation; Amb. Rabiu Dagari, Ministry of Foreign Affairs; Dr Ngozi Azadoh, Ministry of Health; Alhaji Muhammadu Maccido, Ministry of Interior; Engr. Ajisegiri Benson Akinloye; Ministry of Water Resources, AVM Emmanuel Anebi; Nigerian Armed Forces; and AIG Salisu Fagge Abdullahi, Nigerian Police Force.
On the redeployment of the Ambassadors-Designate, Professor Tijjani Bande, (Kebbi State) is to proceed as Nigeria’s Ambassador/Representative to the Permanent Mission of Nigeria to the United Nations Headquarters in New York while Itegboje Sunday Samson (Edo State) is to proceed as Nigeria’s Ambassador/Deputy Representative, Permanent Mission of Nigeria to the United Nations Headquarters in New York.

The appointment of the former military administrator of Kaduna State and private chief of staff to General Muhammadu Buhari (as he then was) , Colonel Hamid Ali by President Muhammadu Buhari last week as the comptroller general of the Nigeria Customs Service.

One of my Facebook friends, Ojong Takon had challenged me to explain whether the appointment of Colonel Ali is constitutional in view of the fact that he was appointed from outside the customs service. I submit that he Constitution of the Federal Republic of Nigeria, 1999 (as amended) does not contain the mode and procedure for the appointment of the Comptroller General of Customs. Rather the relevant legislation is the Custom and Excise Act, 2010.

The President is the Chief Executive of the Federation of Nigeria and by the plenitude of executive powers vested on him, he has the uttered discretion to make any appointment. There is no law that says that the Comptroller General of Customs must be a career customs officer or must be appointed from within the senior officer cadre of the customs service.

Accordingly, the President is not wrong to appoint somebody who is not an officer in the Nigeria Customs Service. There is a precedent in the country for the appointment of outsiders to head the Customs service. So President Buhari is not the first Head of State to appoint somebody outside the Nigeria Customs Service to head it. Nearly 21 years ago a Brigadier General Samuel Ango from the Nigerian Army was appointed Comptroller General of Nigeria Customs Service by former Head of State, late General Sani Abacha in 1994 from the Nigerian Army.

Dr. Haliru Mohammed Bello was appointed Comptroller General of Customs from outside the service in 1988 by the military regime of former military president, General Ibrahim Babangida He is a veterinary doctor by profession. He was comptroller general of customs from 1988 to 1994.

Also late Shehu Musa was appointed Comptroller General of Customs from the civil service in the 1970s. He was also the Secretary to the Government of the federation during the Shehu Shagari’s presidency.?

The Nigeria Customs Service has undergone numerous structural and institutional changes since 1891 when Mr. T.A Wall was appointed Director General by the British colonial administration of Customs for collection of Inland revenue in the Niger Coast Protectorate.

The name Customs and Excise emerged in 1922 when the first Comptroller of Customs and Excise, federation of Nigeria was appointed. It was changed to Customs and Excise Preventive Service in 1945. With the enactment of the Customs and Excise Management Act No. 55 of 1958 the a management board was introduced with the appointment of Chairman and Chief Executive Officer, E.P.C Langdon. He was succeeded by S. G. Quinton. The first Nigerian Chief Executive Officer appointed on attainment of Independence in 1960 was Ayodele Diyan.

ABUJA – A former Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Andrew Yakubu, has cried out over his continued detention by the Economic and Financial Crimes Commission (EFCC), saying while no formal charges have been brought against him, he is being denied an urgently-needed medical attention.

Yakubu is being detained by the anti-graft agency following an alleged recovery of over $9.7million and £74,000 cash from a property linked to him.


However, in a statement by his lawyer, Ahmed Raji, SAN, Sunday in Abuja, the ex-NNPC boss “within this time also, our client has been denied access to adequate medical attention which he desperately needs.”

The lawyer, who was reacting to the widespread media reports alleging that he is currently facing charges for under-declaration of assets and illegal transactions, stated that “within this time, no formal charges has been brought against our client by the EFCC or any other government establishment for any offence whatsoever as widely spread in these media reports.”

Raji said, “in view of the foregoing facts, our client has sought an enforcement of his fundamental human rights before the Federal High Court, Abuja in an action constituted as FHC/ABJ/CS/126/17 between Engineer Andrew Yakubu vs EFCC & Anor.

“Our Client has been detained by the Economic and Financial Crimes Commission (EFCC) for more than a month since he voluntarily presented himself to them at their invitation and has fully cooperated with investigations”, he said
