Great observation, but not true. The Abuja master plan is very much active with the best drainage system in west Africa. If you take a closer look at flooded areas, you will definitely notice why Nigerians are so difficult. People extend their plot areas to buffer zones just to gain more plot size after allocation. These buffer zones around river routes were properly plan for, Incase there is an increase in the volume of water. People also find joy in disposing their wastes into drainage systems. Nigerians don't even realize what they have until it's too late, that's when they will start complaining about flood.
